City Statute and City Conference: tools for a democratic participative urban policy

Lecture delivered at the “II Fórum da Cidade de Florianópolis” (Second Forum of the City of Florianópolis, SC) held on June 5th and 6th, 2003, at the “Assembléia Legislativa de Santa Catarina”. This lecture presents reflections on the situation of the cities, on the need for and importance of popular organization and participation to represent the socio-communitary aspirations before the housing and urban planning policies, developed by the “Secretaria de Programas Urbanos do Ministério das Cidades” ( Urban Program Secretariat of the City Ministry). The first part presents the situation of the cities, the ministerial policies, and then addresses issues raised by the participant public, concluding with comments by the lecturer.

The labor counter-reform and the precariousness of labor relations in Brazil

The theme of labor counter-reform in Brazil, after more than one year of Law 13467/2017, is analyzed in two dimensions: 1)the changes the law promoted in the labor legislation; and 2) how such changes affect employment, labor relations, and workers’ rights.The article exposes the particularities of social relations in capitalism. It aims to demonstrate that the labor counter-reform did not reachthe objectives defined, i.e., the reduction of the unemployment rate and the fight against “informal work.” On the contrary, theunemployment number increased, workers in informal labor relations increased, and the counter-reform led to a limitation on access tolabor justice. This result, however, does not go against the requirements of the general law of capitalist accumulation; changes in laborlegislation have imposed labor relations conformity to the needs of the capital movement in the current period.

Performance in the society of history: relations with document, information and memory

Objective: To discuss the approximations between the concepts of performance, document, information and memory, in order to identify possible contributions of the action and results of recording to this art form.Methods: Research of theoretical nature, based on the concepts presented by Paul Otlet and Suzanne Briet (document), Ana Maria Camargo and Heloísa Bellotto (records/archives),Michael Buckland (information), Renato Cohen, Peggy Phelan, Jorge Glusberg and Regina Melim (performance) and Pierre Nora and Ulpiano Meneses (memory).Results: The notion of classical documentalists, although enlarged, does not abdicate the physical / durable materiality of documents. As performance has no such materiality, it cannot be considered document. In the scope of archival science, the performance is understood as the activity of the artist, not being, therefore, document. With regard to information, performance fits into the information-as-knowledge type, since it is an event. Concerning memory, performance is confronted by two wishes: that of resisting the history society and the social need for knowledge and permanence.Conclusions: It is understood that the documents that record the performance, instead of compromising the identity of this artistic manifestation, can broaden its possibilities of existence and resistance in the society of history

The history of astronomy in the books of natural sciences fo the final years of fundamental teaching in PNLD 2017-2019

Compreender a Astronomia é mais do que olhar para o conhecimento atual, é também entender como esse conhecimento se desenvolveu. Por isso a História da Astronomia (H-Astro) é imprescindível para a compreensão da construção do conhecimento pelos sujeitos. Deste modo, este trabalho objetivou analisar se os livros didáticos de Ciências Naturais dos anos finais do Ensino Fundamental, aprovados pelo Programa Nacional do Livro Didático (PNLD) 2017 têm inserido a História da Astronomia e como essa vem sendo abordada nesses livros. A pesquisa, de natureza qualitativa, foi desenvolvida através da análise de livros didáticos de Ciências Naturais, com base em Bardin (2016). Das 13 (treze) coleções aprovadas pelo referido PNLD foram analisadas 12 (doze). Ao final, constatou-se que houve alguns avanços, principalmente sobre uma maior inserção da H-Astro nos livros didáticos de Ciências e acerca da redução dos erros conceituais. Entretanto, existem vários aspectos em que H-Astro vem sendo abordada de maneira deficiente na maioria dos livros didáticos de Ciências Naturais analisados.

Experiential research for understanding the complexity of teaching and learning English as a foreign language

Narratives reveal complex nets of experiences, typical of dynamic systems. Disentangling them reveals their nature, broadening and deepening the understanding of complex language teaching and learning processes. In this paper, we present over 20 years of research done in Brazil, focusing on foreign language teaching and learning experiences. Reviewing the motivation that led Author 1 to the emergence of experiential research, we discuss experience as a construct and unit of analysis and its complex nature; share visual representations of the complexity of teaching and learning experiences with illustrative data excerpts; and finally present teachers’ and students’ experiential frames of reference for research. To conclude, we defend experiential research as a successful approach to investigate language teaching and learning, hoping that other researchers may find it useful.

The production of knowledge and the political ethical project of Social Work

This theoretical essay has as its object the production of knowledge in social work and emphasizes its importance in thecurrent conjuncture. It was written from the analysis of contributions by authors of this area that reflect on this theme and from Marxistauthors who analyze the method and the production of knowledge from dialectical historical materialism. To do so, it chooses twopremises. The first refers to the production of knowledge as one of the expressions of human activity that, in the movement of reality,seeks the apprehension of particularities as expressions of concrete thought. The second refers to the defense of the necessary linkageof research in the field of social work with the social meaning of this profession, which, in the contemporary era, bears itself in a directionsustained in its current and radically current political ethical project.

A contextualist approach to emergence

What is exactly the emergence relation? In which sense is irreducibility associated with it besides being assumed by definition? Although in many cases the explanatory role of emergent states does not exceed the explanatory role of more basic states, this does not speak against the fact that, for some relevant explanatory contexts, emergent states are irreducible. On this basis, an epistemic concept of the emergence relation that does not depend strictly on irreducibility is here offered.

What promotes political participation? a case study with prostitutes from guaicurus

Prostitutes are among the most vulnerable women in society and, in Brazil, they are mostly blackwomen with low education. Because of this profile, studies about political behavior would predictthat this social group would be less politically active. However, prostitutes’ organizations havegrown and expanded all over Brazil. What has promoted the engagement of these women? Thearticle explores this question through a case study about the political participation of the womenof the Guaicurus Street, located in Belo Horizonte and one of the biggest areas of prostitution ofthe Brazil, with special attention to the Association of Prostitutes of Minas Gerais (APROSMIG).I argue that the participation of prostitutes is explained by the interaction between four factors:collective identity, networks, retributions, and participatory institutions’ designs. I also argue thesefactors constitute three phases of political participation: initiation, maintenance, and expansion.

Psychological benefits of slackline: relationship between flow state, time of practice and quality of life

This study aimed to assess and measure the level of flow state of slackline practitioners and to relate it to the their quality of life. We evaluated 30 subjects with mean age of 22 (± 3) years. The instruments used: Identification sheet; Flow State Scale-2 (FSS-2), Dispositional Flow Scale-2 (DFS-20) and World Health Organization Quality of Life-Bref (WHOQoL-BREF). To verify the correlation between the instruments the Spearman coefficient was used, in which it was possible to observe high levels of flow state and general quality of life. A significant correlation was found between the psychological quality of life factor and the disposition to reach the flow along with the practice time and duration of the training session. We conclude that the practice of slackline allows the development of psychological aspects, such as the state of flow and with that allows the improvement in the quality of life of its practitioners.

The process of construction of the reference corpus in Information Science

Objective: This work aims to propose and apply a methodological approach for the construction of a reference corpus for Information Science area.Methods: The research methodology is exploratory, empirical and case study. For the research was delimited the use of the corpus of 60 articles selected by Souza (2005), and the Tesauro Brasileiro de Ciência da Informação (TBCI) as indexing language. The methodological approach consists of the adaptation of a collaborative model of social indexing, the elaboration of a policy of social indexing, and the configuration and use of software as steps for the construction of an assisted folksonomy. After this, the analyses of the constructed assisted folksonomy and the compilation of the reference corpus are the last steps.Results: The collaborative model of social indexing results of the configuration of the collection management platform called Tainacan, more specifically in the configuration and preparation of a collection in the software. An assisted social indexing policy was developed and user groups receive instructions to guide them through the indexing process. The analysis of the resulting folksonomy was made by comparing the terms with the authors' keywords and with terms from the TBCI, allowing the correction and exclusion of inappropriate terms in the compilation of the corpus.Conclusions: It concludes that the proposed methodological approach is effective in the construction of reference corpus of Information Science area.

Scientific illustration in science teaching: an overview from brazilian journals

O objeto geral desse estudo é apresentar um panorama de pesquisas acadêmicas que abordam a relação entre imagens e o ensino de ciências, focalizando, em seguida, as pesquisas referentes às ilustrações científicas. Essas últimas se configuram em um tipo particular de representação visual da natureza e são caracterizadas, em nosso trabalho, a partir de um conjunto de elementos específicos. Trata-se de uma revisão da literatura, portanto, de uma pesquisa de natureza bibliográfica. Assim, realizamos uma investigação acerca das imagens fixas, a partir de um levantamento de trabalhos publicados, entre 2007 e 2017, em periódicos brasileiros da área de Ensino e, de acordo com os objetivos expressos nesses estudos, construímos quatro categorias de análise: 1) o papel/importância das imagens no ensino de ciências; 2) análise de imagens em livros didáticos; 3) revisão de literatura; e 4) estudos com ilustrações científicas. Quanto à finalidade, constatamos que as imagens são utilizadas, principalmente, como recursos motivacionais. Já os trabalhos que discutem o uso de imagens em livros didáticos estão focados na forma, na quantidade, na diversidade e na sequência das representações nesses materiais, bem como na relação entre imagem e texto. Os artigos de revisão de literatura apresentam uma discussão mais geral sobre a importância da utilização de diferentes tipos de imagens no ensino de ciências. Quanto às ilustrações científicas – notadamente as históricas –, os estudos procuram desenvolver uma análise do contexto de produção das representações visuais e expor uma descrição de elementos retratados nas imagens.

The State as a Minority Shareholder in Private Companies

The article analyzes the phenomenon of minority participation by the State in business societies. It addresses: (i) the main characteristics of State-owned companies and what differentiates them from controlled companies; (ii) the way in which the State can assume the condition of controlling shareholder without a majority of the share capital and the implications of this control in the legal regime of these companies; (iii) the legal regime of companies with minority State participation under private control and the main causes that justify State participation without control power. It is concluded that the company controlled by the State suffers a partial influx from the publicist regime, since the State cannot detach itself, as a controlling shareholder, from the principles that govern its intervention in the economic domain. On the other hand, minority State participation does not exempt the State from adopting governance and control practices proportional to the relevance, materiality and risks of the business.
