As dinâmicas de circulação do acontecimento fechamento do Queermuseu na mídia gaúcha
This study aims to describe the dynamics of media circulation around the closing event of the Queermuseum in the newsmedia in Rio Grande do Sul. Queermuseu - Cartography of differences in Brazilian art was an art exhibition that took place at Santander Cultural, in Porto Alegre, from August 16 to September 10, 2017. The methodology used is the case study (BECKER, 1997, BRAGA, 2008 and YIN, 2001) combined with the analysis of circulation (CARLÓN, 2017). The main concepts employed were mediatization and circulation (BRAGA 2012 and 2017, FAUSTO NETO, 2006, 2008, 2009, 2010 and 2015, FERREIRA, 2017, VERÓN, 1997, 2004, 2007 and 2014) and happening (FRANÇA, 2012 and QUÉRÉ, 2005 and 2012). By problematizing the context of the society in mediatization, it was possible to map the circulation process and identify some social actors involved: individual actors, media and institutions (Verón, 1997). The unexpected character in the closing of the Queermuseu makes it a happening, according to Quéré (2005), and to understand its dimension, it is necessary to think of it as a result of a serial chain of other occurrences. For the analysis, publications were collected in the regional media of Rio Grande do Sul - represented in this work by Correio do Povo, GaúchaZH, G1-RS, Jornal do Comércio and Sul 21, dating from before the exhibition was opened to the public, to right after a recommendation for its reopening (from August 11 to September 29) made by the Federal Public Ministry (MPF). Carlón (2017) presents an analysis of circulation divided into phases, highlighting how they happen from a case. The phases are marked by movements of the circulation, which can be vertical ascending, starting in digital social networks and then ascending to traditional media; descending verticals, when they go from traditional media to digital social networks; or horizontal, circulating in only one of the media systems. Based on the author's proposal, the analysis was divided into four phases: opening of the exhibition, closing of the exhibition, interstice and MPF recommendation. Vertical (descending and ascending) and horizontal movements were noticed, with the descending movement standing out in the first phase; in the second phase, ascending movements; while in the third and fourth phases there were horizontal movements. In this way, some circulation dynamics of the closing event of the Queermuseu were studied, identifying communication flows produced by different social actors, involved in the complex context of a society in mediatization.

Ser bilaquiano: um patrimônio cultural da memória coletiva na educação em Santa Maria – um estudo documental do Instituto Estadual de Educação Olavo Bilac
The present Master’s dissertation in Cultural Heritage, in the concentration area History and Cultural Heritage, in the research line of Archival Documentary Heritage, is directly related with intangible cultural heritage, as it investigates the relations of belonging and identity, defined in this study as “being bilaquian”, among former teacher and former students of the State Institute of Education Olavo Bilac. Bilac, as the Institute is known, over its 120 years of existence, has established itself as one of the most significant educational agents in the city. Its influence has been of fundamental importance to the history of Santa Maria, since it helped in the mobilization of groups and social strata, highlighted the performance of subjects in a context of social diversity, as well as promoting cultural meetings, with its potential to re-signify values and representations. The study approaches the theme about “being bilaquian” as a cultural heritage and how its social and political relations constitute a collective memory in the education scenario in Santa Maria. This study, in methodological terms, has the characteristic of being a research of qualitative approach, as it is related to the analysis of the archive of written documents, besides counting on photos and objects belonging to the Historical Collections of the State Institute of Education Olavo Bilac, kindly provided as a source for this research. In addition, a virtual questionnaire was conducted with the former Bilaquians who, by answering the request, could identify themselves, in different contexts, as subjects who conceive what it is to “be bilaquian”. In the meantime, we selected the answers that converged with the objective of this work and that, in a certain way, reflected the different experiences that, as a whole, would indicate a sample of what would answer “being a Bilaquian”, in its multiple facets. At the same time, we tried, through the suggested methodology, to give an identity character that would be relevant both to the dissertation and to the academy.

A narrativa jornalística imediata e tardia do desastre socioambiental na Região Serrana do Rio de Janeiro em 2011
This dissertation seeks to understand how the journalistic narrative about the socio-environmental disaster of 2011 in the mountainous region of Rio de Janeiro is transformed over time inside the journalistic coverage of the UOL news portal, based on the comparison between the news that is part of its immediate narrative and those published over a wide time frame. For this, it is theoretically and methodologically based on Narratology and, more specifically, on the Critical Narrative Analysis proposed by Motta (2013). Theoretically, the study apprehends the disaster as an event (QUÉRÉ, 2005) and discusses the need to understand it from a sociological point of view that allows the journalistic narrative to go beyond the “day of disaster” (VALENCIO, 2012) so that issues such as prevention and risk reduction can be problematized. The research corpus is formed by the selection of 58 news items released from January 12, 2011 to January 11, 2016, referring to the first 24, 48 and 72 hours of the disaster, one month, and those alluding to the ephemeris, when it celebrates one, two and five years. From the reconstruction of the narrative through the construction of a timeline of the event, and the decomposition and recomposition of its intrigue, we identified the elements that stood out in each of its episodes and the consequent change in the way of narrating over time. It was concluded that the narrative was built around the consequences of the disaster: the immediate narrative privileged factual information, through the constant updating of data and the search for characters linked to the government and institutions, while the late narrative started from a testimonial and emotional discourse in which the victims were protagonists.
O servidor público no discurso argumentativo dos jornais O Globo e O Estado de São Paulo nos últimos 30 anos
The concern that moves us in this research is to understand how journalism has been building, in the last 30 years, its discourse on public servants. Our general objective is to analyze the argumentative strategies used in the speeches of the newspapers O Globo and O Estado de São Paulo to elaborate a narrative about public servants. We understand journalism as a social actor that takes part in the argumentative process, because, by suggesting snapshots of reality and covering them with meanings, it not only presents us with a view of things, but calls us to share its view. Every enunciation carries with it an intentionality and, consequently, lists certain strategies in order to satisfy it. We maintain the hypothesis that by using argumentative strategies, journalism not only constructs a stereotyped narrative about the public servant, but also presents its perception of a minimal state and of a neoliberal cut. The articles selected to compose our research corpus were submitted to an analysis protocol anchored in strategies proposed by Amossy (2016) and Charaudeau (2015b; 2016). From the application of the protocol, it was possible to apprehend the preponderance of some argumentative strategies, a stereotyped narrative pattern about public servants and an increasing alignment of the journalistic discourse with the political discourse on matters concerning the civil service.

Study linked to the Professional Master's Course of the Postgraduate Program in Public Policies and Educational Management at the Federal University of Santa Maria, in the line of research on Pedagogical Management and Educational Contexts. When considering the current school context in which the inclusion of students with disabilities, Autism Spectrum Disorder - ASD and High Skills / giftedness – HS / IG, among them, students with visual impairment, it is an existing reality and guaranteed by current legislation, theoretical-practical evidence shows that there are difficulties on the part of teachers in carrying out pedagogical practices that meet the specific learning needs of students with visual impairments. Thus, the main objective of this research is to identify the principal teaching strategies used and the difficulties encountered by Basic Education teachers to develop pedagogical practices that effect the school inclusion of visually impaired students in regular education. The research follows the qualitative approach, with an exploratory and descriptive character. For data collection, questionnaires and qualitative interviews were used, answered by the four teachers participating in the research. Data analysis was carried out through the analysis of categorical content. It is concluded that the teaching strategies used by teachers are focused on the articulation with the school team and the performance towards the student / family. Regarding the difficulties encountered by teachers, these include academic training, school organization / management, belonging to Special Education, school inclusion and family participation. It was also shown that the infrastructure, physical space and resources, interfere in the school inclusion process. The product of this research, a placement test script, was developed based on the data collected, aiming to help so that the training offered by the municipal education network can meet the training needs of teachers. The intention is to use it to make a survey of the teachers' training demands, especially in the area of visual impairment and, from there, direct the academic formations. It is estimated that this study may contribute to the expansion of knowledge in the area of Special Education, Inclusive school education and visual impairment, as well as enabling teachers who work with visually impaired students to rethink teaching practices for visually impaired students.

Requisitos arquivísticos para a gestão, preservação e acesso ao patrimônio documental digital da Prefeitura Municipal de Santa Maria - RS
The present work carried out an investigation and the analysis of archival requirements for the preservation and digital access of documentary heritage in the Municipality of Santa Maria (PMSM). In order to identify the needs in technological and archival solutions to assist in the process of long-term preservation, authenticity of archival documents, dissemination, access and activation. This study aims to present a proposal using free software based solutions for PMSM from a perspective in the analysis of archival requirements. The justification for this investigation comes from the fact that public and private institutions are increasingly opting for digital resources and solutions. By using finalistic solutions aimed at the creation, consumption and processing of digital documents that archival value and these must receive correctly from and preservation so that the information is not tampered with, lost, or it does not reach the appropriate resources. PMSM inherits the traditional way of preserving documents without any architectural support, but it is a beginner in this process of producing documents in digital support, storage and long-term access. To help manage this fact, the use of technologies in openness standards is a way to facilitate the preservation and access actions besides assisting in public coffers and in transparency. In this sense, a theoretical framework was raised to support the objectives of the study, dealing with cultural and documentary heritage, digital preservation, archival norms and standards, chain of custody, free software, reliable digital archival repositories (RDC-Arq) and archival platform disseminations, access and description of documents. The contextualization of the research refers to the Municipality of Santa Maria (PMSM), involving the Secretariat of Management and Modernization (SGM), the Information Technology Superintendence (STI) and the Archive Sector. It is an applied, descriptive research with a qualitative approach and is characterized as a case study. The data collection was done through a PM project on the institution's website, which even current status of the institution, which includes the status of creation and dissemination of the digital documentary heritage and the actions that are being taken. This analysis found that: PMSM is a beginner in the production of digital and innate digital documents, as well as the needs for actions in digital preservation, resulting that digital documents are not under a controlled environment (SIGAD), not being preserved in an RDC -Arq and access does not occur on an archival platform. However, to fulfill the objectives and serve as a product of the Professional Master's Degree in Cultural Heritage at UFSM, the elaboration of a proposal with a solution based on free software, which consisted of the implementation of a digital repository, Archivematica, and for the dissemination, access and transparency active in the AtoM, both interoperable, aiming to maintain the archival chain of custody under the documentary heritage in digital support. Although, it is hoped that the results obtained in this research can serve as a reference for the community that is interested in the area of digital preservation.
O pré-seminário São José de Faxinal do Soturno: história, memória e patrimônio da Quarta Colônia
The history of the São José Pre-Seminar is intertwined with the history of Faxinal do Soturno, since the construction of this educational complex meant a lot for the consolidation of education in the city. The result of a joint effort, the work began in 1947 and was completed in 1949, after intense work, when Faxinal still belonged to the municipality of Cachoeira do Sul. In the same year, it began to receive students, but the official opening took place in 1950. It's understood today that the building where the Pre-Seminar used to work, and its history are patrimonies of the people of Faxinal and the region, therefore, they need to be valued and preserved. Thus, this study aimed to propose the creation of a “memory space” inside the complex that was once the Pre-Seminary Palotino and now houses the City Council, some municipal secretariats, the Irmão Ademar da Rocha Photographic Museum, the nucleus of the UAB (Open University of Brazil), among others, intending to have an educational and tourist support character. The complex that makes up the Pre-Seminar testifies to the importance of the role of the Catholic Church and religiosity in the process of construction and consolidation of the Fourth Region of Italian Immigration in the center of RS. The methodology used in the research was qualitative in that it used mainly bibliographic, documentary, and oral sources. Based on research and visits to the collections of the Municipality of Faxinal do Soturno and the Historical Archives of the Nossa Senhora Conquistadora Province (Santa Maria) dos Palotinos for the data collection. Also, conducted interviews with former students of the former institution, as well as members of the local community. From the gathering of these data, they were described and analyzed, culminating in texts that make up the last chapter of this study, as well as being fundamental for the proposal of the product, which is the creation of space (room) of memories that will house the history of the São José Pre-Seminar. Therefore, the present dissertation and the product proposal are the results of the professional master's degree and linked to the History and Cultural Heritage research line, created under the Quarta Colônia Geopark Project. From this, the product idealizes a space where the local population can show the importance of the Pre-Seminar, through the timeline, the entire trajectory of this institution as a faxinalense and regional inserted in a faxinalense a heritage and attractive education policy cultural tourist.

As políticas de governo no Rio Grande do Sul de 2015 a 2018 e as condições de trabalho pedagógico na rede pública estadual: movimentos de continuidade do discurso sob a lógica do capital segundo posicionamentos do CPERS/Sindicato
This study is linked to the Research Line 2 – Public Educational Policies, Educative Practices, and their Interfaces from the Graduation Program in Education of Universidade Federal de Santa Maria – and to Kairós – Study and Research Group on Work, Public Policies, and Education. Its proposition arose after the verification of continuous discourses of government policies under the capital logic. The general objective of the paper was established based on this perspective: to analyze the policies of Rio Grande do Sul State Government, from 2015 to 2018, which were implemented after the State rearrangement, and their impact on the pedagogical working conditions of teachers from the state public educational system, in parallel with the positions made by the Center of Teachers from Rio Grande do Sul State (CPERS/UNION). The process of data analysis and production was carried out following the theoretical and methodological foundation of the Motion Analysis (MA), which consists of Kairós’ dialectic perspective on education study and research. Then, the discourses made by the State government, the State apparatus’ institution – the Federal Court of Accounts from Rio Grande do Sul (TCE-RS) –, and the CPERS/UNION were analyzed through the MA. We used as references the public documents available in the websites of the State government, of the public body, and of the institution that represents Education workers, which had been published in Sineta newspaper (both online and printed versions), from 2015 to 2018, to compare the subjects’ discourses. The analyzed discourses referred, mainly, to educational issues, especially regarding the pedagogical working conditions of teachers from the state public educational system based on the government policies applied back then. Thus, the meanings of these discourses were analyzed through charts, tables, diagrams, and figures, according to the bibliographic research. The basic references were based on the following analysis categories: totality, contradiction, and historicity. We have found the prominence of discourses related to the continuity of government policies in agreement with the capital logic, in which the ideological conception of an autonomous and sovereign State is subsumed to how the state policy forms the continuous reproduction of value, according to capital determinations. Therefore, we defend the thesis that the rearrangement in Rio Grande do Sul state, from 2015 to 2018, meant the continuity of the capital discourse motion. Thus, we highlight that the CPERS/UNION must extend the debate and criticism to beyond government policies, since the representative democracy process is limiting.
