Local government and social movements for housing: dillemas of urban management
The present article explores the standard of relations established between municipal government and social movements for housing, in the decade of 1990, in Teresina-PI, under the context of politician-institucional changes, in federal level, and of the adoption of a local model of public administration, inspired by a participated and democratic field of ideas. The research identified a model of relations characterized by the confrontation as well as by the dialogue and contradictory policies in the actions of the local manager, such policies revealed themselves consonant to the the degree of pressure, of articulation and organization of the so-called social movements, and then again falling into old policies consonant to the treatment of the conflicts for housing, despite of the democratic speech. Mapping the theoretical latin-american discourse on youth
The passages and the approaches of the studies on youth today cover the track of the transformations that operate in the society life, searching for its trends. And specially, looking for the understanding and for the explanation of this mosaic of nuances and perspectives that opens to the reading of the living and behavior of this significant and instigated part of the planet: the youth. All the knowledge given by the action is to analyze and to interpret at the same time the world where we live. This implies a slow and misty process to establish some “beliefs”, in the threshold of many doubts and inaccuracies. In this subject, we point out what has been produced (in the academic scope) on youths, in the landmark of the Latin American society, from the analysis of some publications of representative authors of this thematic field. Thus also the objectives of this text are configured: a preliminary mapping of the Latin American productions, whose thematic clipping will explore the “regularities” of the speeches, that is, to identify the topical repertoire that these authors have constructed, but at the same time to base the study and the research on the theme of youth (s). The bibliographical analysis of the productions aimed to socially evidence the main “tracks” and “territories” which the authors have explored and discovered on this subject historically and socially placed in second plain. It was observed that even in the diversity of areas, the academic speeches of anthropologic, of sociological and of educational origin transit in common theoretical and thematic fields, perhaps searching to establish a theoretical picture that configures the youth as a sociological and a political category endowed with proper statute. The attempt to overcome old dichotomies in the approach and in the analytical treatment on the youthful cultures, with emphasis to the complementary and to the interdisciplinary character of the knowledge and of the fields in the understanding of the youth, also flourishes as a clarifying principle to this homogeneous trend observed in the productions. Family Living: a right for institucionalized child and adolescent
Children and teenagers are citizen of rights, protected by specific legal warranties, among them to the family living, which is understandable as a prime factor for a full and worthy development. Many times, this right is violated once the family is unprotect by the state and the civil society, and most of time, for the lack of effectiveness of social politics, not achieving the minimum condition to provide the basic requirements, characterizing a risk situation for the family, usually for the child and teenager, occasion that has the possibility of institutionalization, which can last years, among the child countless tries to stay with the biologic family. In this period, that remains institutionalized, the time do not remain static, the child develop itself, and, after a considerable time, its situation is solved, which result in two possibilities: come back to the biologic family or destitution of the family power, being forward to adoption. Social Work’s education: particularities in the south region of Brazil
The article shares some results of the author’s PhD research project which was concluded in the beginning of 2006 and discusses the impacts of the present configuration of Brazilian universities on social work training. Its research sources were the testimonies given by managers, professors and students of social service at colleges and universities in southern Brazil. The data gathered and its analysis confirm the hypothesis that the model of operational management adopted by the agency that manages higher education in Brazil has strongly impacted the training in social work both in the work process of managers and professors and the teaching of the profession. The research project’s assumption was that the change in the model of university management in Brazil was determined by the crisis experienced by the capitalist institutions, which underwent, in the ‘90s, a reordering in order to achieve a competitive and strategic position in society. Like these institutions, the universities were also affected by this reordering according to the restructuring of production and the neo-liberal model of social regulation. They begin to be managed just like business organizations (Chauí, 2001). This reality is also present in the area of social work. In southern Brazil, which is the focus of this paper, there were significant impacts on the projects of professional training. These projects, taken as a whole and as a process, point to the difficulties in implementing the training project predominant in this area and in guaranteeing the quality of that training vis-à-vis what may be called the crisis in the universities. Professional education in Social Work in an educational and critical perspective: mobilizing pedagogic and political mediations in classroom
The present study emerges from a qualitative research entitled “Professional Formation in a educational critical perspective: mobilizing political-pedagogic mediations in classroom” carried out by the Research and Study Group in Professional Formation in Social Work – NEFESS – from Faculty of Social Work, PUCRS. This study had the support of Research Aid Foundation of Rio Grande do Sul – FAPERGS. The art as a raw material and work tool for the social worker

The interview in the social workers’s work process
The objective of this article is to re-establish the interview as being the social workers tool, introducing suggestions as to how to use it, and to fundament it more specifically in the technical-operations dimension as well as the theoretical-methodical and political ethical dimensions. It is also intended that this material will be an opportunity for accumulated knowledge sharing between social workers who make the interview a tool of their daily professional routines. As every task is a socio historical production it is subject to the reflexive contradictions of the real {world} and so we hope that we can provoke discussions which will enrich all those involved. The helping relation and the social action in the university context: the helping interview in the social action programs in Portugal
The subject of this article is “The interview of aid in the services of social action”, and it is based on the professional practice as a Social Worker in the Social Services of the University of Algarve, as well as on the research and characterization works developed so far. Considering the goals defined for the social assistance in the university education, we intend to present a reflection on the intervention of the social assistant in what concerns his/her competences related to social action, where we defend the perspective that he/she shouldn’t limit him/herself to the social assistance but must be the facilitator of the process of growth and development of the university student. In this perspective, the interview in the social services should be more than a technical “instrument” used for the attribution of social benefits, it should allow to identify, prevent and support the student in the resolution of his/her psychosocial problems and difficulties, that is to say, it should allow the development of a help relation. Popular solidarity economy: alternative for geration of income and work and a challenge for Social Work professionals
The process of productive reestruction has produced changes in the contemporary society, in consequence of the transformations occurred us trials and relations in the work area. The productive reestruction in Brazil, brought as main characteristics the reduction of the demand by labor, at the same time in that required bigger qualification and intensified the exploitation of the workforce, increasing the manifestations social issue, the object worked by the social worker. In order to attend the demands not supplied by the capitalist system, are develop by the entire world, experiences that are going to break with the capitalist logic, giving rise to other forms of output and organization of the work. The undertakings of Solidary Popular Economy are born of this context of transformations, as alternative forms of generation of work and yield made possible by the individuals excluded of the formal market of work. Jointly with the basic needs of survival, the values of solidarity, mutual help, cooperation, are present and are part of the social relations between these individuals, guiding its actions. Beyond making possible the guarantee of the subsistence of the popular classes that, in their majority, finds-itself in situation of social vulnerability, these undertakings configure themselves as a field of promising work and privileged to the social workers committed with the interests and needs of the popular classes. The Process of participation in the Social Assistance Municipal Council in São Paulo
The study has as goals to identify the profile of action of the elected council members for the Social Assistance City Council of São Paulo and evaluate its conditionings. The research was developed in two steps. The first step was centered on the identification of the levels of presence and manifestation of the council members. On the second step, were performed interviews with two council members of each represented segment (users of the services, workers of the sector, entities of social assistance and the executive power). The research has shown that the most fragile segment is the service users. The representatives of the workers of the sector and of the entities of social assistance are organized and debate their interests in their own forums and in public instances, directing a good part of the subjects. The force of the council members of the executive power becomes patent when it is observed that the most important subjects were carried on by themselves and that there was effort from their part concerning the deliberation of these. Finally, the existence of an asymmetry between the executive power and the civil society, linked to the control of strategic information and to the public budget, evidenced that the COMAS still has not yet transformed into an arena of intermediation between the government and the civil society. Fight against cancer is to fight for life: a poliocular analysis of the solidarity of the volunteer body against Piaui’s children cancer
The developed argument is that the third sector is an economic political construction of the State for the implantation of a neoliberal program of reduction in State’s social action, and volunteer work as a revalued socio cultural construction in the last ten years in Brazil. So, in this process, the volunteer as a social identity, one of the tools for legitimating a new position of Brazilian State. with the reduction of social action of Brazilian State, there was a desresponsabilization with the social and consequently responsabilization of society for the management of focused social policies. Thus, the culture of voluntarism promoted the construction of volunteer identities who legitimate the process of publicization. The public intervetion on the children’s labour work: a reflexion about the reality of Teresina - PI, after 1988
In this text, they come the results of a research that he/she had as objective verifies in that measured the constitutional changes introduced in the field of the social politics and in the conception of childhood they contributed to the structuring of actions tackling infantile labour, that you/they broke up with the model previous of treatment of the subject. The research had as starting point the understanding of the discovery of the feeling of childhood, expert as the conscience of the infantile particularity, being evidenced, since then, that the precocious work is linked to the conditions of life of the popular layers.. Taking as empiric base, the actions configured in Teresina (PI), in the period from 1992 to 2003, it was verified that the constitutional changes engendered actions that signaled a new treatment of the infantile work, without, however, to manifest a clear strategy, that if they directed for a cash politics combats and eradication of that work, a reality that, besides the municipal level, it is evidenced, equally, in national extent.
