Dependent Capitalism and Autocratic Culture: Contributions to understanding contemporary Brazil
This essay is motivated by the need to understand the nature of the dilemmas seen in Brazil today – an economy adorned by internal needs, marked by the systematic restriction of workers to access fundamental social rights, and a state power that is impermeable to the needs of the broad majorities. The article conducts a critical analysis of what we call autocratic culture based on its two constitutive elements: dependence and a recycling of the counter-revolutionary period. We understand autocratic culture to be the political expression of dependence, characterized by the permanent recycling of the democratic process, which remains focused on annulling the impetus of the social forces from below and preserving both the current standard of capital accumulation, as well as the self-privilege of the dominant class. The study involved bibliographic and document research. Our main interlocutors to the theme were the thinkers Florestan Fernandes (1976, 2008, 2009) and Ruy Mauro Marini (2011, 2012), because we believe that their work is essential to the phenomenon of Latin American dependence.

Strategic Social Action Plan for MERCOSUR: Income transfer programs in the context of a neoliberal offensive
This article analyzes the Strategic Social Action Plan for the Common Market of the South (MERCOSUR), based on its relationship with the Millennium Development Goals, which means articulating the reflection to the context of the neoliberal offensive in Latin America. Epistemologically the study is based on the dialectical-critical method, involving exploratory research, with a survey of documentary and bibliographic sources. This research revealed that the focus of the social agenda is the establishment of an exit door or the sustained emancipation of families, by means of individual training, based on the theory of human capital and neoliberal ideology. The scope of the study presupposes presenting the contents of the historic processes and the theoretical concepts that permeate the proposals contained in the Strategic Plan, to stimulate the debate about the issue.

Neo-Keynesianism and neo-developmentalism: ideological expressions of the neoliberal state
This article explains that both the neo-Keynesianism and the neo-developmentalism of the Economic Commission for Latin America and the Caribbean (ECLAC) constitute ideological expressions of the neoliberal state. This happens through compacting a strong state that regulates and facilitates the market, advocating for the opening of public services to be subject of market competition and the power of the market in shaping social policies. Successive studies were made on the content of reports with recommendations from the World Bank and ECLAC, showing that the state is activated to meet capital requirements and to enable ongoing transformations. In this direction, the neoliberal state is not only an economic but also a political, social and cultural reality and, therefore, it triggers previously antagonistic ideologies to broaden the forms of domination and dependence between countries.

Hegemony and Social Policies in Brazil: Contributions to the debate about mandatory budget allotments
The purpose of this article is to reveal how mandatory budget allotments for social policies facilitate or impede attending the interests of the bourgeoisie and its fractions, highlighting as an example the differences between educational policy, for which there are mandatory spending requirements, and housing policy, which does not have this obligation. To do so, it looks at the presumptions in relation to the state and its role in guaranteeing the conditions of production and maintenance of bourgeois hegemony, especially through the use of allocation of government funds to distinct factions of the bourgeoisie. The article then presents different visions about the budget ties and financing of social policies and then presents systematized data based on the government budget and Statements on Tax Spending (fiscal exemptions) from 2003 until 2015, to reveal the space for the reproduction of capital in educational and housing policies, even if with differences in degree due to mandatory budget allocations or not.

The Neoliberal Shock and the Standard of Bourgeois Hegemony in the Lula-Worker’s Party Government
The purpose of this article is to present a meta-synthesis of the political-economy of the administrations of President Lula and his Workers Party. It is the partial result of a research project and is part of a broader discussion about economic development with a focus on relations of the Brazilian state in the past ten years. Various approaches to the issue have allowed understanding the contradictions between the factions of class of the block in power and the Lula government. The analysis of the social totality is a presumption of the investigation whose theoretical methodological base is a criticism of the economic policy through the use of bibliographic and documentary research, based on the neo-developmentalism of the Lula era (2003-2016). It focuses on the economic, political and social conditions of Brazil in this time period. The article concludes that the international crisis of capital since 2008 had drastic consequences for the Latin American economies and with the end of the cycle of commodities, caused regression in the social affluence of neo-developmentalism in the country.

Conditional Income Transfers in Latin America: Palliatives for poverty?
This text discusses the implementation of conditional income transfer programs in Latin America as a strategy to confront poverty in the region. It synthetically contextualizes Latin American development over time, using statistical data to reveal not only the high levels of poverty, but also educational and health conditions. These programs, as a rule, seek to alleviate and overcome poverty through monetary disbursements and fulfillment of health and educational agendas that, in thesis, increase the human capital of the poor and allow overcoming poverty in the long term. It concludes that despite the benefits for the families, the conditional income transfer programs of Latin America, on their own, are still not capable of confronting the structural poverty that marks the region, and are promoting palliatives for the poor living conditions, without overcoming them.

A comparative analysis between automatic and manual scansions of Gregório de Matos’ verses
This article compares results obtained from two scansions of the same corpus, the complete poetic works of Gregório de Matos. One scansion was manually established and published by Rogério Chociay in his book Os Metros do Boca, while the other one was automatically produced by the tool Aoidos. The comparison shows that there are some differences between these two types of scansion: Aoidos found significantly more verses in the corpus, which is evidence that Chociay skipped some poems; on the other hand, Chociay scanned Matos’ verses correctly and with propriety, whereas Aoidos made some mistakes that humans would not make. In any case, both the automatic approach as well as the manual work produced compatible results, which highlights the usefulness of the automatic tool, since it scans in a few minutes what usually take months for a human to analyze in the course of the regular reading process. This speed-up in the production of results allows researchers and scholars to focus their time on less tiring and more refined activities, since they now have quick access to a great amount of data.

Democracy and social justice in times of coup under the aegis of neoliberalism
This article aims to give centrality to the ethical dimension, which is fundamentally distorted by the current tendencies of Brazilian national politics, guided by the neoliberal ideology, which contradicts every form and intentionality of the principle of social justice. Documentary research was carried out using books, press articles and international reports. The article details the reasons that led to the impeachment of President Dilma and its developments in the context of the current coup d’état, as an expression of denial of democracy and dismantling of social rights achieved by workers in recent decades.

A resenha procura apresentar os principais aspectos do livro da professora Michelle Woods a respeito da tradução e recepção da obra kafkiana em língua inglesa. Em seu primeiro e mais extenso capítulo, a autora analisa quatro traduções que considera exemplares, focalizando as primeiras tradutoras de Kafka, Milena Jesenská e Willa Muir, e a perspectiva de dois tradutores contemporâneos. Em suas análises dá destaque para aspectos de gênero e questões ligadas a transnacionalidade e culturas minoritárias dentro do espectro cultural de língua inglesa. Nos capítulos subsequentes, comenta a presença de questões de tradução no interior da própria obra kafkiana, algumas adaptações fílmicas de sua obra (as de Wells, Haneke, Soderbergh, Fellini e uma produção escocesa, menos conhecida, de Capaldi) e realiza, no capítulo final, uma interpretação da última narrativa kafkiana, destacando a preocupação de Kafka com aspectos sonoros e musicais como parte de seu questionamento permanente da comunicação humana, de seus limites e de seu precário mas central instrumento, a linguagem verbal e sua manifestação nas diferentes línguas e culturas.

Perception of Organization Justice and Turnover Intention in Audit Companies
The goal of the study is to verify the relationship of the perception of organizational justice with job satisfaction, organizational commitment and turnover intention of auditors of audit companies. A survey research was conducted with the 2,561 auditors registered at the Brazilian Institute of Independent Auditors, using the questionnaire translated from the research of Parker and Kohlmeyer (2005), and the sample accessibility comprised the 106 respondents from the survey instrument. In the data analysis was applied structural equation modeling. The survey results show that the perception of discrimination (organizational justice) presents a negative and significant relation with the variable of job satisfaction and organizational commitment. On the other hand, shows a positive and significant relation with the intention of turnover. Thus, it is concluded that the results indicate that the perception of organizational justice of surveyed independent auditors significantly influences their job satisfaction, organizational commitment and intention of leaving the audit company.

The article analyzes the praxis of the production of the glocal juridical-political space by the municipalities of the Consórcio Intermunicipal de Fronteira (CIF), evidencing the experience of the political-legal and administrative order of Dionísio Cerqueira (SC), Bom Jesus do Sul and Barracão (PR) And Bernardo de Irigoyen, Argentina. The CIF municipalities, by producing the social, political, economic and cultural space, based on the praxis of the place and its surroundings, with activities in international relations, create a specific, relational and typical juridicity of the glocalized representation spaces, characterized by a Common normative system among municipalities, outside official international law.

A relatividade da simultaneidade e suas possíveis conseqüências filosóficas
In this paper, I discuss an argument inspired by the relativity of simultaneity (RoS). That argument purports to establish views such as four-dimensionalism, eternalism and, chiefly, determinism. I will present the most important versions of the argument and point out the differences between them — including Gödel’s version and the idealistic view of time that naturally goes with it. Gödel’s version differs from the others in that he doesn’t endorse determinism. The argument depends crucially on how one interprets Special Relativity (SR). In addition, defenders of the argument make certain semantic and epistemic claims, which lead to an alleged incompatibility between indeterminism and our best theory of time. At the end, I will describe the main reactions to the argument and I will make some general remarks on each of them.

The Hermeneutical Approach in Translation Studies
Our aim is to convince the reader of the validity of the hermeneutical approach in translation studies. In a first part, we will show that this validity is based on the fact that the hermeneutical approach integrates factors like subjectivity, intuition, corporeality and creativity in its theoretical reflection, being thus close to the reality of the translation process. In a second part, we will situate this approach in the context of the development of modern translation studies since the 1950s, and show that this development was characterized by a dominating tendency that led from an atomistic to a more and more holistic view of the translation unit, legitimating the holistic approach, which is fundamental in translational hermeneutics. Our third part relates the history of philosophical hermeneutics as the legitimate foundation of translational hermeneutics. In a fourth part, devoted to the “outcoming perspectives”, we will try to reinforce the legitimacy of the hermeneutical approach by showing how it is supported by recent results of research in cognitive science. In order to foster further research in translational hermeneutics we also offer a methodology based on hermeneutic principles to study the translation process. Finally, we give an example of legitimation of a creative problemsolving based on a hermeneutical approach of a translation problem which finds its validation in the results of cognitive research.

Audiovisuals as the theme of research in brazilian periodicals of science education
The present paper states a bibliographical survey accomplished from 10 periodicals from the teaching area, from the publications from 2005 to 2014, on the Audiovisual theme in Science Education. We used documentary research methodology and Bardin's content analysis. From the performed analysis, we obtained a result in which the predominant cathegory was Didactic Artifact/Audiovisual in Science Education, and that the use of Audiovisual in Sciences Teaching is still not often explored, possessing neutral-instrumental characteristics. We also verified the absence of means of Audiovisual using in the Sciences Teaching under a critical-transforming perspective and, the lack of dialogue between the Science Education field and the theoretical-methodological reference of audiovisual /communication. In considering this scenario, we pointed out the need for researches in the area of Science Education, with the use of critical-progressist audiovisual with students and teachers.

Evaluating the CONAMA 04/94 resolution to classify successional stages of rainforest fragments in Santa Catarina State
In the Atlantic Forest, land use and land-use change are partly determined based on a classification of the successional stages of forests. Different regeneration stages are limited to different amounts and types of use. The parameters used to define the successional stages of forests are described in specific resolutions for each of the states. CONAMA 04/94 is the resolution for the forests of Santa Catarina. The aim of this study was to evaluate the quantitative parameters in CONAMA 04/94 for classifying successional stages of forests in the northern coastal plains of the state. Six forest fragments with different soil types were evaluated using average DBH and average height of individuals, as well as basal area and indicator species. The results show that CONAMA 04/94 disregards certain phytophysiognomic characteristics of the northern coastal plains of the state. They also show that the CONAMA 04/94 text is incoherent regarding structural parameters and indicator species. The results suggest the urgent need to review the CONAMA 04/94 resolution because forest fragments could qualify for incorrect land uses according to what is defined in the current policy.
