Assiste-se, contudo, a uma inadmissível pressão sobre Magistrados judiciais e do M.P., querendo responsabilizá-los dum Portugal corrupto. Como se a legislação em vigor não fizesse tudo – há que dizê-lo duma vez por todas – para que ocorram prescrições em série. Abstract: We are witnessing, however, an unacceptable pressure on judicial magistrates and prosecutors, wanting to blame them of a corrupt Portugal. Afinal, ficamos a saber que a austeridade, tantas vezes chumbada no Tribunal Constitucional, era uma estratégia para investir na Investigação, Ciência e Inovação europeias! É uma boa altura para aumentar, de modo justo e proporcional, todos os orçamentos de todas as universidades e politécnicos portugueses, os quais têm relações privilegiadas com África, Brasil e parte da Ásia, uma evidente mais-valia para a União Europeia! Abstract: After all, we learn that the austerity so often sinker in the Constitutional Court, was a strategy to invest in Research, Science and European Innovation! It is a good time to increase, fair and proportionate manner, all the budgets of all Portuguese universities and polytechnics, which have a special relationship with Africa, Brazil and parts of Asia, an asset apparent to the European Union!

“Portugal, país de brandos costumes”?
Será? Um pouco da sua história e já no Séc. XX. Vamos, por momentos, esquecer as milhares de guerras que tivemos antes, a tortura pública ou a inquisição ou até alguns massacres e genocídios que fizemos aquando das chamadas descobertas. Em alguns casos, pois os portugueses foram bem mais brandos do que outros “descobridores”, é certo, misturando-se inclusive com os nativos. Os Portugueses, “esse Povo de brandos costumes…”. Abstract: Will be? A little of its history and in the century. XX. Let's for a moment forget the thousands of wars we had before, public torture or inquisition or even some massacres and genocides we did during the calls findings. Adopcion del cuadro de mando integral en organizaciones portuguesas: factores relativos a los sistemas de informacion y gestion
Este artículo tiene como objetivo identificar y analizar un conjunto de variables relativas a los sistemas de información y gestión que pueden potencialmente influir en la implementación, en organizaciones públicas y privadas portuguesas, del sistema de gestión estratégica designado Cuadro de Mando Integral (CMI). Se ha definido un conjunto de hipótesis de investigación y para comprobar empíricamente las hipótesis formuladas hemos recurrido a los datos obtenidos mediante la aplicación de un cuestionario postal a 591 organizaciones públicas y 549 organizaciones privadas portuguesas, con una tasa de respuesta total del 31,3%. Los resultados han permitido obtener evidencia empírica que confirma la asociación entre la implementación del CMI: y la importancia atribuida a medidas no financieras; y la vinculación a un sistema de incentivos y recompensas; y la existencia de un proceso presupuestario.

A valorização das heranças culturais através do design
A presente investigação versa a ligação do design às heranças culturais. Num período em que as fronteiras se vão de certa forma dissolvendo, há, por um lado, um maior risco de perdas de identidades e tradições, mas também, por outro lado um maior interesse pela procura dessas mesmas identidades. Tenta-se, com esta investigação, perceber se a ligação do design às heranças culturais e vice-versa poderá trazer mais valias para ambos. Isto é, o design como mediador entre as heranças culturais e as pessoas, fomentando o interesse do público pelas tradições e legado cultural, valorizando o conhecimento, conservação e preservação dos mesmos. Procura-se, também, perceber se o design poderá aproveitar esta aproximação como uma força potenciadora para se impor e prosperar, tanto no mercado nacional como no internacional. Se o design português precisa de algo único, como a cultura portuguesa, também as heranças culturais precisam de ser vistas por um novo prisma, e aqui é proposto entrar o design. Baseada na critica literária e casos de estudo, tanto nacionais como internacionais, respondeu-se às perguntas colocadas no inicio da dissertação. Foi também criado o projeto Da Panela de modo a provar as respostas afirmativas às mesmas questões. O projeto Da Panela propõe uma reflexão sobre o panorama gastronómico minhoto, evocando a sua memória e conhecimento, numa colaboração entre design e gastronomia para a criação de novos produtos que pretendeu revitalizar uma região e uma tradição, dando-lhe novas interpretações e formas, que promovam o conhecimento e valorizem os seus recursos. Um projeto que transpôs esta herança tão tradicional para os dias de hoje, possibilitando novas experiências e novos usos, aplicados ao contexto e necessidades atuais.

25 de Abril para sempre? "Fascismo" nunca mais?
Nem está garantido que o “25 de Abril seja para sempre”. O mais certo é que não esteja. Nem está assegurado, qual verdade ontológica, que não haverá mais “fascismo” ou um outro “Estado Novo de inspiração fascista”, como alguns preferem descrever o período histórico vivido em Portugal entre 1933 (com raízes em 1928 após eleição de Óscar Carmona) e o 25 de Abril de 1974. O mais certo é que surjam novos tipos de “fascismo”. § Abstract: Neither is guaranteed that the "April 25th is forever." Most likely it is not. Neither is assured, what ontological truth, there will be no more "fascism" or another "New State of fascist inspiration," as some prefer to describe the historical period lived in Portugal between 1933 (with roots in 1928 after Óscar Carmona Election) and April 25, 1974. most likely there are new types of "fascism."

Trata-se de tese com especial qualidade e muito útil ao leitor profissional e especializado das Ciências Jurídico-Criminais e portanto Constitucionais. Ou não fossem as garantias criminais o núcleo fundamental dos espaços e tempos de Direito, da democracia social: art. 32º/10 da Constituição da República Portuguesa: “10. Nos processos de contra-ordenação, bem como em quaisquer processos sancionatórios, são assegurados ao arguido os direitos de audiência e defesa.”; Abstract: The Master's thesis entitled "Prohibition of Reformatio in pejus: the legal proceedings in the criminal procedural law and the law relating to offenses", is one of them. It thesis with special quality and very useful to the professional and skilled reader of Legal and Criminal Sciences and therefore constitutional. Exploring the interdisciplinary process in design education
The work presented herein follows an ongoing research that aims to analyze methodological practices to be applied in Design Education. A reflection about methodological strategies in Design Education and the function of drawing in Design represents the beginning of this study. Then, we developed an interdisciplinary pedagogical experience with the Graphic Design 1st grade students from our institution (IPCA). In the current academic year, 2013/2014, we continue to evolve this project, introducing changes in the initial proposal. Major alterations focused on the aspects that could be strengthened in terms of interdisciplinarity. In this article, the authors describe those changes and discuss the outcomes of the novel proposal. As we have already reported, this investigation follows a reflection about working methods to be adopted in Design Education. This is in accordance with other previously published works that purpose the enlargement of Design into new knowledge fields such as Experience or Service Design, changing not only the role of the graphic designer, but also the skills required to be a professional designer (Alain Findelli, 2001), (Brian Lawson, 2006), (Ciampa-Brewer, 2010). Furthermore, concepts such as cooperation or multidisciplinary design, amongst others, have been frequently debated as design teaching strategies (Heller and Talarico, 2011, pp. 82-85). These educational approaches also have an impact on our research. The analysis of all these authors’ contributions together with a reflection on our teaching practice allowed us to propose an improved interdisciplinary intervention.
O processo diferenciador de criação na gestão de destinos turísticos
À semelhança de outros sectores emergentes numa economia moderna, o turismo é uma indústria dinâmica e em constante mudança. Desta forma, o processo de criação assume-se como um dos fatores críticos no seu desenvolvimento, tanto a nível global como regional. O trabalho de reflexão aqui proposto reúne e sistematiza os principais aspetos inerentes ao processo de criação numa ótica de turismo, em específico no que concerne à gestão de destinos turísticos. Pretende-se também proporcionar uma melhor compreensão no que diz respeito à essência do empreendedorismo e do processo criativo, em termos de fundamentos teóricos e implicações práticas
Análise da dinâmica de criação em contexto de destinos turísticos
The triggering process and the entrepreneurship have been gradually gaining ground in the academic community as a field of study. However, the interpretations surrounding fragmented and continue without a universal definition. This reflection seeks to gather and present the main aspects related to entrepreneurship and dissect the process through a framework known as 4-P framework: pioneer (in which the entrepreneur is an innovator and champion of innovation), perspective (showing the entrepreneurial spirit), practice (as a symbol of entrepreneurial activities) and performance (indicating the outcome or results of operations and entrepreneurial activities). The study has as purpose to provide a better understanding regarding the essence of entrepreneurship: theoretical and practical implications (Ma & Tan, 2006).
An approach on place attachment, involvement and behavioural intentions in cross-border tourist regions
This study aims at gaining a deeper understanding of customer profiling and behaviour in cross-border tourism destinations. The study is developed under a niche marketing perspective. It is our view that niche marketing is not confined to the limits of national markets. Previous studies suggest that cross-border regions are an attractive notion, yet they require further theoretical and empirical research. There is still a gap in the understanding of destination management in cross-border regions and the customer profile and motivations. Overall this research attempts to produce a deeper understanding of the profile and behaviour of consumers in tourism settings, addressing the predisposition for the destination in specific contexts (cross-border tourism regions).
The strategic management of creation process and of change: a theoretical contribute from the perspective of tourism
The entrepreneurship and innovation have been gradually gaining ground in the academic community as a field of study. However, the interpretations surrounding fragmented, without a univocal definition. In last decades, tourism has received greater attention from researchers in various sciences, varying only by the different emphases considered: economic, social, cultural and environmental. As other emerging sectors in a modern economy, tourism is a dynamic and ever-changing industry. The study has as purpose to provide a better understanding regarding the essence of entrepreneurship: theoretical and practical implications from the perspective of tourism. Regarding the methodology used here, this is a conceptual paper with a literature review that brings together the major components of entrepreneurship and its implications tourist perspective and conceptual model of the dynamic nature of the Triggering Process and innovation (e.g. iTravey, Interactive Stores, Tourist Transportable Tower).
Towards a model for the measurement of data quality in websites
Websites are, nowadays, the face of institutions, but they are often neglected, especially when it comes to contents. In the present paper, we put forth an investigation work whose final goal is the development of a model for the measurement of data quality in institutional websites for health units. To that end, we have carried out a bibliographic review of the available approaches for the evaluation of website content quality, in order to identify the most recurrent dimensions and the attributes, and we are currently carrying out a Delphi Method process, presently in its second stage, with the purpose of reaching an adequate set of attributes for the measurement of content quality.

An empirical assessment of customer satisfaction and quality of servisse: Comparing Servqual and Servperf
This paper assesses the validity and reliability of two instruments measuring quality of service, the SERVPERF and SERVQUAL scales, replicated in a novel cultural settings, a Portuguese energy company. To provide insights and strategies for managerial intervention, a relation between customers’ satisfaction and quality of service is established. The empirical study suggests a superior convergent and predictive validity of SERVPERF scale to measure quality of service in this settings when comparing to SERVQUAL. The main differences of this study with previous ones, are that this one resorts on a confirmatory factor analysis, the validation of the instruments is performed by using the same measures suggested by their creators and extends the line of research to a novel cultural settings, a Portuguese energy company. Concerning the relationship between service quality and customers’ satisfaction, all of the quality of service attributes correlate almost equally to the satisfaction ones, with a lower weight concerning tangibles.

Application to quantify fetal lung branching on rat explant
Recently, regulating mechanisms of branching morphogenesis of fetal lung rat explants have been an essential tool for molecular research. The development of accurate and reliable segmentation techniques may be essential to improve research outcomes. This work presents an image processing method to measure the perimeter and area of lung branches on fetal rat explants. The algorithm starts by reducing the noise corrupting the image with a pre-processing stage. The outcome is input to a watershed operation that automatically segments the image into primitive regions. Then, an image pixel is selected within the lung explant epithelial, allowing a region growing between neighbouring watershed regions. This growing process is controlled by a statistical distribution of each region. When compared with manual segmentation, the results show the same tendency for lung development. High similarities were harder to obtain in the last two days of culture, due to the increased number of peripheral airway buds and complexity of lung architecture. However, using semiautomatic measurements, the standard deviation was lower and the results between independent researchers were more coherent.

Automatic modeling of pectus excavatum corrective prosthesis using artificial neural networks
Pectus excavatum is the most common deformity of the thorax. Pre-operative diagnosis usually includes Computed Tomography (CT) to successfully employ a thoracic prosthesis for anterior chest wall remodeling. Aiming at the elimination of radiation exposure, this paper presents a novel methodology for the replacement of CT by a 3D laser scanner (radiation-free) for prosthesis modeling. The complete elimination of CT is based on an accurate determination of ribs position and prosthesis placement region through skin surface points. The developed solution resorts to a normalized and combined outcome of an artificial neural network (ANN) set. Each ANN model was trained with data vectors from 165 male patients and using soft tissue thicknesses (STT) comprising information from the skin and rib cage (automatically determined by image processing algorithms). Tests revealed that ribs position for prosthesis placement and modeling can be estimated with an average error of 5.0 ± 3.6 mm. One also showed that the ANN performance can be improved by introducing a manually determined initial STT value in the ANN normalization procedure (average error of 2.82 ± 0.76 mm). Such error range is well below current prosthesis manual modeling (approximately 11 mm), which can provide a valuable and radiation-free procedure for prosthesis personalization.
