Tributação e as desigualdades regionais na federação: um desafio à efetivação das políticas públicas municipais
The objective of this work is to analyze the Municipal public entity inserted in the federative context of Brazil according to the Federal Constitution of 1988, specifically, with regard to its financial autonomy for concreteness of public policies. Therefore, it was necessary to contextualize it in the 1988 Constitution from the perspective of Fiscal Federalism, considering mainly the fact that Brazil is a country marked by the heterogeneity of cultures, histories and socioeconomic indices and how this can serve as a basis for taxation fair and public policies that well meet the specific demands that each Municipality or region may demand. As a hypothesis to minimize regional inequalities and, concomitantly, the formulation of effective public policies in the political, economic and social aspects, we suggest as a relevant instrument the Public Consortia to be further developed and intensified in the poorest regions of the country served, including, as a means combating regional inequalities.

Guarda compartilhada obrigatória: análise jurídica da nova regra a luz da lei 13.058/2014
Com o objetivo de obter uma melhor compreensão a respeito da guarda compartilhada nos moldes propostos pela lei 13.058/2014, o presente trabalho inicialmente aborda as noções básicas de poder familiar juntamente com o surgimento do instituto da guarda no ordenamento jurídico brasileiro, bem como relaciona os processos legislativos que tornaram vigente o compartilhamento da guarda como modalidade na legislação civilista. As inovações geradas pela lei 13.058/2014 são demonstradas com profundidade diante das substanciais mudanças ocasionadas no instituto da guarda compartilhada, ponderando os aspectos benéficos e maléficos da novel legislação verificados pela análise de referências doutrinárias, das leis pátrias e das opiniões e sensações emitidas por juristas e aplicadores do Direito acerca da nova regra. Neste contexto, finda por abranger a repercussão jurídica constatada mediante os possíveis resultados da aplicabilidade da legislação, principalmente no que tange a obrigatoriedade da modalidade de guarda em estudo e de definições legislativas consideradas imprecisas.
O ambiente de controles internos em uma entidade de ensino sob a influência de programas governamentais
Brazil has witnessed a significant increase of government programs in the last years. They aimed to transform Brazil into a country without poverty, trying to enhance social inclusion and reduce inequality.The National Program for Technical Access Education and Employment (Pronatec), it is the subject of this research. It aims to expand and democratize courses offers for Vocational and Technological Education (EPT) to the Brazilian population, especially to promote the training of young people based on the foregoing throughout a series of programs , projects , technical and financial assistance measures. The courses have been funded by the Federal Government and have been offered free of charge by Institutions of the Federal Vocational Education , Science and Technology ‘s Network, likewise from the State , District and Municipal ‘s networks, vocational and technological education. It is also offer by S Institutions from the S System, including Senac São Paulo, object of this study. Throughout a scholarship “ Bolsa-Formação” Senac São Paulo has received transfers from the National Department due to the execution of hours which requires an internal control in compliance with a proper management, accounting and financial transfers. The aim of this study was to determine whether there were impacts on the management of the internal control at Senac São Paulo for the offer of the Scholarship Exchange Training “ Bolsa-Formacao under the Pronatec and accordingly a case study was conducted. Data collection was done through interviews with managers involved in the operation of Pronatec , reading documents such as management and audit reports. For data analysis, we used the technique of content analysis. The results of this research permitted to make some inferences about the Pronatec offer at Senac São Paulo. There have been changes regarding the internal control practices. The “FIC” and technical courses offers in Senac São Paulo demanded differentiation of internal controls involving mainly the cost of student assistance, inputs required for participation in the courses of the Scholarship Exchange Training and performed hourly load control.

Reputação corporativa e seus construtos formativos: implicações para a gestão e vantagem competitiva
Corporate reputation has been considered as a resource that can represent a source of value for corporations, given the resources based view perspective. How to define and how to characterize corporate reputation have deserved attention from several authors throughout the last years. It s measurement hasn t been reaching a common-sense and the attributes that have been used for measuring are not always straightforward and useful to the managerial head of corporations in the light of managing this valuable resource. The proposal of this study was to define corporate reputation and to understand how it is built and further study its relation to the performance of corporations. Through theory revision it was decided to use the concept definition based on the theoretical approach of social expectation that uses formative indicators for its measurement. This choice is based, among other reasons, on the possibility to more directly manage variables that represent the concept and hence assist with the achievement of performance derived from reputation, as it is pointed out on the theory of strategy and finance, among others. The development of the study went through a deciding phase, when a scale for construct measuring was created that would fit to the Brazilian cultural reality. Previous research from the author showed that scales developed in other countries present difficulties for the interviewed understanding. Further, these scales present indicators that are distant from the Brazilian sociocultural reality. For this, the following methods where used: systematic revision of the literature, research of qualitative data in four focal groups, field surveys involving 3 successive samples with 379 subjects, and statistics treatment of data collected by the field survey. The second step of the study counted with 1,025 answers from employees from 12 surveyed companies and counted with 1,114 answers from clients from these companies. The surveyed companies are the food companies, the automobile assembler companies, hospitals, colleges and passenger airliner. Data was statistically treated by using the software SPSS. With this software factorial and correlation analysis were performed. Data was also treated by applying structural equations modeling techniques under the method of the partial least squared (PLS), as formative indicators have been used. For this latter treatment the software SmartPLS was used. In this phase of the study an adequate structural model built on formative indicators was obtained. It is concluded that the developed scale is a feasible alternative to the currently available scale. Further, its advantage is that it is built on formative indicators of the corporate reputation. These formative indicators are useful for the managerial head, as they indicate the strategic points of their actuation for construction and maintenance of the corporate reputation. It could be concluded that corporate communication and organizational identification are critical factors for the formation of corporate reputation. It could be also concluded that corporate reputation is a resource, which the corporate performance can take advantage from.
A aprendizagem grupal na implementação de um Sistema ERP : estudo de caso em uma empresa de serviços públicos no Estado de São Paulo
This research has the main objective of describing how the Group Learning behaviors occurred during the implementation of the ERP system. As a consequence, three specific objectives were defined: 1. Identify the group learning behaviors of teams that participated in the implementation of an ERP system; 2. Describe how the Group Learning behaviors occurred in the context of implementing the ERP system; 3. Identify the influences of the context in the group learning of the teams that participated in the implementation of an ERP. The type of research was qualitative and the nature was the exploratory and descriptive with the case study strategy. Twelve employees participated in the survey, of which eight were members of the teams and four leaders who integrated ERP implementation teams into a public services company in the State of São Paulo. Data collection was done through semi-structured interviews, a focus group and internal documents of the Company studied. The results indicate that the teams reported all the behaviors of group learning identified in the literature and the leaders did not report the behaviors: co-construction of meaning, communication of errors, reflection on results. Leaders also did not report Exploration behavior from different perspectives in the subcategory: consulting perspective and Sharing behavior in subcategories: outside areas, consulting, between teams, between leaders and on the job. The following group learning behavior without echo in the literature: Planning need, Interaction, Communication, Systemic vision, Diversity, Involvement, Proactivity for learning and Maturity were identified. The following aspects of the context that influenced the group learning behaviors were identified: Project Infrastructure, Leadership Support, Psychological Safety and Process view. The study brings contributions to the academic community and to the business world.
O papel dos riscos na relação entre compras internacionais e desempenho em empresas dos setores de equipamentos de energia e eletroeletrônicos
The globalization context stimulates many companies to search for new ways to obtain competitive advantage though International Purchasing. Nevertheless, in the global scope of Supply Chain operations, the complexity growth of financial and resources flows have increased the risks related to International Purchasing activities. The use of Risk Management tools for International Supply Chain together with a more strategic view of the Purchasing role for better understanding of the main steps for International Purchasing Cycle can be decisive for one company performance. This study aims to verify how the presence of risk can mediate the relation between International Purchasing and Perceived Performance in the energy and electric/electronics sectors in Brazil. In recent years, ABINEE, association which represents these sectors, has demonstrated growing concern about international crisis repercussion in exportation volume and importation growth. The research was developed in 02 steps. Initially, it was done one exploratory research based on depth interviews with Purchasing or Sourcing Managers which were analyzed using semantic content for an initial view of the risks perception and main ways to manage them. Further, it was done a descriptive research using quantitative method to analyze the simultaneous relation among the constructs based on 149 questionnaires obtained from network professional contacts in the relationship site Linkedin using Factor Analysis and Structural Equation Modeling. The hypothesis which the risks, solely, mediate the relationship with performance was not validated. The results validated the hypothesis which indicates the bigger the likelihood of risks occurrence, the more effective the International Purchasing Management must be and also validated the hypothesis indicating that an effective International Purchasing Management can have positive impact in the Company Performance. The contributions of this study are relevant to the national context of both academic and practical aspects to add the risks for an effective International Purchasing Management in the energy, electric/electronic sectors, which are still dependent on foreign technology.
Currículo, expectativas de ensino e aprendizagem e necessidades formativas de professores
This research deals with the importance of the curriculum organized in Expectations of Teaching and Learning together with a school unit in the city of Araraquara (SP). Thus, it discusses how this type of curriculum is structured, what its difficulties of operationalization and the viable ways for it to take place, in order to contemplate the whole student, without losing the cultural and multicultural baggage brought by each individual when inserting in the school environment. In order to identify these difficulties and contribute to the coping and overcoming of these difficulties, it is this research of a qualitative nature, constituted from the collaborative perspective, assuming as strategy the constitution of a collaborative working group. When observing, in field work, the way in which this curriculum is linked to pedagogical practices, considering their needs and foundations, the research proposes to dialogue with a group of teachers from the 1st to 5th year of elementary school, active in the career, Investigating their formations and perspectives. Adopting as theoretical references studies that address the new trends in teacher education, the curriculum conception organized by Expectations of Teaching and Learning and collaborative research, we analyze the contributions regarding the training needs of teachers for the development of a curriculum organized in Expectations of Teaching and learning. For this reason, we have put together a group formed by 15 teachers of the early years of elementary education. Throughout the first half of 2016 were developed 15 weekly meetings, with activities that are logged, recorded and transcribed. Several written records were made by the participating teachers. Both the recordings as records were documented. The written activities, attendance lists of teachers in HTPCs and texts were stored in a portfolio. It should be noted that the group brought contributions to overcome difficulties encountered in relation to the operationalization of a curriculum by expectations of teaching and learning as well as for the professional development of teachers. n the present study, the time we did not enough and we believe that it would take other collective moments, mainly for the learning of teachers regarding the new model proposed Work Plan of faculty for interdisciplinary local public schools in Araraquara. Despite this, the group held a meaningful work and configured itself as an excellent proposal for a professional development program based on the theorization of practice experienced by the teachers. The bibliographical research also reveals that the studies in this respect are little developed, in spite of its extreme need.
Otimização de multidões em jogos digitais utilizando CUDA
The history of digital games shows, since the beginning, games which uses many types of enemy models to confront and many types of characters to control, like Real-Time Strategy games, for example. These huge amount of models into an important scene are called crowds. The crowds needs a high computer performance and specific algorithms in their interaction control to avoid immersion loss into a game by problems which may happen if the crowds are not treated accordingly. With the popularization of graphic board languages like NVIDIA CUDA, new algorithms were created to easily increase the performance of crowds in digital games and their overwhelming superiority compared to the methods used in linear programming were proved in many researches. The goal of this work is to use these GPU techniques as base to implement a new API using CUDA language that will present better performance and simplicity compared to the others algorithms on the area of crowds in digital games. After the project conclusion, the created API turned easier the crowd treatment to digital game developers using Unity3D integrated with API TBX, that now only need to include a DLL in the project instead creating na algorithm for crowd treatment from the beginning, which takes a huge amount of time from development.
Busca e compartilhamento de recursos multimídia em redes sociais ontológicas
The new Information and Communication Technologies (ICT) are making the relationship between people more dynamic, establishing new ways of sharing Information and Knowledge. These new relationships allow us to build Social Networks with purposes of information sharing, experiences and multimedia resources, such as Facebook, Twitter, WhatsApp, LinkedIn, Instagram, Researchgate, Mendeley,and so on, specific for services offering such as transportation (Uber, Cabify, EasyGo), accommodation (Airbnb, HouseTrip), personal assistants (Google Now), among other types of applications. For this sharing process to be efficiently performed, those resources must be sought, found and integrated based on the meaning they store, taking into account the particularities of user-defined meanings. This knowledge must be processed and represented in a way that allows the integration in a uniform, automatic and safe way, with meanings being negotiated among users. This Thesis presents a model of Information and Knowledge Sharing and Knowledge between peers through a point-to-point negotiation using Ontological Alignment established by means of an inter-language, created based on the WKI method. This method is integrated into the WProfile collaborative platform, enabling environment users to manage the knowledge of their local multimedia repository. An ontological social network is established from the interaction between the environment users , in which social bonds are created from the semantic interlanguage between the local ontologies, aligning the common meanings between peers.
Favela Nova Jaguaré: urbanização e regularização
A regularização fundiária e a urbanização de favelas são políticas públicas complementares, e parte de um processo articulado que visa a integração dos assentamentos precários à cidade formal. Defende-se que ambos os conceitos são indissociáveis, tendo em vista que a regularização plena engloba necessariamente as dimensões jurídica, física, social e ambiental. No Brasil, a partir da década de 1980, inicia-se o desenvolvimento de políticas públicas relacionadas aos processos de urbanização de assentamentos precários, no âmbito da arquitetura e urbanismo, e aos instrumentos de garantia de posse da terra, no âmbito do direito. Contudo, apesar de ambos os processos serem parte do esforço multidisciplinar de voltar o olhar para a realidade previamente estabelecida e, a partir dela, criar melhores condições de vida para a população, percebe-se que, em geral, regularização e urbanização são processos dissociados. Nesse contexto, o presente trabalho tem por objetivo analisar os processos de urbanização e regularização fundiária ocorrido na Favela Nova Jaguaré entre 2006 e 2015, realizado pela Secretaria Municipal de Habitação de São Paulo, à luz do Programa de Urbanização de Favelas, do Programa de Metas 2013-2016, da Lei Federal nº 11.977/09 e da Medida Provisória n° 2.220/01. A partir da pesquisa empírica, evidenciou-se que o processo de regularização fundiária da área, o qual culminou na outorga de 3,5 mil títulos de Concessão Especial para fins de Moradia (CUEM) e Concessão de Direito Real de Uso (CDRU), não foi efetivamente concluído, visto que o registro no cartório não foi efetivado. As questões identificadas apontam para a necessidade de que a base fundiária seja amplamente analisada e discutida como diretriz inicial no desenvolvimento de projetos para que se alcance a maior efetividade das ações de regularização.

O impacto da divulgação de informações do resultado operacional para o nível de supervisão e gerência de lojas sobre o desempenho de uma rede varejista
Purpose: Given the continuous focus on sales growth in retail organizations, stores performance information do not use to be shared with regional and store managers, who have substantial influence on the business performance. This study investigates the effects of the Profit and Loss (P&L) report dissemination to these managers in a retail organization, since it is expected that through this type of information managers can better align their efforts to enhance the organizational performance. Design/methodology/approach: A field work was carried out at the company under study. Trainings were held on the most relevant aspects to the company's performance and on the importance of the P&L for monitoring the stores performance. The reports dissemination to the managers took place on a monthly basis ever since. In order to evaluate the information sharing effects, a survey was conducted in an attempt to understand the professionals' perception about the new practice to add to the results of the KPIs evaluated. The performance of the indicators was measured by applying the Wilcoxon test on their means before and after the reports dissemination. Findings: The main results show that among the five indicators evaluated, three presented performance increase. Although it is not possible to state a causality relationship, there is evidence that the information exerted influence on the behavior of the professionals, since actions were observed to improve the KPIs evaluated after the dissemination of the P&L reports. Practical implications: Retail companies can benefit from the operational income information sharing and trainings to their regional and store managers, since these practices could provide greater alignment among the management levels, which will consistently reinforce the awareness for more efficient sales and cost control of the operations.
Um jogo educativo para inclusão de crianças com TEA (transtorno do espectro do autismo)
Os jogos digitais vêm sendo muito explorados no nosso cotidiano, não só como uso recreativo, mas também como recursos de aprendizagem, moldando assim a educação através do uso da tecnologia, muito além de somente entretenimento. O presente trabalho buscou criar um jogo tecnológico educativo e que pudesse desenvolver as habilidades sociais e cognitivas de crianças entre 6 e 9 anos com Transtorno do Espectro do Autismo. Foi desenvolvido um jogo chamado Mr. Pizza Comida, baseado na terapia ABA (Applied Behavior Analysis) com profissionais da área da saúde, os quais deram sugestões de aprimoramentos.
