As parcerias público-privadas nas escolas públicas estaduais de Uberlândia (1995-2008)

This study is inserted in the Line of Research named Politics and Management in Education, from the Program of Post-Graduation in Education, of the Federal University of Uberlândia. We investigate the public-private relation between the private initiative and the state schools of Basic Education of the City of Uberlândia-MG. The objective is to understand the logic of the capital in a macro reality, from the reform of the State in 1995, in the Management Shock in Minas Gerais, and the existing relation between the public-private spheres through the partnerships between the state schools and the private companies of Uberlândia. First we analyze the reconfiguration of the paper of the State by documentary and bibliographical research. Later we analyze the government Program Management Shock implemented in Minas Gerais for governor Aécio Neves, as politic, economic and social strategy that introduced in the education the form of proper management administration of neoliberal politics. We finish pondering on the cultures pertaining to school and enterprise, listing the main projects developed for the SEE/MG in partnership with the private initiative, confirming the approach of the public with the private one in the attempt to perceive the vision of the educational managers of Uberlândia regarding the partnerships between private initiative and State.

Ensino Fundamental de nove anos no município de Uberlândia: implicações no processo de alfabetização e letramento

This research aims to investigate the conceptual and methodological transformations of the processes of literacy in early grades in school from the implementation of Elementary school of nine years in the municipal system of education of Uberlândia - MG. This is a qualitative research, which the used methodological path was based on the Case Study method, by which it was aimed to identify the children s concepts and relationships with the writing, the teaching concepts and practices on the processes of literacy in the initial levels and the procedures of the municipal system for the implementation of the Elementary school for nine years. The investigation has, as subjects-collaborators, the employees, students and teachers that are regents of the first three years of elementary school of nine years and a professional of CEMEPE which knew very much of the processes of continuing education, offered to teachers in the context of the implementation of the proposal in the city. The resources used were participant observation, application of questionnaires to teachers and staff of CEMEPE and interviews with students. In relation to the general theoretical apparatus used about Literacy, they stand out the authors: Blacksmith (1993), Garcia (1993), Terzi (1995), Goulart (2006), Miranda (2008), among others; and specifically on Letramento, prominence for Kleiman (1995), Signorini (1995), Soares (2001), Scholze and Rosing (2007). The analysis and discussion of evidence were based on the following areas of analysis: The Meaning of Literacy, The Development of Literacy: The Teacher Concepts and Practices, The Implementation of Basic Education of nine years in the Municipal Network of Uberlândia and The Relationship of Students in the Initial Levels with Reading and Writing, in which the subjects revealed their practices, their ideas, their views and their relationships with the processes of literacy, reflected in speeches and in daily actions. In search of understanding of the present processes of literacy in contemporaneity, the changes, historically, in concepts, are elucidated, as their current meaning in the presented testimonials and investigated practices. The cooperating teachers revealed through their statements and practices that literacy is not understood as procedural, but developed in a space-time defined according to the level in which the student attends classes and that from the way that continuing education was offered to implement the proposed School for nine years in the city, various interpretations about the change on the part of those responsible for literacy in the first three series were generated. The study about the relationship of students with the writing showed that the procedural and personal relationship established with the world of writing, especially at the stage of its acquisition, significantly influences the use made of this form of language in daily life, so the processes of literacy and the good use of literacy are intrinsically related. It is evident, from the data, that the school really is designed for the individuals who frequent there as an important mediator between students and the world of writing, and have the task of fulfilling this role especially for those who have less access to cultural goods . The research makes possible to note that the expansion of the elementary school for nine years may be a positive development process of literacy, but it is still necessary to offer a training to help teachers that contribute with greater conceptual and methodological changes on these processes.

Escola cidadã em Uberlândia (MG): trajetória da elaboração do Projeto Político-Pedagógico no período 2001-2004

The current work, established in the Political Public Educational s field has the aim in describing and analyzing, using a critical language, the historical process construction of the political pedagogical matter s Letter, as the community s scholarship mobilization, to construct and implement in a participative way, the PPP s- Political Pedagogical Projects of every school which is part of the public net education in Uberlândia MG. The mentioned process took part of the city s program and was titled as Citizen School , which were established during the period Zaire Rezende governed the city (2001- 2004). To launch the purpose, a research was made in a quality way; methodologically speaking, the principles of the historical materialism and the documental analysis as also a group of interviewers which had their focus implemented by educators interested in the area, were used. The descriptions and the writing analysis of the interviewers show a complex experience in the government actions which are not always seen by the society and discussed by it, but yes, are deeply set as a fragment. We can say that part of these results were motivated by a lot of interferences, like the political part s interests added to the interest of isolated groups and also to the educators which were searching for a better work and money conditions. These interferences reflected on the day by day of the school as they contribute to the achievement of the PPP s aims and their elaboration by every school, looking also for the democratization of living and the school s evaluation. The interviewers realized the importance lived during the experimental process, as a number of critical views which made the PPP s implantation very difficult after the document s publication. It s possible to conclude that these facts turned out to be a problem for the elaboration and completion of the community s project.

Programas Seriados de ingresso da UFU: entre o ideal e o real

Este trabajo tenía como objetivo una interpretación en el concepto de alumnos de una escuela de la red pública del estado de Uberlândia que miraba a los programas alternativos del ingreso a la educación superior de la Universidad Federal de Uberlândia (UFU). Optamos a investigar una escuela pública porque entendemos que el público sigue siendo el espacio en el cual tenemos la posibilidad para construir conceptos de la libertad, la igualdad, de los derechos y de la ciudadanía (emancipatórias). Metodologicamente, realizamos una investigación cualitativa mesclando fuentes documentales y la construcción del material empírico por medio del uso de un cuestionario. Este instrumento nos proporcionó el acceso a las concepciones de cientos y ochenta y cuatro alumnos con relación a los programas seriados de la Universidad Federal de Uberlândia: el PAIES y el PAAES. Entre los aspectos evidenciados, y confirmando lo que habían señalado algunos estudios, la universalización de la educación, obviamente, no garantiza la calidad de la educación y de aprender, así como de la política de las bases, social y cultural. Con respecto a la educación superior pública, el estado no avanzó en la democratización y la calidad del vacante manteniendo el minimización de sus responsabilidades, desinteresado en decidir (de la forma radical) a los problemas que alcanzan esta modalidad de la educación, sobre todo con respecto a la población infortunada de la sociedad.

This study is the result of a concern and summarizes a study bibliographic and documentary, whose purpose was to examine how and why the relationship has been Education and Social Movements, taking in particular the development of the process of Implementation and Delivery of Education in the midst of the MST -- Movement of Landless Rural Workers. The choice of the MST was given because we believe that not only by the fact that among the Social Movements he presents himself as something instigating, busy and controversial and even then produced a model "robust" and full of Education, which can be called a "school in Movement ", which in turn draws attention not only by the degree of differentiation to the traditional school, or also for his character but also by teaching it represents in terms of victory and conquest popular, for the conduct of its history, for his maturity and growth . To understand the range and network of new and disturbing facts sought the study of such authors as Gohn (1997), Touraine (1989, 1994) Santos (1994), Caldart (2004), Arroyo (2004) and Freire (1987, 1996, 2000). To the understanding of global climate for the periods from 1980 to the present look authors who develop relevant subjects, as Saints (2003), Anderson (2004), Boron (2004), Oliveira (2004) and Castells (1999). In the analysis take effective object by the School of the MST, for this is a school that has its origin and existence in the midst of the Popular Movement for greater presence in the Brazilian reality.

Gênese e descaminhos do Ginásio Profissional Cristo Rei (1944-1956) de Uberlândia-MG

The object of this thesis lies in the research on the history of education, specifically in the field of history of educational institutions. This research sought to examine the context and the events which have brought up a Catholic institution, the Christ the King Professional Gym, located in Uberlândia, MG. The school was initially maintained by the Congregation of Preciossísimo Blood and subsequently by the Salesian Congregation, under the Nonresidential male. The timeframes were marked from 1944, begin construction of the Gymnasium, and 1956, as this year, according to the documentation of this Gymnasium, completed the professional education of the institution. The aim is to rescue its history, its process of creation and installation, the routine institutional view of education offered by that entity. The Christ the King Gym, located in Uberlandia in 1944, had a significant contribution to the education of the population Uberlandense as it fell within the context of modernization that the city was experiencing. As the Hotel in question was declared as an institution of support to needy children, aimed to find traces that could confirm the characteristics of this school, through the assistance was the establishment of a social education of children. We used a variety of sources, from school to out of school, such as minutes of the final results, annual report, recognition, correspondence, photographs, interviews, local newspapers, local maps, census place codes of smaller, minutes of the Board Municipal de Uberlândia. Therefore, the research methodology of the aspects involved in the history of Christ the King Gym Training, the motion between the theoretical and the sources allowed the (re) construction of the historical period studied, and is evidence of what was intended. Accordingly, we chose to document analysis, and oral history as a research technique in order to elucidate more specific about the topic. It was found that the school resembled the other Catholic institutions, even to propose it as the primary objective, to remedy a lack of social Uberlândia - the problem of homeless children in an attempt to eliminate areas of public signs of disorder , translated by child poverty. Faced with the prospect of modernizing the city of Uberlandia, this school has won a prime space in the development process, but should be seen as one of the access roads to the progress of same. The emphasis on industrialization as a factor of modernity and progress represented a sort of urban space in this city. Would need to beautify it, give it a new structure, physical and intellectual, where the health, physical space and sanitation were necessary for this new city this sense, urban space was controlled by codes of posture, ducts and hierarchies, which are designed to neutralize the conflict, and promote the construction of a hygienic and orderly city. The Gym Training Christ the King presented a pedagogy that emphasized the educational concepts of the Christian man, based on assumptions and care in perspective confessional focused on training. Pursue a strategy of reconstruction of the individual in preparation for a profession and for their integration into the social environment. We can say that through this education, institutions reinforce the structures of existing classes, have different roles with respect to the formation of its clientele.

Leituras e usos do livro didático de História : relações professor-livro didático nos anos finais do ensino fundamental

This study is a research that has as object the relations beetwen textbooks and History teachers. The researched selected collection was: História: das Cavernas ao Terceiro Milênio, published by Editora Moderna, destined to the forthy last year of elementaty school. The general objective oh that research was to analyze the relationships between teachers and history textbooks in the final years (6th to 9th years) of elementary school, showing the ways and uses that are made of the textbooks by investigated teachers when teaching. The specific objectives were well defined: reviewing of the Brazilian history textbook, examining the history collection: História: das Cavernas ao Terceiro Milênio, adopted by MEC PNLD 2008, toward the final years of elementary school, focusing on the theoretical and methodological assumptions, the structure of the collection, the iconography and criteria usability, thinking about how teachers read, understand and use the textbook in the teaching and learning developed in the daily school and work for the production of a critical diagnosis of the historical knowledge conveyed by textbooks for history and methods of their use in the educational reality of the contemporary Brazilian society. The methodology combined document analysis, questionnaires and oral interviews with seven history teachers that uses the collectoin books in the years 2008 and 2009. The research enabled us to record and understand the view that teachers have these books, identifying strengths and weaknesses and explaining the meanings of these concepts that emerge. We conclude that greater knowledge about the concepts of users, in this case teachers, about the textbook that allows us to progress improvements that can provide important resource for education, allows us to identify indicators that demonstrate ways to read and use the books in the classroom, and highlights the need for changes that may be incorporated into the practice of teaching history.

A união dos estudantes secundaristas de Patos de Minas (UEP/MG): militância e formação cidadã e político-partidária (1958 a 1971)

This work focuses on the secondary student movement in Patos de Minas/MG, specifically on the Patos de Minas Students Union (UEP), from 1958, year of its inauguration, until 1971, when the institution went through an internal crisis. In the beginning of this research, we realized that there were not available works focusing on student actions in the urban centers in Brazil within that time. That was a rich period of the national history, in which contradictions became visible in utopias and projects of an incongruent world. At the same time, the developing movement of students lived along with the low indexes of school education. To historically describe the student movement of Patos de Minas, we used primary sources, such as: the Statute of the institution, its inauguration protocol, journals of school unions, the draft texts of radio program, called A Hora do Estudante . We made interviews with the activists of the time, picking out the ex-leaders and administrators of the institution. The political stand of the UEP against communism and its actions in the military movement as well as the Church participation empowered us to think that the student movement of Patos de Minas was progressive-conservative. Contradictory, if we compare it with other great urban centers, but coherent within the reality which allowed it to be, that is, with the private world of Minas Gerais, which was Patos de Minas at that time.

Ser professora na república: modos de pensar, sentir e agir (1930-1950)

The objective of this research was to understand how primary teachers, who worked at Grupo Escolar Júlio Bueno Bandão in the city of Uberlândia, Minas Gerais, during the historic period of 1930 - 1950 appropriated the republican ideals of educating the brazilian people within the principles of civilizing, of moralize and sanitize, to win modernity, civility and progress. This research was setted in the field of oral thematic history as a methodological nature of historiography, applied to study the lives of persons, groups or communities. In this sense, from specific themes and pre-establiched evidence of through a event the narratives those who witnessed or lived. The analysis of narratives four teachers, the documents found in the Grupo Escolar Júlio Bueno Brandão and the Arquivo Público Municipal and bibliographic references were important sources in order to the understand how the teachers took in the meaning of education, school, teacher and issues related to civism, morals, discipline, hygiene and health proclaimed at the time. After research, understood that the teachers throughout their lives, were formed as teachers republican, from their experiences of personal, family and professional. They took for themselves the principles and values espoused by the republican ideals, which have produced a way of being, thinking, feeling and acting themselves. So appropriated and put into practice the republican ideals of civilizing, moralize and sanitize. The results revealed the necessity of a formation that enlarges the capacity of thinking, of arguing were inserted of the educational, social, political and economical processes.

Educação e impressa em palcos republicanos : análise de jornais de Patos de Minas / MG (1889-1930)

This master s degree s dissertation results from a research whose sources were newspapers published in the city of Patos de Minas, state of Minas Gerais, between 1889 and 1930. It aimed to examine the intensity of local discourses in favor of school education. According to the guidelines of the history and education historiography research line, the dealing with sources aimed to identify the social representations ascribed to education and how newspaper worked as a vehicle for the pedagogical discourses. The research development allowed to evaluate ideas spread by the press and to verify if the latter kept a link with the liberal ideas of order and progress related to the newly-created Brazilian republic. Results base the following understanding of the social changes taking place in Patos de Minas at the time: though disconnectedly newspaper articles reflected internally a conception of education promoted by the republican system; rather than defend education for all the people journalists approved the new government regime and spread the local notion of national order. In this regard, this work permit to assert that that the local press did not promoted education as way of reaching progress; rather, it adhered to the newly-established regime and acted as a transmitter of its ideology.

A educação Salesiana em Uberlândia: a gênese do Instituo Teresa Valsé Pantellini (1959 - 1971)

This study had the objective of the historic the geneses of the Institute Teresa Valsé Pantellini in Uberlândia, with the purpose to construct an interpretative reading of its educational value, between the years 1959, the date of installation of the institute in the city, and the beginning of 1971, the moment when the school started to also admit in the school registration of pupils from masculine sex. According to this research and analyses the construction of its physical space, and architecture, the school life(pupils and components of the school community) and the contribution of the society for the accomplish of the salesiana , in the building where the Institution is located currently at Mato Grosso Avenue, 1625, in the Brazil District. This thesis is considered excellent in the academic society for serving as a contribution to the process of construction and survey of sources catalogued regarding the educational structures that had been part of the formation of the school roots of Uberlândia city, with this being able to trace a context of how the reality of the region had been thought and lived. Thus, the documentary sources of the school, verbal history had been privileged (interviews with former head teachers, former teachers , priests and egresses) the information supplied for the IBGE regarding the population growth between the years of 1900 an 1970, as well as regarding the average of the literacy between 1950 and 1970, consulting also the local press of the time. The Institute Teresa Valsé of the Salesiana´s Sister Congregation initiated in 1959, had the support of influential people of the society, who wished the development partner-educational through the methodology of education based on familiar and religious values, according to their predecessor Dom Bosco. The institution was developed with the aid of different members of the local community, who participated in almost all the difficulties of the Sisters. This also contributed for the development of the district, facts that demonstrate that, even making use of an education device marked by behaviors discipline at the time given for the Sisters, who obtained flexible methods and to adjust them in its institutional environment, obtaining the desires of the society and forming a significant school for the city.

Educação infantil e políticas públicas na contemporaneidade: avanços e limitações no discurso legal e na dinâmica educacional

The present work aims to analyze the public politics for the Childhood Education after Policies and Bases Law of the National Education-LDB (1996), period strongly influenced by the neoliberal ideas, looking for to apprehend the operational guidelines of viabilization of such politics by the Uberlândia-MG experiences. For that, the methodological way of this research was guided through a qualitative research plan, in which the data appreciation happened through documents analyses, semi-structured interviews and participant observation. In the last decades of the century XX, the Childhood Education assumed new contours in brazilian reality, specifically for its assumption as small children educational right in the Federal Constitution (1988). The LDB (1996) recognizes the Childhood Education as modality of component teaching on the Basic Education. However it is had as premise that this legal apparatus has not been implicating in structural changes in the zero to six years children attendance. The Children Education reconfigurations, presents in new LDB (1996), felts in a period of wide State reform under the neoliberal politics marks. Thus, we had as presupposition that the negligence with this attendance is due to the State papers reformulation, because in spite of there being significant changes around the concerning subjects to the public politics for the Children Education, there is an abandonee of this teaching in politics results. The changes operated in that teaching modality have been inductors of important alterations in the education that aims to the first childhood and this process have been provoking substantial reconfigurations in the current structures of the municipal education systems, therefore such laws determined that this teaching modality is municipal power responsibility. Since the new legal position for Childhood Education, day care centers and preschools (zero to three years and four to six years children, respectively), the municipal power has changed the social development bureaus for the education bureaus. Those measures means the equity search among the attendance types, because the historical antecedents reveal that the service was marked by the assistencial politics and by the compensatory education, through populist and authoritarian governments' performance that didn't understand the children as citizens. In Uberlândia, the Secretaria Municipal de Educação-SME(Municipal Bureau of Education) discourse and the practice leaves clear that the priority is the Fundamental Teaching, as determines the new LDB (1996) and the Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério-Fundef (Maintenance and Development of the Fundamental Teaching and Teaching Valorization Fund), but it is possible to perceive politic efforts in relation to the transference of the childhood development units for SME. However, the Transition Commission prioritized the legal plan in detriment of the pedagogic, budgetary and attendance expansion questions. Thus, all the opinions about this question concords that the great contribution of the process was the teachers and educators works, in spite of the physical space, budgetary and vacancies amplification problems. Although, there is a legislation that guarantees the childhood rights for educational attendance, but the State has proceeded in opposite direction, because the educational public politics destined to the zero to six years children constitute it starting from the neoliberal rhetoric, what impedes to real Laws materialization and fails the education of thousands children.
