INTERVIEW WITH LUIZ OCTÁVIO DE LIMA CAMARGO: DIALOGUES WITH YOUR WORK

This article presents an interview with Professor Luiz Octávio de Lima Camargo. Professor at USP / EACH, Ph.D. in UER de Sciences de La Education, at Paris Descartes University, under the guidance of Sociologist Joffre Dumazedier. Professor Luiz Octávio holds a degree in Communication / Journalism from the University of São Paulo and a sociologist with productions in the area of leisure, education, tourism and sociocultural animation. One of the exponents of SESC São Paulo, Professor Luiz Octávio presents several contributions to leisure studies in Brazil. The questions were formulated in order to know the trajectory of the author and to establish dialogues with his work.

Leisure and Consumption: An Analysis from the Entertainment Industry

This paper aims to discuss the relationship between leisure and consumption from the entertainment industry, in order to highlight the protagonism of the subject in the dialectic that is established between the market and the cultural product. Notably, the concept of cultural industry has greatly impacted field theorists in Brazil, making the association between leisure and consumption largely understood through a bias of alienation and passivity in the dichotomy between the subject and the cultural product. Some examples are mobilized in order to propose a paradigm shift by shifting the focus from the analysis to the subjective character of the experience, in this way we seek to emphasize the importance of understanding the phenomenon of leisure as a social and historically situated experience. We conclude that the subjects' appropriation of the cultural products that ultimately determines their degree of abstraction. Key Words: Leisure. Consumption. Cultural Industry.

A LOOK AT THE LATIN AMERICAN CONCEPT OF LEISURE FROM THE PERSPECTIVE OF TRADITIONAL OCCUPATIONAL SCIENCE

The Occupational Science, created in 1980 at the Department of Occupational Therapy at the University of Southern California, studies human occupations with attention to their meaning and cultural context, as well as it studies the human being as an occupational being in the complexity of everyday life. The concept of leisure by Christianne Gomes, a Brazilian author, emerged in the years 2000. She identified the leisure as a human need and questions the idea of ​​ it as the opposite of work. Frequently, the concepts of leisure and occupation are initially considered different, reason for which this article raises the question: is there any proximity between the concept of leisure proposed by Gomes (2004) and the occupational perception formulated by the postulates of the traditional occupational science? Therefore, this paper, in an essay format, seeks to correlate the Gomes leisure understanding with the occupation as proposed by the traditional occupational science, observing points of interaction and contradictory aspects. A comprehension of the concept in the perspective of occupational science creates bridges to unite the two knowledge, with familiar lecture. In the end, thoughts on the two themes, give us a comprehension of leisure as an important and necessary occupation for the current human being.

As ORIGENS HISTÓRICAS DO LAZER NO SEIO DE UMA SOCIEDADE DE NATUREZA ESCRAVOCRATA: do Brasil colônia a Getúlio Vargas

This theoretical essay seeks to offer a possible interpretation of the historical origins of leisure in Brazilian society. Starting from the indications of Marxist thought, and unlike a-historical and phenomenological interpretations of the phenomenon, we seek to demonstrate that leisure, as a manifestation of cultural industries, is the result of an expropriation of popular entertainment. In the specific case of the investigation, it is maintained that the repression that has befallen the playful-religious universe of the black man since colonial times was not only a form of social control, but also a primitive accumulation necessary for the further transformation of the free time on a commodity. Which, certainly, in this society of a slave nature, has particularized the process in racial terms. For this, the investigation uses bibliographic, documentary and literary sources. LEISURE, NATURE AND THE KNOWLEDGE OF EXPERIENCE

The purpose of this essay is to use the perspective of knowledge of experience as an epistemological possibility to think about the relationship between human beings and the natural world through the enjoyment of cultural manifestations. In this sense, the debate is established at the intersection between the field of Leisure, the discussions about culture and nature and the concept of experience coined by Jorge Larrosa Bondía. It is concluded that leisure in nature can be a privileged space for the knowledge of the experience to occur, this knowledge mediated by leisure could contribute to the re-elaboration of values in society and mainly for the adoption of a new attitude towards the natural world.

BETWEEN THE GIFT, THE DISTINCTION AND THE RIGHT TO THE CITY - REFLECTIONS ABOUT THE EXCHANGES IN TOURIST PRACTICES

This theorical essay proposes a reflection about the exchanges involved in tourist leisure practices. Based on an interpretive and critical examination of some classic sociological authors who dialogue with social exchanges, the tourist phenomenon is debated from the interpersonal relationships, the gift theory and the expected and longed-for hospitality rules, derived from a symbolic economy recognized by the habitus of those involved. Considering the capitalist scene, where the enjoyment of time dedicated to leisure is mainly commercialized and accessible only to a part of the population, the economically privileged, the exchanges in the relations between tourists and residents is discussed, currently showing less the precepts of donations and more the idea of social distinction. Considering that tourism is a form of leisure and, therefore, a constitutional right in Brazil, which should be widely accessible, we turn to discussions about the right to the city as an ideal that can be triggered by envisioning more democratic forms of access to the exchanges/tourist experiences and the participatory management of tourism.

SOCIAL MOVEMENTS FOR WOMEN AND THE RIGHT TO LEISURE

We propose a reflection on the presence (or not) of leisure on the political agenda of three social movements that defend women's rights. We start from the constitutional principle that highlights leisure among social rights and provides for equality between men and women. The purpose of this text was to understand if these social movements address the theme of leisure in their agendas and when that happens, what is the approach given to the social right to leisure. We analyzed the statutes, meeting reports, letters (of principles, of claim, of support, of repudiation), notes, electronic media, social networks and specific actions promoted by each of the three social movements of women. Among demands for health, education, work, spaces of power, security, reproductive rights, equality, respect, and so many others, there were few mentions of the right to leisure. We emphasize the importance of experiences that refer to leisure in the context of actions carried out by social movements. We identified that leisure experiences face different barriers to become an active desire to be claimed.

The frontiers of leisure research in Brazil

This article presents the main topics of leisure research in the world in the last eighty years. It seeks to illustrate how this debate was appropriate in the Brazilian academia. Based on the classical theoretical division in the social sciences, between Durkheim, Marx and Weber it approaches the subject with three different aspects (a) epistemological, (b) technological and (c) political / economic. It concludes by reflecting on the contemporary condition and research in the field of leisure.

ETHNOGRAPHIC STUDY ON LEISURE OF JIU-JITSU AT LUNCHTIME: : A CONGREGATION OF MEN AND THEIR MASCULINITIES

This article addresses an ethnographic investigation on lunchtime leisure by male practitioners of jiu-jitsu. In the process of understanding that spacetime experienced by those men, we found a ‘congregation’ sustained on daily actions that became socializing factors in favor of a specific type of masculinity. By demarcating the importance of work – and therefore reasserting their positions of authority and highlighting their supposed supremacy over women and non-heterosexual men – those men turned that leisure spacetime into a means for keeping the ‘masculinity mandate’ that has been historically sustained in our society. In summary, this study provides the following contributions to understanding leisure within that spacetime in people’s lives: it bears the complexity of social elements of daily life in which those people are situated and, by becoming a ‘congregation,’ it enhances bonds and agreements, significantly influencing that daily life. “SÃO TUDO SAPATÃO”:: LESBIANIDADES E HETERONORMATIVIDADE NO FUTEBOL/FUTSAL BRASILEIRO

This article promotes a reflection on lesbianities in football / futsal, related to sports and leisure practices. An analysis is carried out based on ethnographic and bibliographic data in Brazilian research contexts. At first, there is a historical analysis of women, lesbianism and heteronormativity. Subsequently, researches that address lesbianism in leisure and sports practices are presented. Finally, it is concluded that football/ futsal can be a space and time for the visibility of non-normative sexual practices.

EDITORIAL: LAZER E DIREITOS HUMANOS

Embora o lazer, como um direito humano, esteja incorporado em diversos documentos e em distintos discursos, que vão do senso comum à esfera científica, sua ocorrência efetiva ainda se mostra como um desafio amplamente significativo, em diferentes níveis. Em especial, no momento atual vivido, em meio a uma pandemia mundial, em que muitos princípios e valores estão sendo ressignificados, como podemos nos referir ao lazer como um direito humano? Em Setembro de 2020, a Organização Mundial do Lazer promoveu a Webnair “Human Rights and Leisure: The WLO Charter for Leisure”, da qual participaram acadêmicos, profissionais e representantes de órgãos públicos e privados da área de lazer de diferentes países. Nesta iniciativa, a Organização Mundial do Lazer apresentou a terceira revisão da Carta da Organização Mundial do Lazer 2020, a qual foi publicada, pela primeira vez, há 50 anos, incluindo atualizações e mudanças importantes relacionadas às questões sociais e globais emergentes. Inspirado pelas discussões promovidas por esta iniciativa, este dossiê da Revista Brasileira de Estudos do Lazer (RBEL) contempla três artigos, frutos de discussões atuais de pesquisadores da área, cujo tema retrata o lazer e suas relações com os direitos humanos.

LEISURE AND HUMAN RIGHTS IN BRAZIL

This theoretical essay aims to reflect on leisure in the light of human rights in Brazil. Therefore, we understand the theoretical essay as a presentation of a reflective and interpretive nature, based on the personal judgment of the researchers themselves, based on the existing scientific literature on the topic addressed. The essay is organized into three interdependent subtopics, namely: Beyond the Universal Declaration of Human Rights; Leisure as culture and human rights; and Leisure as a human right: towards emancipation. Leisure, in its deep relationship with culture, is defended here as a fruitful opportunity that goes beyond an encounter with happiness, but a promising exercise of citizenship and social emancipation, together with human rights. These, in turn, should not emphasize the differences, but equalize our humanities.

LEISURE STUDENTS AS HUMAN RIGHTS DEFENDERS?

Leisure as a human right has been incorporated into numerous international conventions and declarations beginning with the Universal Declaration of Human Rights (1948). Currently over 25 declarations, conventions and/or covenants created by a variety of international and regional organizations identify leisure as a human right. While there is a clear global consensus concerning leisure as a human right, there remain numerous challenges. Fulfilling the right to leisure is not only a challenge at an individual, community, and national level but also for scholars working within the field of leisure. What of the role of leisure studies scholars regarding leisure as a human right? While some leisure studies researchers have explored aspects related to leisure and human rights, this has been limited (VEAL, 2015). To ensure leisure is advanced as a human right requires the support, actions and advocacy of all involved in leisure studies. There is a need for collective action to be taken to champion leisure as a human right, through research as well as advocacy leadership. This paper reviews the issue of scholarly advocacy as well as identifies potential strategies leisure studies scholars could adopt to advocate for human rights.

LEISURE AND HUMAN RIGHTS - THE WORLD LEISURE ORGANISATION CHARTER FOR LEISURE: PAST, PRESENT AND FUTURE

Leisure is a human right as determined by the United Nations Universal Declaration of Human Rights (UDHR). The UDHR was promulgated in 1948 when the world was still emerging from the horrors of a war, which witnessed a denial of human rights on an industrial scale. The World Leisure Organization (WLO) was established as the International Recreation Association in 1952 and is one of 2,500 organizations with consultative status with the United Nations Educational, Scientific and Cultural Organization (UNESCO). It can therefore be seen as a modest contribution to the new “world order” of the post-World War II era. The first edition of its Charter for Leisure was published in 1970 and it was revised in 1970, 1979, and, more recently, in 2020. Based on these considerations, the purpose of this article is to analyze the Charter's position in the global human rights system and its potential role in leisure policy and research. It is divided into five main sections: The United Nations (UN) human rights system; Revising the Charter for Leisure; The revised Charter for Leisure; Supporting materials; and Conclusions.

La acción territorial: una propuesta conceptual y metodológica para su análisis

Resumen La acción territorial constituye el insumo básico en la construcción de territorios y del desarrollo territorial. Este concepto permite sustentar el análisis de las formas como la acción pública, la acción colectiva y la acción privada construyen los territorios, muchas veces en forma contradictoria y conflictiva. De esta manera, el concepto de la acción territorial constituye un desafío intelectual, pues permite analizar las realidades territoriales sin caer en el trayectorismo del desarrollo planteado por el paradigma de la modernidad que propone que el destino ineludible de los territorios es el desarrollo (modernización y crecimiento), y abre las puertas a pensar en múltiples y diversos caminos para el futuro de los territorios. Este artículo brinda, finalmente, como producto, ideas y propuestas metodológicas para el análisis de la acción territorial.

A concepção de desenvolvimento nos quatro momentos de implementação do complexo industrial portuário de Suape: 1955 a 2015

Resumo O Complexo Industrial Portuário de Suape (CIPS) possui uma longa trajetória de experiências para o planejamento regional. Os objetivos deste artigo são: primeiro, compreender se houve mudança no repertório do conceito de desenvolvimento dos planos institucionais do CIPS, de 1955 a 2015; segundo, se houve equilíbrio entre os investimentos do governo federal e de Pernambuco na área econômica e social aplicados no território estratégico de Suape, nos anos 2003 a 2015. A metodologia utilizada foi realizada em dois movimentos: (1) a análise do discurso institucional dos documentos do CIPS e dos PPAs do governo federal e de Pernambuco; (2) o balanço de dados de investimentos do programa de aceleração do crescimento (PAC) e do Banco Nacional de Desenvolvimento Econômico e Social (BNDES) subjacente aos indicadores socioeconômicos dos municípios que compõem o território estratégico de Suape. Conclui-se que a concepção de desenvolvimento do governo federal está limitada pela estratégia de investimento setorial, do PAC e do BNDES, nos segmentos de petróleo e gás, centralizados no eixo de energia de Suape e houve polarização de gastos do governo federal em empreendimentos em Ipojuca e Cabo de Santo Agostinho nos anos de 2007 a 2015.

Formação de municípios no Amazonas após a Constituição Federal de 1946: fragmentos de uma história interrompida e esquecida

Resumo O período entre a Constituição Federal de 1946 e o golpe militar de 1964 marcou profundamente o municipalismo brasileiro. Esse momento correspondeu a uma intensa divisão territorial, a partir da qual diversos Estados multiplicaram seus municípios. No Amazonas, tal tendência foi revertida e esquecida. Neste artigo, são resgatados e analisados os atos que revelam como se deu esse momento de intensa criação de municípios, inclusive em localidades onde até o presente não se observa a intensificação de dinâmicas territoriais típicas do adensamento urbano. Durante uma movimentada década (entre 1955 e 1964), o Amazonas chegou a multiplicar seu total de municípios em quase 1.200%. A historiografia local não registrou os motivos da anulação dos atos de criação, assim como não há referências a estudos de base sobre viabilidade econômica, impactos ambientais e demandas socioeconômicas para criação de novas municipalidades, condicionantes sine qua non para a divisão territorial e a emancipação de municípios.
