As empresas que oferecem o serviço de transporte remunerado privado individual de passageiros através de aplicativos para smartphones, como é o caso da Uber, surgiram no Brasil em meados de 2014, desestabilizando o modelo tradicional de serviço de táxi, o que acabou dando início a um grande debate a respeito da legalidade do serviço, bem como da necessidade de sua regulamentação. O presente trabalho tem como objetivo discorrer sobre a legalidade e regulamentação do serviço de transporte remunerado privado individual de passageiros com base nos princípios constitucionais da livre concorrência e da livre iniciativa. Além disso, o presente trabalho tem o intuito analisar os modelos de transporte individual de passageiros (do serviço de táxi aos aplicativos de transporte remunerado privado de passageiros), a competência legislativa para regular a matéria, e por fim, analisar a Lei nº 13.640, de 26 de março de 2018, editada para regulamentar o transporte remunerado privado individual de passageiros.

The importance of an accurate and early diagnosis of retinal diseases has motivated the development of vision techniques necessary for a complete automatic evaluation of the retinal system conditions. In this thesis, we present a new algorithm that applies wavelet transform and mathematical morphology for optical disc detection and explore the blood vessels tubular characteristics in Gaussian scale space to segment veins and arteries. Optic disc and the vascular structure are essential for the analysis of the retinal image. Instead of using empirical attempts to choose the best parameters for vessel detection, genetic algorithm (GA) and its sequences of generations and intersections are used. However, the technique of exploring vessel tubular characteristics reaches its limit when vessels are represented by curvilinear sequences and not continuous 1 pixel wide. To overcome this limitation, a new methodology based on the Steger algorithm for segmenting curvilinear structure was created for the vessels not reached by the detector in scale space. The curvilinear detector will identify and attach the lines to the main vessels using the shortest path algorithm developed by Dijkstra, completing the segmentation of wide and thin vessels. The proposed method was developed and tested on two freely available open image databases: DRIVE (Digital Retinal Images for Vessel Extraction) containing 40 annotated retinal images and HRF-DB (High Resolution Fundus Image Database ) that contains 45 annotated images. The experimental results of the method are demonstrated and exhibit an average accuracy of 0.9503 in the DRIVE image database and 0.9445 in the HRF-DB. Such levels of accuracy are close to the state of the art, which are more complex and require one, occasionally two, preprocessing modules, while this method does not require pre or post processing. The developed method has an average processing time, for each image, of 35 seconds and was implemented in a Intel Core i5-3320 processor, 2.60 GHz CPU with 8 GB of RAM.

In light of the urban expansion, climate changes and global conferences seeking to promote a sustainable urban growth, this thesis combines different concepts of sustainability, urban development from the “Agenda 2030” and “Nova agenda Urbana” and the urban instruments established on the ‘Plano Diretor Estratégico de São Paulo’ (Strategic Master Plan of São Paulo) from 2014 through the ‘Marco Regulatorio’ (Regulation Mark). From this perspective, this thesis proposes a new tool that will examine instruments and laws that support the vision of a sustainable urban development and the achievement of the global targets. In this regard, two bases were used to elaborate this proposal: literature about the analysed concepts, along with the chronologic evolution of the urban environment problems, and the exisisting urban instruments, embbeded in the “Novo Plano Diretor“ (New Master Plan), that aims to regulate the expansion of São Paulo City. Merging these different concepts, instruments and a field testing (project “ligue os pontos”), this research presents a Matrix of Instruments, Objectives and Goals of the Sustainable Urban Development from PDE 2014. Ultimately, before setting actions and further contributions to the next plan and metrics review (2030), the final considerations of this thesis result in the assessment of each of the 5 years implementation of the Strategic Master Plan of São Paulo (Plano Diretor Estratégico de São Paulo).

This research which involves Arts and History of Culture proposes a look back at the 1960 s. The setting is Brazil, politically disturbed and on the verge of a military coup which would depose President João Goulart (1919-1976) and establish a military regime that would rule until late 80 s. In this oppressive context we find Mônica, character of a cartoon series designed by Mauricio de Sousa starting in 1963. The little girl, who would gain international recognition, started as a secondary character in the comic strips featuring Cebolinha, another popular character by Sousa. In a few years Mônica would be taken to the top as Sousa a main character, which led to the gathering of a group of characters under the title of A Turma da Mônica (Mônica s Bunch). This research describes the beginning of Sousa a career and his characters with the purpose of getting acquainted with the first comic strips. Based on the British Cultural Studies, an intellectual movement dedicated to cultural analysis and discussion established after the Frankfurt School, we will demonstrate what is the involvement of selected midia with the context of creation, in order to demonstrate the relations of power between them. Mônica, the main character of this research is a girl who always overcomes conflicts by means of physical power and by such an attitude has always been portraited as violent by critics and readers. In this study we will demonstrate how the character resists to successive attempts from the other characters to convince her to be more feminine . The characteristics attributed to such a gender are fundamental to the discussion that aims at analyzing the cultural construction of male and female roles in the Brazilian society in the 1960 s.

The traditional Civil Procedure Law, which is mainly individualistic, has not been able to provide proper answers to class suits that multiply in the mass society we live in. Because of that, it is necessary to study Class Proceeding Law, once it allows a more reasonable and less formal treatment of the conflicts among groups, classes or categories of people. Consequently, Class Proceeding Law may permit, in a conclusive way, that Justice can be effectively reached by citizens, through the defeat of individualistic dogmas that take place between Brazilian Civil Procedure Law and enhance social unequality.

O presente trabalho tem como objetivo fazer uma nova interpretação dos vazios presentes nas áreas de várzea do rio Sorocaba e, a partir de reflexões pessoais, desenvolver uma proposta que responda as necessidades do território e potencialize seu uso, fomentando novas atividades. Para isso, foram elaboradas análises sobre a expansão da mancha urbana de Sorocaba ao longo dos anos, afim de compreender a atual configuração das áreas de várzea mencionadas. Estas análises permitiram a compreensão da lógica de organização da cidade, bem como a importância histórica do local escolhido para a intervenção do projeto urbanístico arquitetônico. Por este motivo, a memória foi um elemento que permeou o trabalho durante todo o seu desenvolvimento. Em seguida, foram feitas reflexões do território estudado a partir de conceitos de teóricos e arquitetos, afim de obter novas perspectivas e possibilidades acerca das intervenções. Estas reflexões precedem a apresentação do território, onde são elencados todos os elementos considerados influentes na área de estudo, compreendendo suas respectivas potencialidades e deficiências na conformação da cidade. Depois, são apresentados estudos sobre o parque linear de Piracicaba e de São José do Rio Preto, que serviram como orientação para o desenvolvimento do projeto. Por fim, a proposta urbanístico arquitetônica é apresentada, retomando os questionamentos levantados durante o trabalho, e deixando o estimulo para o desenvolvimento de novas propostas em outros territórios com características semelhantes a este escolhido, afim de melhor aproveitar espaços públicos e incentivar a apropriação da cidade por parte de seus habitantes.

This paper describes a project carried out with the objective of taking advantage of the business development opportunity of a multinational manufacturing company’s commercial branch installed in Brazil that supplies customized industrial equipment. The project aligns itself to the strategic intent of the company, in search of options to satisfy demands of products and services that can be produced and supplied locally in the country. The work involves identifying and proposing ways to take advantage of opportunities to increase business volume, by increasing the volume of spare parts sales and providing specialized services to industries that use such equipment in their operations. By identifying customer needs, the contextualization of the market and the understanding of how to promote the value creation for all stakeholders, the study provides an understanding of the gaps to be filled so that the products and services have value perceived by the consumers. The project contemplates the understanding of the opportunity, the analysis and the diagnosis of the current situation, allowing the development of a growth strategy and directing to the resulting of economic and financial sustainability of the company by itself. Based on theoretical references describing techniques and instruments commonly used for managerial purposes, we seek to equate the proposed solution in order to consider all the characteristic aspects of the complexity present in the decision process experienced in the organizational environment. The resulting proposal, which contemplates innovation in the interpretation of the opportunities when focusing the customer as basis to the strategic concept for the expansion of the scope of the company's operations in the market, proved to be applicable to the situation identified and replicable under similar conditions experienced in other organizations.

A presente monografia possui como objetivo a análise das alterações trazidas pela Lei Complementar n° 157 de 2016 na sistemática de incidência do Imposto Sobre serviços de qualquer natureza e os impactos que a nova legislação acarreta no sistema tributário nacional. Ademais, o presente trabalho também analisa os reflexos que a nova legislação traz para as receitas municipais e contribuintes do imposto. Apesar de o projeto que deu origem à lei visar uma atualização no sistema de recolhimento do ISS, uma diminuição na guerra fiscal entre os municípios e uma distribuição de receitas mais igualitária entre todos os municípios do país, a nova legislação viola expressamente comandos constitucionais e infraconstitucionais além de tornar inviável a prestação dos serviços em todo o território brasileiro, em razão das inúmeras obrigações acessórias.

The paper s purpose is the study of the retextualize like a auxiliary process to the redaction development, having the orality like a start point for the writing expression. It is approached the textual coherency and comprehension about the linguistics facts showed and the modifications that compromised or not the understanding about the subject. The corpus which was used is the mensalão case and the texts produced by the students of the second degree of the São Paulo s periphery. The mainly theories used was the Costa Val (1999/2002); Trevisan (1992); Preti (1994); Charolles (1978); Halliday e Hasan (1978); Broncarkt (1999) and Marcuschi (2000). The texts studied was the Primeira Renúncia , published by Folha de São Paulo and Fábrica de Fraudes , by Revista Veja . The mainly elements displayed was: (1) the occurrence of the reduction operations; (2) the texts informations level actualized; (3) add and inferences that allow the construction of a new text; (4) grammatical rules, cohesion and coherence elements used in the retextualize, following the grammatical normative; (5) sections texts which emphases the retextualize; (6) the reality social inserts in the redactions; (7) the reflection student s attitudes about the owner textual productions. Like a result, it s verified that retextualize become the textual production easer.

This research investigates, from the approach of multiculturalism , in Charles Taylor, the identity of the subject in the contemporary social tensions. Two works serve as theoretical basis: Sources of the Self: The Making of the Modern Identity and Multiculturalism. The bottom line of the present work is: who and what is the multicultural identity of the subject, considering the tensions by the recognition of the differences in the contemporary societies. The new forms of coexistence in the political field propitiate the emergence of new democratic political practices, expressed in the tensions between liberals and communitarians. Charles Taylor, usually identified with the communitarian party, advocates a peculiar positioning, that reflects more of the consequences of his philosophical anthropology through its moral anthology, than party militancy. However, in order to better explicit the new forms of coexistence in the political field, a contemporary society characterization is undertaken, highlighting the emergence conditions of tensions in democratic political practices: the mythical construction of the national identity and globalization. And, consequently, from the Taylorist philosophical anthropology, a proposal of education for authenticity can be outlined, aiming to enhance and distinguish the role of education in the formation of the subject and also of his identity.
