O Balanced Scorecard como Ferramenta de Gestão Estratégica em Organizações Públicas e Sem Fins Lucrativos

La búsqueda de la racionalización en la gestión de los recursos públicos y la necesidad de mejorar la calidad de los servicios prestados, aspectos asociados al modelo de “nueva gestión pública”, han motivado la aplicación en las entidades públicas de conceptos y prácticas desarrollados y utilizados previamente en el ámbito privado. En este sentido, varias entidades públicas y sin ánimo de lucro han manifestado particular interés en la implementación del Balanced Scorecard (BSC). La presente comunicación tiene como objetivo proporcionar algunas ideas acerca de la importancia, las características y las necesarias adaptaciones del BSC para su aplicación a organizaciones públicas y sin ánimo de lucro, presentando diversos estudios y casos de su aplicación en las mismas en diferentes países.

Models for the Reverse Engineering of Java/Swing Applications

Abstract. Interest in design and development of graphical user interface (GUIs) is growing in the last few years. However, correctness of GUI's code is essential to the correct execution of the overall software. Models can help in the evaluation of interactive applications by allowing designers to concentrate on its more important aspects. Neste trabalho pretende-se combinar a programação funcional com programação estratégica, code slicing e modelos com semântica formal na tentativa de fortalecer a tese de que a aplicação destas metodologias e tecnologias no processo de engenharia reversa de sistemas interactivos permite melhorar significativamente o grau de flexibilidade e suporte à manutenção e evolução do sistema.

A Gestão Estratégica de Custos em Grandes Empresas Portuguesas

Ao longo dos tempos têm-se registado transformações importantes nas organizações, derivadas das inovações tecnológicas, da globalização e das mudanças ocorridas no comportamento dos consumidores. Para sobreviver neste ambiente cada vez mais dinâmico e competitivo é fundamental a Gestão Estratégica de Custos (GEC) que deverá ser encarada como um processo de mudança em termos estruturais, comportamentais e culturais, na procura da melhoria contínua e na criação de valor para o cliente. Assim, no sentido de averiguarmos se as empresas portuguesas estão a gerir estrategicamente os seus custos e se integram esta gestão com outras ferramentas tão em voga nos dias de hoje, nomeadamente com o Balanced Scorecard (BSC), enviamos um questionário às 250 maiores empresas portuguesas. Os resultados revelam que as empresas portuguesas preocupam-se com a GEC e que embora nem todas as empresas integrem o seu sistema de cálculo de custos com o BSC classificam-no como um pilar fundamental da GEC.

A Influência da Dimensão Organizacional e da Internacionalização na Implementação do Balanced Scorecard em Portugal

O forte reconhecimento do Balanced Scorecard (BSC), no mundo académico e no mundo empresarial, permite-nos classificá-lo como uma das mais poderosas ferramentas de Contabilidade de Gestão Estratégica. Neste sentido, desenvolvemos um estudo empírico, consubstanciado num questionário, aplicado às 250 maiores empresas portuguesas, com o objectivo de averiguar qual o nível de conhecimento e utilização do BSC em Portugal. As principais conclusões retiradas foram que apesar da maioria dos inquiridos conhecer o BSC, a sua utilização em Portugal ainda é reduzida e recente. À semelhança do registado em outros países, o BSC em Portugal ainda está numa fase inicial. O estudo revelou também que são essencialmente as empresas pertencentes ao sector secundário que mais utilizam o BSC. Não obstante, ao contrário de outros estudos, não obtivemos evidência empírica sobre a influência de variáveis como a localização geográfica, dimensão e internacionalização na utilização e conhecimento do BSC em Portugal.

The Knowledge and Use of the Balanced Scorecard in Portugal: Empirical Evidence of the 250 Largest Companies

Balanced Scorecard (BSC) is recognized, both in the academic and business world, as one of the most powerful strategic management accounting tools. Thus, we launched in October 2004 a questionnaire survey applied to the 250 largest Portuguese companies aiming at observing the knowledge, use, and companies’ characteristics which are adopting this management instrument. Despite the majority of the companies inquired recognize BSC more as a strategic management tool than a performance valuation system, the results show that there is still a reduced and recent utilization of BSC in Portugal. Similarly to other countries Portugal is still in the initial state of BSC utilization. Our work has shown that the companies that use more BSC belong mainly to the secondary sector of industry. Nevertheless, unlike other studies, we did not get empirical evidence on the influence of variables such as geographical localization, dimension and internationalization, in the use and knowledge of BSC in Portugal.

Os Custos da Qualidade: Estudo de Casos de Empresas Portuguesas

Desde sempre que as empresas se preocuparam com a satisfação dos seus clientes apostando na qualidade dos produtos e serviços prestados. A própria contabilidade deverá proporcionar informações que auxiliem a tomada de decisões a este nível, não se limitando única e exclusivamente à quantificação dos chamados custos da qualidade. Assim, a problemática da contabilização e classificação dos custos da qualidade tem sido objecto de estudo ao longo dos anos, no sentido de se proporem alternativas de tratamento contabilístico, já que os sistemas contabilísticos tradicionais são considerados insuficientes no fornecimento de informação relevante neste âmbito. Face ao exposto, a Contabilidade de Custos e de Gestão tem vindo a assumir um papel crucial no fornecimento das referidas informações. Neste contexto, este trabalho tem por objectivo avaliar a importância atribuída pelos gestores das empresas à implementação de sistemas de custos da qualidade e à necessária reestruturação dos sistemas contabilísticos nelas vigente. Para tal, apresentamos três casos de empresas portuguesas com um comportamento distinto ao nível do tratamento e contabilização dos custos da qualidade.

Utilização e Conhecimento do Balanced Scorecard em Portugal: Uma Análise Exploratória

O Balanced Scorecard (BSC) aparece no panorama empresarial como uma poderosa ferramenta para enfrentar a forte concorrência. Tal constatação coloca a questão de sabermos se as empresas portuguesas estão a acompanhar esta evolução. Assim, no sentido de averiguarmos se conhecem e estão a adoptar o BSC, quais as principais motivações para a sua aplicação e como está a ser implementado, enviamos um questionário às 250 maiores empresas portuguesas. Os resultados revelam que embora exista um conhecimento elevado e correcto sobre esta ferramenta, a taxa de utilização é baixa e muito recente.

Program slicing by calculation

Program slicing is a well known family of techniques used to identify code fragments which depend on or are depended upon specific program entities. They are particularly useful in the areas of reverse engineering, program understanding, testing and software maintenance. Most slicing methods, usually oriented towards the imperative or object paradigms, are based on some sort of graph structure representing program dependencies. Slicing techniques amount, therefore, to (sophisticated) graph transversal algorithms. This paper proposes a completely different approach to the slicing problem for functional programs. Instead of extracting program information to build an underlying dependencies’ structure, we resort to standard program calculation strategies, based on the so-called Bird-Meertens formalism. The slicing criterion is specified either as a projection or a hiding function which, once composed with the original program, leads to the identification of the intended slice. Going through a number of examples, the paper suggests this approach may be an interesting, even if not completely general, alternative to slicing functional programs

On the discovery of business processes orchestration patterns

COORDINSPECTOR is a Software Tool aiming at extracting the coordination layer of a software system. Such a reverse engineering process provides a clear view of the actually invoked services as well as the logic behind such invocations. The analysis process is based on program slicing techniques and the generation of, System Dependence Graphs and Coordination Dependence Graphs. The tool analyzes Common Intermediate Language (CIL), the native language of the Microsoft .Net Framework, thus making suitable for processing systems developed in any .Net Framework compilable language. COORDINSPECTOR generates graphical representations of the coordination layer together with business process orchestrations specified in WSBPEL 2.0

Identifying clones in functional programs for refactoring

Thoracic wall reconstruction using ultrasound images to model/bend the thoracic prosthesis for correction of pectus excavatum

Pectus excavatum is the most common congenital deformity of the anterior thoracic wall. The surgical correction of such deformity, using Nuss procedure, consists in the placement of a personalized convex prosthesis into sub-sternal position to correct the deformity. The aim of this work is the CT-scan substitution by ultrasound imaging for the pre-operative diagnosis and pre-modeling of the prosthesis, in order to avoid patient radiation exposure. To accomplish this, ultrasound images are acquired along an axial plane, followed by a rigid registration method to obtain the spatial transformation between subsequent images. These images are overlapped to reconstruct an axial plane equivalent to a CT-slice. A phantom was used to conduct preliminary experiments and the achieved results were compared with the corresponding CT-data, showing that the proposed methodology can be capable to create a valid approximation of the anterior thoracic wall, which can be used to model/bend the prosthesis

Automatic segmentation and 3D feature extraction of protein aggregates in Caenorhabditis Elegans

In the last years, it has become increasingly clear that neurodegenerative diseases involve protein aggregation, a process often used as disease progression readout and to develop therapeutic strategies. This work presents an image processing tool to automatic segment, classify and quantify these aggregates and the whole 3D body of the nematode Caenorhabditis Elegans. A total of 150 data set images, containing different slices, were captured with a confocal microscope from animals of distinct genetic conditions. Because of the animals’ transparency, most of the slices pixels appeared dark, hampering their body volume direct reconstruction. Therefore, for each data set, all slices were stacked in one single 2D image in order to determine a volume approximation. The gradient of this image was input to an anisotropic diffusion algorithm that uses the Tukey’s biweight as edge-stopping function. The image histogram median of this outcome was used to dynamically determine a thresholding level, which allows the determination of a smoothed exterior contour of the worm and the medial axis of the worm body from thinning its skeleton. Based on this exterior contour diameter and the medial animal axis, random 3D points were then calculated to produce a volume mesh approximation. The protein aggregations were subsequently segmented based on an iso-value and blended with the resulting volume mesh. The results obtained were consistent with qualitative observations in literature, allowing non-biased, reliable and high throughput protein aggregates quantification. Variations of the soft tissue thicknesses external to the ribs in Pectus Excavatum patients

Background: Surgical repair of pectus excavatum (PE) has become more popular due to improvements in the minimally invasive Nuss procedure. The pre-surgical assessment of PE patients requires Computerized Tomography (CT), as the malformation characteristics vary from patient to patient. Objective: This work aims to characterize soft tissue thickness (STT) external to the ribs among PE patients. It also presents a comparative analysis between the anterior chest wall surface before and after surgical correction. Methods: Through surrounding tissue segmentation in CT data, STT values were calculated at different lines along the thoracic wall, with a reference point in the intersection of coronal and median planes. The comparative analysis between the two 3D anterior chest surfaces sets a surgical correction influence area (SCIA) and a volume of interest (VOI) based on image processing algorithms, 3D surface algorithms, and registration methods. Results: There are always variations between left and right side STTs (2.54±2.05 mm and 2.95±2.97 mm for female and male patients, respectively). Criminal Liability of Organizations, Corporations, Legal Persons, and Similar Entities on Law of Portuguese Cybercrime: A Brief Discussion on the Issue of Crimes of “False Information,” the “Damage on Other Programs or Computer Data,” the “Computer-Software Sabotage,” the “Illegitimate Access,” the “Unlawful Interception,” and “Illegitimate Reproduction of the Protected Program”

Abstract: in Portugal, and in much of the legal systems of Europe, «legal persons» are likely to be criminally responsibilities also for cybercrimes. Like for example the following crimes: «false information»; «damage on other programs or computer data»; «computer-software sabotage»; «illegitimate access»; «unlawful interception» and «illegitimate reproduction of protected program». However, in Portugal, have many exceptions. Exceptions to the «question of criminal liability» of «legal persons». Some «legal persons» can not be blamed for cybercrime. The legislature did not leave! These «legal persons» are v.g. the following («public entities»): legal persons under public law, which include the public business entities; entities utilities, regardless of ownership; or other legal persons exercising public powers. In other words, and again as an example, a Portuguese public university or a private concessionaire of a public service in Portugal, can not commit (in Portugal) any one of cybercrime pointed. Fair? Automatic modeling of an orthotic bracing for nonoperative correction of PectusCarinatum

Pectus Carinatum is a deformity of the chest wall, characterized by an anterior protrusion of the sternum, often corrected surgically due to cosmetic motivation. This work presents an alternative approach to the current open surgery option, proposing a novel technique based on a personalized orthosis. Two different processes for the orthosis’ personalization are presented. One based on a 3D laser scan of the patient chest, followed by the reconstruction of the thoracic wall mesh using a radial basis function, and a second one, based on a computer tomography scan followed by a neighbouring cells algorithm. The axial position where the orthosis is to be located is automatically calculated using a Ray-Triangle intersection method, whose outcome is input to a pseudo Kochenek interpolating spline method to define the orthosis curvature. Results show that no significant differences exist between the patient chest physiognomy and the curvature angle and size of the orthosis, allowing a better cosmetic outcome and less initial discomfort
