Gestión de gobierno abierto en las instituciones públicas: una revisión de la literatura

The management of open government constitutes the key to achieve transparency and trust of the population in public institutions, which prevents the information generated from being used permanently and safely; facilitating knowledge of the actions that public management has been developing. The objective is to examine and analyze the existing scientific evidence regarding the management of open government in public institutions, using the EBSCO, SCOPUS and SCIENCE DIRECT databases in English and Spanish for the last five years, using the term “ open government management ”, discarding articles that are not refereed and academic. Having as results that to make management transparent in public institutions, new paradigms must be developed in the management of open government, starting with actions to improve the generation of information for its use by the population, in different actions of a social or economic nature, without biasing the information, restricting it to the use of the public institution. It concludes by noting that for efficient and effective open government management, we must take into account the challenges of transparent management with the use of open data for the use and benefit of the population, making transparent the actions and resources that the public administration invests.

Tourism security and development in the face of covid-19: an international literature review

The purpose of the research is to analyze and carry out a theoretical review on tourism security and the development of Tourism to face Covid-19, in order to understand the link between these two elements; To fulfill this objective a documentary-type methodology was used with a designed to collect the information through a thematic analysis, taking its expression using Peru as a reference. For this, the bibliographic review of the collection of academic research, indexed journals, books and web pages of entities related to tourism and public management was applied as techniques as, using explanatory and inductive methods. The results point out the public policies that would improve tourism development in the face of Covid-19. None of these policies stand out by themselves. Some express their points of view regarding safety of both tourists and citizens. Others are very specific to emergency situations such as pandemics. There are various national regulations and guidelines established to reactivate the economically important tourism sector which address aspects of tourism security but there is no specific regulation at the local or regional level.

The relative sustainability of pension systems in the world

The purpose of the following bibliographic review article is to describe the relative sustainability of pension systems, whether public or private today; For the preparation of this scientific essay, they were organized in three stages, corresponding to: (1) the bibliographic databases have been reviewed, which are peer-reviewed publications with a two-year antiquity; (2) the most relevant information on pension systems and their link with sustainability has been selected and finally (3) the ordering of the selected information from a suitable study according to the level of sophistication and timeliness. The review of the information gave us as a result that there is a relative sustainability in the pension systems of the different European and Latin American countries consulted, this affects the economy of said countries in the future, starting with the gross domestic product.

High school dropouts: understanding student dropouts of Sta. Cruz National High School

Many school administrators in the Department of Education faced a big problem in the form of student dropouts. The aim of the study was to look at the demographic data and reasons for student dropouts in the school year 2018–2019, as well as establish an intervention program to help students avoid dropping out. The mixed method design was used in this action study. The research study used a purposive sampling method, with students who dropped out during the 2018-2019 school year as participants. In addition, random sampling was used to select focus-group discussions (FGD) in order to obtain in-depth information on the subject of this research. For this study, simple statistics such as ranking and percentage were used as statistical tools. The majority of dropouts cited personal reasons for leaving school, especially a lack of interest due to poverty, while others were affected by peers. The results were used to improve the guidance program at the school in order to keep students from dropping out. Teachers, particularly those with advisory classes, were given training on how poverty can lead to students dropping out.

Senior high school track and strand preference using the SOAR Intervention Program

The purpose of this study was to examine the students’ track and strand preferences after the SOAR (Student Orientation, Awareness, and Redirection) Intervention Program. This action research employed the descriptive quantitative research design using a researcher-made survey questionnaire that were administered to Grade 10 students from Santa Cruz National High School – Junior High School (n=319) and Manuel Francisco C. Ramos Sr. National High School (n=64). Frequency, percentage and ranking were utilized as statistical tool for this study. Results revealed that the majority of respondents opted to enroll at Sta. Cruz National High School – Senior High School. The Humanities and Social Science strand under the Academic Track had the largest number of students who favoured it over the other strands. Furthermore, it was clear that the majority of them chose the Technical Vocational Track over the Academic Track. The findings can be used to improve Career Guidance in the school, especially parents' engagement in their children's career decisions. Similarly, it is suggested that a standardized enrolment process be developed in which students undergo career assessments in order to help direct them in deciding which strand to pursue.

Influence of FG Vega Technique on students’ academic performance in science 8

This study was conducted to determine the influence of the FG Vega technique on students' academic performance to address the least learned competency in Science 8. Seventy students from Grade 8 classes served as respondents of the study. The study employed a quasi-experimental method. The mean score of students who took the post-test is 32.03 and 27.57 respectively for the experimental and control group. The results can be gleaned that the score of each student in the experimental group has a little variation of mean with 6.71 as compared to the control group with a variation of 7.52. The results can be observed that the mean score of students in the pre-test under the control group is 8.80 and 11.34 under the experimental group. Thus, the results of the study can be further concluded that the students under the experimental group outperformed the students in the control group. Since the significant level is lesser than the p-value of 0.05, indicates that there is a significant difference between the pre-test and post-test under the experimental group. Hence, there is a significant difference between the post-test of the experimental and control group.

Unveiling the parents’ perceptions on no-homework policy in Nangan Elementary School

This qualitative-phenomenological study was initiated to explore and understand the lived experiences and different perceptions of parents on no-homework policy in Nangan Elementary School, Nangan, Governor Generoso, Davao Oriental. Subsequently, this qualitative exploration hoped to draw out conclusions on the perceptions of the parents. The data source in this study derived from seven (7) research participants for the in-depth interview and another seven (7) parents for the focus group discussion. The research participants of this study were the selected Grade Five to Grade Six parents in Nangan Elementary School who were usually having many assignments compared to lower grade levels. The following themes emerged from analysis based in the perspectives of participant interviews: no-homework policy can be optional; no-homework policy is unfavorable and unhelpful to students; no-homework policy causes students to become irresponsible; and no-homework policy causes less learning among students. Concerning the experiences of parents in dealing with the assignments of their children, five major themes were manifested such as: having difficulties in answering homework; being able to help children; having fun while doing the assignment; being unable to finish work or chores; and bonding opportunity. Moreover, the participants about their challenges in dealing with the assignments of their children, four major themes emerged: understanding how to answer the lesson; having balance and time management; giving encouragement; and having follow-ups and rules. Lastly, their suggestions as regards the no-homework policy revealed four emergent themes: parents should always be responsible and helpful to their children; parents should have time management and balance; teachers should give appropriate, simple and uncostly homework; and teachers should give homework to students for continued learning.

Project (G.O.A.L) Gamified Off-line Alterative Learning approach to grade 7 science

Understanding Physics is one of least mastered skills of Grade 7. Science as a dynamic subject that really requires higher order thinking skills in understanding and comprehending this subject, especially in this difficult time. So, as have been observed learners of the subject become more serious that lead them to be bored and not interested to the subject anymore. With the integration of ICT in the utilization of Project (G.O.A.L) Gamified Off-line Alternative Learning Material to Grade 7 Science, it will break the barriers of boredom during online class discussion of Physics 7 (Heat Transfer). This also aims to improve the learner’s academic performance in Science. Project G.O.A.L was administered in Class of Grade 7. After a month-long series of educating, digitizing, and integrating Project G.O.A.L during the Covid 19 pandemic, it illustrated the great improvement of the learner’s academic performance on the following topics: Heat Transfer (Conduction, Convection and Radiation). After the experimental phase, the researcher was able to give this a shot via Online Class to be able to administer well and develop vigorous learning environment in teaching Science 7 Physics, and in addition to this, to be able to promote and give awareness to the integration of ICT and games in learning Science concepts using Project G.O.A.L as a platform.

Online learning readiness of the Science, Technology, and Engineering (STE) Program students of Sta. Cruz National High School during COVID-19 pandemic

The global health crisis created by COVID-19 has posed significant obstacles to the educational system, prompting a change from face-to-face classes to distance learning. In the middle of this global pandemic, different schools worlwide have used online learning as one of the distance learning modalities. This action research aimed to determine the online learning readiness of the Science, Technology, and Engineering (STE) Program students of Sta. Cruz National High School.   A survey was used to determine the demographic profile and the online learning readiness level of these students in terms of expectations, self-direction, learning preferences, self-study habits, technology skills, hardware/software capabilities, and family support. This research utilized a quantitative descriptive research design. The results of this study shows that most of the STE students of this school have high level of online readiness in terms of expectations, self-direction, learning preferences, self-study habits, and technology skills. However, most of them only have an average level of online readiness in terms of hardware/software capabilities. Moreover, these students believed that their parents and family members are willing to support their needs that are essential for their active engagement in online learning.  The findings of this research shall serve as basis for crafting policies, programs and projects to provide support in terms resources both physical and financial for the successful implementation of the online distance learning of students under the STE Program.

Stress and coping strategies of senior high school students: basis for action plan

This study specifically aimed to make a plan of action on how to reduce the stress level of the Senior High School Students. In order to make a feasible action plan, the researchers determined the stress level and the coping strategies of the male and female students respectively. The researchers used the descriptive method of research. A total of 82 students were the respondents of the study. Adopted questionnaires were utilized in measuring the perceived level of stress and sources of stress of the students. Results showed that both male and female students had an average level of stress. The level of stress of both female and male students is average for academic and financial sources. Moreover, the female students had low level of stress for psychological and health related stressors while the male students had average level for the said stressors. In addition, the results revealed that male and female students had different coping strategies in dealing with stress. Female students always employed spending time with friends, listening to music, eating a lot, going to some places and keeping their faith to their God as coping strategies. On the other hand, male students did not always employ coping strategies when they are stressed. Both male and female students never isolate themselves when are stressed.

Ethical consumer practices of senior high school students of selected public and private schools in District 1 Tondo Manila: basis for a proposed strategic learning competencies in Applied Economics

This study was conducted to assess the ethical consumer practices of selected public and private senior high school of district 1 Tondo, Manila in terms of ecological consciousness and social consciousness. After assessing this, a proposed strategic learning plan for applied economics subject was formulated. This study used purposive sampling in the selection of schools participants, while convenience sampling for students as respondents in gathering data and information needed for the study and collecting data among the selected senior high schools in district 1 Tondo, Manila.  In the construction of the questionnaire, the researcher adopts and translate a validated research instrument with the permission of the original owner. The researcher sought the assistance among experts and master teachers coming from different schools to check tagalog translation and validation of the research instrument. Letter of request sent to the division’s office and principal of the school for the administration of the survey. The researcher personally administered the questionnaire to avoid problems that may occur. This study found out that students seldom practiced ethical consumer practices in public senior high school while students from private senior high school sometimes practice ethical consumer practices in terms of ecological consciousness and social consciousness. It is evidently implied with their answers in the survey. Through T-test of independent means, it was revealed that there is a significant difference on the assessment between the public and private senior high school students in ethical consumer practices because the assessment showed the extensiveness of the difference in terms of ecological consciousness and social consciousness of both public and private schools students. Furthermore, they need to strengthen their practices. A proposed strategic learning plan for applied economics subject specifically in consumption topic was formulated based from the findings of the study.

The state of ICT integration in the school learning system in junior high schools, General Santos – Philippines

  The study determined the state of ICT integration and the level of its implementation in the school learning system of the Department of Education (DepEd) in Junior High Schools in The Division of General Santos City during the school year 2019-2020. It utilized convergent parallel mixed method. Findings show ICT teachers taking big roles in the implementation of the program where learners were encouraged to participate in class. They maximize the teaching-learning process despite a gap on the facility maintenance and upgrading software and internet connection as hindering factors in delivering better educational services. While there were computers provided, not all learners were able to use or access them. While ICT teachers were guided by the curriculum guide with the competencies required as their legal framework, they have not established standardized modules. They only relied on the available resources in the internet. A concrete systematic approach in terms of maximizing resources, training and professional development and research was not applied. While the administration was supportive, budget allocation for the program cannot totally suffice the needs in the teaching-learning process and in the school learning system as a whole. Stakeholders’ involvement in ICT integration was evident, but there is less impact to the program as they were tapped only if needed. An organized and sustained support specifically on monitoring and evaluation of the ICT program is needed. Generally, the absence of sufficient budget and clearly identified ICT infrastructure are the major flaws of the system. The system is run through the initiatives and ingenuity of the teachers, rather than a clearly defined and implemented system. While there are positive feelings regarding the contribution of ICT to the teaching-learning environment, many teachers expressed the need for a more comprehensive intervention on ICT development.

Beyond eyesight: communicative competence of senior high school student with visual impairment

Research on the performance of students with visual impairment based on educational setting has not been conducted. It was the purpose of this paper to find out the communicative competence of senior high school student with visual impairment. This student including his mother, teacher, classmate and schoolmate participated in the research undertaking. Case study was the mode of inquiry in this study. It utilized triangulation method such as classroom observation, interview and review of available documents. As a result of this study, it was found out that the student has high communicative competence. This means that he is competent communicator in the context in public, meeting, and group or dyad to strangers, acquaintances or friends.  It was also suggested that further studies should assess the differential impact of a variety of courses on students’ communication competencies in diverse contexts and describe a communication approach to develop communicative competency of student with visual impairment.

The use of functional stylistics in analyzing a portion of “The Wedding Dance”

This paper aims to analyze the transitivity patterns used in one of the most prominent short stories in Philippine Contemporary Literature “The Wedding Dance” which was written by a renowned writer Amador T. Daguio. This study is based on Halliday’s framework of transitivity analysis to delve on the meaning of the story in the literary discourse. This paper used the simple random sampling among the short stories in the Grade 7 English Learning Material from the Department of Education. In addition, the story is divided into three parts according to the number of sentences. Subsequently, part of the story has been identified and selected as basis for the analysis through random selection process. Furthermore, the paper used all 15 sentences from the first portion of the short story to be analyzed and interpreted using the functional stylistics. Analyzing and interpreting a portion of the short story in the context of functional stylistics played an integral part for it provided a portion of in depth understanding and interpretation of how each process type works and functions. It is also evident that the distribution of process type varies in different yet meaningful ways. Thus, by examining the transitivity process in the text is indeed indispensable for it explained how the field of the situation is being constructed, and have clear idea how transitivity patterns reflected the nature of the text.

Effectiveness of project PFRATH on reading performance of grade one pupils in mother tongue based-multilingual education

This study aims to determine the effectiveness of Project “Parents Facilitates Reading at Home” (PFRATH) to the reading performance of Grade One Pupils of Tuban Elementary School, Santa Cruz South District in Mother Tongue-Based Multilingual Education (MTB-MLE). The respondents of this study were the forty-six (46) Grade One Pupils whose reading proficiency was categorized as Non-decoder, Beginning and Developing level based on Early Grade Reading Assessment (EGRA) results conducted last February, 2021. This action research is a quantitative study that employed single group experimental research design using EGRA as an Assessment Tool. The researchers analyzed the data obtained in the Pre-Test and Post-Test in terms of Decoding Skill and Sentence Reading Skill of the respondents. Then, t-test was used to compare the results of tests through employing Statistical Package for the Social Sciences (SPSS) software application. The result shows that there is a significant difference between the pre-test and post test scores of the Decoding Skill and Sentence Reading Skill as evidenced by the calculated t-value and p-value. Therefore, Project PFRATH is found to be effective in improving the reading performance of the Grade One pupils. Based on the findings, the researchers made the following recommendations. The school may adopt the Project PFRATH to intensify its Reading Program. Teachers from other grade levels may utilize the Project PFRATH as reading intervention to help pupils improve their reading skill. For future researchers, a similar study on Project PFRATH may be conducted in DepEd Schools.

Impact of life stories on the profile of the special educator: perceptions from the formative experience of university students.

The training of special educators leads to the understanding and interaction with the social, family and school contexts of the subjects who learn. Special education has the challenge of working with students whose biological, cognitive or social conditions do not allow them to functionally develop themselves in a regular school, so its main objective is the development of autonomy and the transition process. In this sense, the application of life stories becomes a fundamental pedagogical tool in the acquisition of knowledge, skills and attitudes towards a professional career. This research is presented in the context of the training of special educators at the Universidad Laica Eloy Alfaro de Manabí. Starting from the naturalistic paradigm with a qualitative approach, the representations of future professionals about the application of life stories in the training process are examined. An ad-hoc questionnaire was developed based on the dimensions: (1) personal, organized by the categories of (a) assessment of experiences and (b) personal conflicts; (2) professional, divided into (a) professional identity and (b) ethics; and (3) community, broken down into (a) interculturality and (b) inclusion. Eleven (11) students of the special education career participated, who have elaborated life stories in cases of intellectual, physical, auditory disability and cerebral palsy in the past. In the personal dimension, positive conceptions about the experience were found, related to feelings of appropriation of the case, institutional support, construction of friendship ties. Motivation towards and understanding of the role of the special educator, learning the implications of ethics in educational research, the importance of continuous training and the improvement of social skills were found in the professional dimension. In the community dimension, representations lead to learning about the individual-family-community relationship, as well as the barriers that hinder inclusion in these contexts. It is concluded that life stories have a positive impact on the profile of the special educator. The exercise of internalization and systematization of the experiences has a high potential in the training processes, allowing to reduce the gaps between research, research practice and teacher training processes.

Cyberespionage as a strategic tool for international actors in the digital age: a review from the literature

The present study aims to analyze and establish the typification of the use of cyber espionage as a tool that allows reaching the objectives of the actors in the international system. This study is qualitative, being non-experimental, focusing on the collection of historical and scientific documents for analysis and description. The first phase is used as a means of reviewing the literature on cyber espionage and the behavior of international actors over time to collect and analyze existing research on said problem, the second phase focuses mainly on establishing the main actors internationals who resort to cyber espionage as a means to achieve their objectives. It is intended that what is stated in this document is of sufficient importance to open the way to new studies focused on the subject.

Development of Instructional Material for Practical Research 1

The study aimed to develop a framework for teaching Practical Research and to find out the most appropriate instructional design to use in the development of instructional material for Practical Research 1. It utilized a qualitative research design. The research instrument includes two (2) curriculum guides and forty-five (45) literature searches on the best practices in teaching Practical Research 1. Data analysis used document analysis and thematic analysis. The findings revealed the components of the framework. Among these components are the learning competencies, enhancement/ measurement of prior knowledge, use of instructional material, feedback, and research writing. The most appropriate instructional design for developing the module in Practical Research 1 is the use of 5Es. The 5Es instructional design is used in science instruction and anchored on the principles of constructivism which follows procedural application of knowledge suitable to teaching Practical Research 1 which is deemed science-related. The following recommendations were made: the module in Practical Research 1 should be implemented and evaluated by Grade 11 Practical Research 1 instructors and students; materials containing contents specific to the learner's strand be developed; it is ideal to develop and produce audiovisual materials to add convenience in teaching Practical Research 1, and Practical Research 1 should be taught by teachers who have at least postgraduate units.

Tax culture and intention to formalize the winery entrepreneurs of the Morales District - San Martín, 2021

The present research sought to find if there is a relationship between the variables tax culture and intention to formalize of the winery entrepreneurs of the district of Morales - San Martin 2021, the research was considered applied type, a quantitative approach of non-experimental cross-sectional type and correlational scope was used. The survey technique and the questionnaire instrument were applied to the study variables, in a sample of 59 winery entrepreneurs, after the data collection, we proceeded to perform the tabulation and the descriptive and inferential analysis, it was found that the tax culture is at a medium level and the intention of formalization is at a high level, performing the Spearman's Rho test we obtained a significance of 0. 165 which indicates that there is no relationship between the variables, it was concluded that it is not necessary to have a high index of tax culture for the entrepreneur to have the intention to formalize, since there are entrepreneurs who have a low tax culture and have the intention to formalize unlike other entrepreneurs who have a high level of tax culture and have no intention to formalize due to lack of confidence with the State, meaning that each variable has independent directions.

Effect of the use of an information system in the accounting process of an agro-industrial company of the San Hilarion district

The present research aims to determine the effect of the use of an information system in the accounting process of an agro-industrial company in the district of San Hilarión, for this, applied research was considered, of non-experimental design, of cross-sectional and descriptive scope, with a study population, a company in the agro-industrial sector and a sample of the six periods evaluated from 2015 to 2020. For data collection, the interview and documentary analysis were applied, the result was that the use of the Information has a positive effect on the agro-industrial company of the San Hilarion district, having improvements, reducing the time of presentation of the financial statements. As a conclusion, it was obtained that the use of the information system helps and facilitates having, in a summarized and timely manner, useful information for making decisions.
