The present text tries to make a revision of the main quantitative brouches found in the specialized literature to undertake evaluations of social programs and to characterize the importance of those activities for the improvement of the planning processes and of implementation of social politics. Plus, has as complemental purpose to accomplish a brief discussion about the technical and conceptual limitations of such brouches to represent the complexity of the social phenomenons appropriately. Social Work is situated in the tension between theoretical knowledge and a knowledge that comes from professional intervention in social reality. In opposition to the history of Social Work in Brazil, the formation of Social Workers in Germany is struggling – since the beginning of the professionalization – for its academic recognition. The essay shows that the sub estimation of practical experience as a fountain of knowledge pertains to modern science which is based on the idea of an instrumental ratio. With the example of the history of the obstetricians as a professional will be remembered the classical concept oh “phrónesis” as a practical knowledge that attributes to Social Work – by the means of selfreflexion of the praxis in front of theory and vice versa – the quality of a comprehensive science, apt to found as well the praxis, as the theory and their mutual relationship. The present article shows the results of scientific iniciation research. The objetive of this research was to identify and to relate which are the elements of social management used for organizations that develop social services and are localizated in São Miguel do Oeste city, Santa Catarina State, Brazil. The research scientific was of quali-quantitative nature. A questionnaire was apllyed using enclose and open questions; the sample was of accessibility and convenience mode and the universe researching was of 30 ONGS (Third Sector Organizations). The research was about the managers of these organizations. It was constateted that anyone of this organizations use the elements of the social management (planning, management, quality control and evaluation). The no use of these elements, become the situation in a risk of efficiency and the efficacy and can not to cause impact in the projects and programs development of the socials organizations researched. It’s necessary the elaboration of assistance and consulting projects to attend the researcheds organizations, to relation in the social management. The society contemporary has been marked for the historical movement that brings the possibility of expression human being transforming everything around, the customs and the resources for the life of today are not equaled to the ones of the last half of century that passed. In the same way the numbers nonsense’s that show the social exclusion daily denounce a society of citizens excluded and damaged in a time of glorious technological and comunicacionais advances. In perspective dialectic it is possible to perceive with bigger precision the contradictions of a time still marked by the importance of the category work. This article intends to place in evidence the explanation of the categories of apprehension of the Real in the perspective of the dialectic method in the relation with the society contemporary and the instrument tool of the social service. Social management is a recent topic which was raised in the Brazilian society in the 1990s amidst the tension between the two processes that matk the contemporary reality. One of these processes concerns the globalization of the economy, which commercializes and broadens the segments that act in the social management. The other concerns the late social regulation through the conquest of citizenhood, a democratic lawful State, and challenges of participation in the civil society. This debate is recent in social organizations and in the Academy, which emphasizes the importantce of references that have been systematized and supporting this thematic field. We represented herein the bibliographic review carried out together witrh the Social Service and with other scientific areas as well. This investigative work, based on the Contents Analysis Methodology, gave us a chance to systematize references whcih laid ground for our PhD thesis defended in March of 2005 and named “The Practices of the social management in social organizations – a way to the citizenhood.” Key words – Social management. Como podemos compreender os destinatários e as destinatárias do Serviço Social em seus mundos da vida? Como podemos interpretar adequadamente seus desejos, sonhos, suas situações individuais de vida, os potenciais de sua biografia e também as feridas de sua vida e o sentido específico de seus mundos culturais? Como fazer justiça às suas obstinações sem instrumentalizá-los juntamente com seus mundos subjetivos, sem idealizar aquilo que nos parece estranho neles, que talvez não nos agrade, que nos inquieta e amedronta? Por trás destas perguntas, num primeiro momento, muito concretas e voltadas à práxis, ocultam-se discussões decisivas para o Serviço Social na Alemanha, não apenas sobre seus métodos, mas também sobre sua identidade profissional, seu lugar como disciplina, seu posicionamento sociopolítico e as possibilidades da formação superior. Nestas discussões, jogam um papel importante as metodologias das ciências sociais, métodos compreensivos, assim como relatos etnográficos e entrevistas narrativas, que são analisadas hermeneuticamente em seminários de ensino-aprendizagem do curso.

The present paper aimed at providing a contribution to the debate associated with the policy specificities of the Social Work. Its policy implications in terms of legal foundations and theoretical production were reexamined. As to the assignment of the already mentioned policies to specific targets, the study indicated that, despite the universality of their historical origins, at present, actions are being directed mostly, but not only, to the broader domains of shelter and social life, as measures are being taken towards the generation of income. The main conclusions of the dissertation point to the need to continue the study on the specificities of the Social Work policies so as to broaden the debate over the construction of the meaning of social policy in the contemporary world. This work has as objective to present the main politics of implemented combat to the hunger in Brazil in the period that goes since years 1940, in the government of Getúlio Vargas, until the beginning of the year of 2005, in the government of Luiz Inácio Lula da Silva. For this, it looked for to carry through a previous quarrel on hunger, social politics and citizenship, that it subsidizes, later, a study of the main politics of implemented combat to the hunger in the country. This study it searched to point the main characteristics of these politics, identifying, preliminarily, that conceptions of citizenship – "regulated citizenship", "inverted citizenship" and "universal citizenship" – these politics are associates, besides presenting, specifically, some aspects of the Program Hunger Zero, referring ones to its institucional arrangement, to its structural actions, specific and local and to its institucional canals of participation and social control, during its two first years of implementation. Este artigo busca refletir sobre a capacidade potencializadora que as Políticas Sociais (PS) representam em relação aos arranjos produtivos locais. Integra um projeto de pesquisa em desenvolvimento na Fronteira Noroeste do Rio Grande do Sul – Brasil. Procura situar o debate sobre as PS no Brasil a partir da década de 1990, evidenciando o embate entre um projeto de garantia de direitos e ampliação da cidadania, que emerge das lutas pelo fim do Regime Militar, e um projeto de contenção de direitos e restrição da cidadania, que advém da reestruturação capitalista e da adoção de políticas de recorte neoliberal. Realiza uma reflexão atual sobre o desenvolvimento, com destaque para a trajetória da Fronteira Noroeste. Finalmente, lança algumas inferências sobre a possibilidade que as PS representam para além da compensação das desigualdades e da luta por direitos. Palavras-chave – Políticas sociais. The purpose of this article is to study the changes that have been taking place in the relationship between civil society and the state and the specific manifestation of these changes in the proposals concerning Corporate Social Responsibility. The study is based on the hypothesis that these practices have been contributing to the formation of consensuses that strengthen the hegemony of capital, through the reduction of the role of the State and the strengthening of the private sector in social regulation. This situation indicates changes in the relationship between the State and civil society since Corporate Social Responsibility is manifest as a new proposal for sociability and as a response to expressions of social issues. Finally, the paper identifies that the social services offered through Corporate Social Responsibility programs strengthen the field of voluntary work, of solidarity and of institutions in the third sector, making the role of Social Workers more precarious with repercussions in the sphere of citizenship and for other values and principles that sustain the ethical-political project of this profession. O presente artigo versa sobre o processo de captação de recursos como estratégia para a ampliação de receitas, no âmbito local. Destaca a necessária articulação de múltiplas áreas do saber e a qualificação técnica para elaboração de projetos como elementos centrais ao processo, bem como a construção de indicadores de avaliação. The article presents the Brazilian context since 90’s decade, an implementation period of the economics politics of neoliberal theoretical format, making dynamic the discussion through indicators that demonstrate the social reality, triggering off in the discussion of the relationship among State, market and Civil Society. It is discussed the institutional rearrangement of the social relationships through the “new” organizations which have emerged in the democratic State by the protection of the market’s economy. This article makes a literature review of Social Work about the social question. It refers to the current discussion about the existence of a “new social question”, originated by changes through what the capitalist society is crossed out, since the last thirty years. The text aims demonstrate that besides theses changes, the origin of social question is still the same: the inherent contradiction of the capitalist system and the exploitation of on class over the other. O trabalho aborda as Políticas de Cotas na Universidade do Estado do Rio de Janeiro, partindo-se da premissa que o problema não é apenas o difícil acesso à universidade de oriundos de escolas públicas e afro-descendentes, mas a permanência destes no ensino superior. As análises sobre os significados, as polêmicas, os alcances e os limites do universo de cotas terão por base estudos documentais e bibliográficos, bem como os dados da pesquisa: “As Políticas de Assistência aos estudantes cotistas em andamento na Faculdade de Serviço Social (FSS) junto a alunos de cotas do curso de Serviço Social”. A partir da constituição de um grupo de dez alunos, foi realizada uma oficina-piloto de escuta, debates e troca de experiências sobre as trajetórias destes alunos, procurando analisar as suas dificuldades para entrar e se manter na universidade. Procurou-se, também, conhecer as estratégias que os alunos desenvolvem para tentar driblar os problemas vivenciados. Os dados coletados revelam uma tendência de crescente precarização das condições de ensino e aprendizagem entre os alunos de cotas, no âmbito de um já reconhecido campo de educação com limites e problemas. A Política de Cotas da UERJ esconde, sob o propagado discurso de reversão da histórica dívida para com os afro-descendentes, um perfil populista, pois não prevê e nem dimensiona um efetivo programa de acompanhamento e apoio aos estudantes de cotas. This article aims to discuss the interdiction and the curatorship matters under the Social Service standpoint. The paper focuses on the historic and socially constructed comprehension about mental illness and its causal link with civil and political incapacitation. It also brings reflections about basic concepts related to the civil interdiction process, highlighting the antinomy exclusion/protection inherent to interdiction and curatorship. A trajetória percorrida pela criança, ao longo da história, vem marcada por inúmeras situações de violência, referendadas, muitas vezes, pelo próprio ordenamento jurídico. A partir da Constituição Federal de 1988, no Brasil, a criança adquire o “status” de sujeito de direitos, descortinando-se novo cenário, embasado no reconhecimento de sua condição de pessoa em desenvolvimento e de prioridade absoluta, princípios que têm seu nascedouro na Doutrina da Proteção Integral, em consonância com a Convenção das Nações Unidas sobre os Direitos da Criança. A nova ordem constitucional brasileira, garantidora do princípio da dignidade humana e da Doutrina da Proteção Integral à criança e ao adolescente, estatuída em 1988, passa a exigir a revisão de muitas práticas, consolidadas ao longo do tempo, embasadas no não reconhecimento de direitos à população infanto-juvenil. Entre as inúmeras formas de violência a que a criança e o adolescente são submetidos, privilegia-se a abordagem da violência sexual intrafamiliar, por colocar em risco o direito fundamental à convivência familiar, assegurado à criança e ao adolescente no Artigo 227 da atual Constituição Federal. Busca-se analisar aspectos relativos ao sistema de Justiça Infanto-Juvenil, destino de crianças vítimas de violência sexual intrafamiliar, bem como as principais dificuldades que enfrenta ao tratar dos casos que a ele são submetidos, decorrentes, entre outros fatores, da negação e do segredo que se inserem no fenômeno. Para um melhor desempenho do sistema de Justiça Infanto-Juvenil, quando se vê diante de uma criança vítima de violência sexual intrafamiliar, há que se buscar compreender o fenômeno e trabalhar de forma articulada com profissionais de outras áreas, em especial, do Serviço Social, Saúde e Educação. A equipe interdisciplinar torna-se indispensável para a eficiência da avaliação, do diagnóstico, do acompanhamento e tratamento da vítima e do grupo familiar. A nova ordem constitucional passa a exigir programas de capacitação permanente, a ampliação e o fortalecimento das políticas públicas e da rede de apoio, contemplando-se, inclusive, a abordagem, o atendimento e o tratamento do abusador. Para dar conta de um problema tão complexo e abrangente, as soluções, ao certo, não serão simples e tampouco estarão concentradas nas mãos de um setor isolado da sociedade. Exige-se, indiscutivelmente, a implantação de novas formas de trabalho, embasadas na interdisciplinaridade, a fim de assegurar às crianças e aos adolescentes, vítimas de violência sexual intrafamiliar, a proteção integral que a Constituição Federal de 1988 lhes outorgou. The present essay, written through bibliography research, aims to talk about the capitalistic accumulation pattern crises during the decade of 1970’s, the bourgeoisie strategies to fight again it – through the further process of productive reorganization and the reconfiguration of the State’s role – and the consequences on the citizenship pattern built during the XX century, through a lot of social fights. One of the bourgeoisie reaction’s results to the capitalistic accumulation pattern crises was the increasing process of merchandising of the social rights, now transformed in “services”. Thus, social rights as those present in the health sector, social security sector and education sector suffered large processes of merchandising – and the same happened with the superior system of education, especially in the in development countries. To understand the causes of this overall superior teaching merchandising phenomena is crucial to the comprehension of the singular process of the university system reform in many countries, especially in Brazil. This essay does not aim to talk about the brazilian case, but offer elements to its comprehension – what oblige us to look to the wide world movements related to the university in the post-1970.
