In a nutshell, the new generation of social policies privileges social insertion instead of risk subsidizing, active participation of beneficiaries instead of passive submission to professionals, personalization of the aid instead of mass provision, human proximity instead of distant solicitude. Commitment of beneficiaries, decentralized implementation of policies and local partnerships for management of programs are central features of the new active social policies. It constitutes a challenge for all and, in particular, for social scientists to unveil distortions in the implementation processes and to help policy makers and professionals to rethink social policies in order that these policies may recuperate their noble mission of reduce inequalities.

Within a social and sociological background which may provide the necessary conditions for emergency (or not) of collective action, the author tackles this issue by confronting several positions dealing with it, and enriching it with empirical data from a case history found on a settlement administered by the Movimento dos Trabalhadores sem Terra (MST) in the Sate of Pernambuco. These workers are grouped by the MST as an organization which questions the global logic found in the current stage of capitalist development. By collecting contributions from several neo(Marxist) and neo(Weberian) authors who deal with social movements, we defend as a fundamental issue the surviving and security imperative (Scott) and combine, following Bader’s trail, the various levels of analysis for collective action.

This article’s mains objective is to understand the process of political representation by civil society in the Food and Nutricional Security Council of Ceará (CONSEA-CE). The aim is to understand how to make this representation, how to build legitimacy and relations of civil society with government and how these relationships may or may not contribute to the improvement of democracy.

On the bases of investigation about the strategies for survival and social reproduction of families in the perifery of Maputo (Mozambique) this article reflects on the relations which are processed between families and between members of the same family and the different religious congregations. After a brief description of the social context in analyses and the family stratigies studdied, there are raised the implications of adhesion of the social actors to the different cults in the inter and intra familiar relations. There is underlined a plurality of “religious” situations and the sincretic character of the religioius dimension and these elements are connected to the therapeutic practices which the different cults and those associates with them develop.

Starting from a comparative analysis of four literary texts (from Brazilian and Portuguese origin), the author examines how narratives set up identities, ruptures and interactions between nations. In this view, he treats lusophony as a cultural construct and representation which refers to a space of dispute between concepts and social imaginaries. Lusophony and its discourses express an “ethnolandscape” to which production and reception agents belong, literature constituting an important rhetorical field for reflexions on the theme.

Despite his role as one of the pioneers of sociology in Germany in the late nineteenth and early twentieth century, Ferdinand Tönnies appears in the annals of modern sociology as a lesser, almost anonymous figure. Paradoxically, he is the author of important contributions, which made way for the institutionalization of sociology as a scientific discipline and is also the author of important concepts, which today have been incorporated and crystallized by sociological jargon. In this article I bring back to the fore two categories put forth in his most well-known writing, “Community and Society”. My aim is to emphasize the importance of reflecting upon these concepts in order to elaborate theoretical and descriptive models focused on arrangements of sociability.

This article presents a theoretical study of secrecy and information manipulation in institutions, based on the viewpoint by Goffman. The analysis is centered on the way that author treats micro-relations and manipulation processes employed both by individuals and by institutions aiming at withdrawing information and producing a favorable image. It examines the dynamics established between public institutions and civil society, considering the fact that there exist individuals who manipulate their own images and that of their group in order to influence opinions and receive approval. It deals especially with the risks brought about by secrecy, outside of the limits drawn by democratic principles.

This article analyses the emergency of feminine leadership on the local politics. We took as case for investigation the candidature of Cozete Barbosa and Lídia Moura to City Hall of Campina Grande in the year of 2004. The text problematizes the institution of these leaderships in the city, to understand the place occupied by them in the media and in the Gratuitous Schedule of Electoral Advertising. For in such a way, we were worried in answering the following questions: how are instituted, politically and culturally, on the society of Campina Grande, these feminine candidatures? What are their speeches, expectations and how they position themselves as women in the electoral dispute context?

Here is presented a study of the principal political-electoral appeals used in the campaign for president of Brazil in 2006. The political-electoral marketing is understood as the use of instruments of marketing in political activities either by governments, parties, institutions or personalities in moments of electoral campaigns or not. Here is analyzed the contents of programmers of the Free Electoral Hour of Television of the candidates (HEGTV) - Luís Inácio Lula da Silva (PT); Geraldo Alckmin (PSDB), and Heloísa Helena (PSOL), focalizing on the principal discursive axis in relation to the rational appeals for values, for rational and emotional affairs.

This article presents a brief overview of discussions on the notion of democracy by three thinkers: Hannah Arendt, Jacques Derrida, and Jürgen Habermas. It shows the articulations between categories orienting the discussion on democracy, and examines their pertinence to the understanding of real constraints to democratic practice, in the field of contemporary political ommunication, taking into account the role played by communication media in the configuration of social reality, in the conformation of the political agenda, in the public debate, and in the constitution of the public opinion. From these ideas, the article intends to analyze the democratic demand for political and social pluralism in the media.
