Effects of the passage of time and the controversy over the fines’s limitation of action in courts of accounts: the application of law n. 9.873/1999 by analogy
The purpose of this article is to determine if the fine application by the Courtsof Accounts is subject to some limitation of action period and, if so, indicate the legal regime applicable to the hypothesis of non existence of a legal rule about it. The method of approach is based on deductive reasoning, based on qualitative and theoretical-practical research, with the object of a bibliographic documentary research. The conclusion indicates that, by analogy legis, the supervision of TCs should be subject to the closest public law norms and that regulate in all aspects the issue of prescription, provided for in Law n. 9,873/99.

The teaching the Quantum Mechanics in high school through scientific abstraction present in Physics Literature interface
This article proposes to investigate the teaching of Quantum Mechanics in high school through scientific abstraction created in physics and literature interface and is the result of the dissertation research present in Lima (2014). The relationship between physics and literature is held for the purpose of being used as a tool for teaching and learning physics, especially for providing the development of scientific abstraction. The formation of scientific concepts and the importance of the word are analyzed in Vygotsky, in the formation of pseudoconcepts and development of abstraction, together with the contribution of semiotic representations of Raymond Duval. The development of Quantum Mechanics concepts occurred through two readings. The first reading took place about the eighteenth chapter of the Age of Extremes by Hobsbawm, aiming to insert philosophical, historical, political and social information on the advent of Quantum Physics. The second reading took place through reading the first three chapters of Alice in Quantum Country by Gilmore, targeting the physical concepts of Quantum Mechanics. The data collected from the students after the reading and the analysis of these point the physical-literature interface as a promising didactic alternative for the teaching of Quantum Mechanics in particular and for the teaching of physics in general.

The State of Santa Catarina (Brazil) as diaspora destination: the recent African immigrants in the city of Florianópolis
This article aims to reveal the singularities of the recent African immigration in Florianópolis and neighboring cities. The study, carried out in the period 2015-2017, used both qualitative and quantitative research methods, collecting information and analyzing the profile of a sample of 74 immigrants and refugees assisted by the Extension Project Núcleo de Apoio a Imigrantes e Refugiados (Center for Immigrants and Refugees Support) of the Federal University of Santa Catarina, in partnership with the nonprofit Pastoral do Migrante. This pioneering study in the context of the new migration of Africans in Florianopolis revealed: a) a continuous process of invisibility of black peoples; b) that the absence of specific state policies results in noncompliance with international norms on migration, and pushes universities and the civil society to play the role of hosting these population. The results obtained can serve as a basis to formulate public policies.

International Terrorism and Weapons of Mass Destruction: relativing freedom of navigation, sovereignty and the right to visit in high sea
This paper will analyze the international normativity produced for the inspection of the transport of weapons of mass destruction by sea. Starting from the normative inflation and the emergence of new actors concerned with the issue, the question is: to what extent has terrorism forced the reconfiguration of the governing principles of navigation on the high seas? The research, anchored in the deductive method and in literary and normative sources, is divided into three sections. It is concluded that there is a different reassessment of the principles of the law of the sea. While multilateral arrangements do not contradict the conventional maritime regime, Security Council resolutions do so.

Public policies of inclusion in higher education: an analysis of the brazilian context in the last 20 years
The paper analyzes the public policies for higher education in Brazil, with the main objectives of demonstrating legislative evolution and qualitative and quantitative data on access to higher education by blacks and browns. The research is supported by a deductive method. The methods of procedure will be historical and statistical, interrelating the study of public policies of access to higher education and governmental and non- governmental data. In the empirical analysis, statistical data will be needed, specifying the quali-quantifiable attributes of the data collected for an understanding in line with theoretical construction. It can be perceived, by way of results and final considerations, that there is still a lot of evolution, but that significant changes in the protection of affirmative actions are being implemented.

“I am Barbie and I am bruta”: the empowerment in cycling
In this article, we analyze the construction of the empowerment of women in an urban cyclinggroup in Sertão Pernambucano. We conducted ethnography for one year through participant observation, in-depth interviews, and daily follow-up of activities, events, and social media of a women-led cycling group. And, we included in this group, the men who participated actively in the activities and events carried out. The theoretical frameworks that underpinned our analyzes were the relational and performative perspectives of gender studies. We conclude that women ‘s experiences of empowerment have been anchored in the experiences of physicality, as well as in the relationships of solidarity and companionship experienced by the participants in the practice of the group modality.

Femicide and Brazilian laws
This essay evaluates the consequences of the disagreement between notions of gender and sex in the studies of specialists, with a view to combating femicide in Brazil. While the legislation recognizes the notion of sex to define a crime, the Executive branch works with the notion of gender in the public policies. The objective is to analyze the origin of the concept of femicide, the identity of its perpetrators, the dissension of the concepts of sex and gender and the duality in Brazilian public policies and laws. The essay is divided into three parts, each section analyzing the different contents of the main objective. The results conclude that the emergence of the notion of gender in the definition of femicide is a form of female empowerment.

Questions and tensions: paradoxes of feminism
This work presents, from qualitative and bibliographic research, some paradoxes and contradictions that pervade feminist theory, exposing certain divergences that emerge within the movement, as well as some questions raised by feminists themselves. Mapping these contradictions, some of which have already been overcome, the aim is to enable a reflection on the advances and setbacks of feminism. This in turn will contribute to the discussion of this important movement in constant transformation throughout the sociohistorical course. First, the article presents the concept and history of feminism, as well as the central categories in its discourse, including genre and patriarchy. This is followed by considerations from different studies to finally elucidate the constant need to discuss and rethink the project of feminism in order to overcome its obstacles. Finally, it was possible to identify several aspects, both theoretical and practical, that were constructed over several decades of the movement and which differ in their discourses and interpretations, highlighting the heterogeneity of feminism.

Interactions between State and Civil Society in the making of FEAPER and Rio Grande do Sul’s Peasant Program
In the context of relational approaches that analyse interactions between State and civil society and of discussions on creation and change in public policies, the article analyses the reformulation of the State Fund for Supporting Small Rural Properties (FEAPER) (2011) and the creation of the Peasant Program by the government of the state of Rio Grande do Sul. The analysis relies on the multiple streams model and on the advocacy coalition approach, with network perspective as the background, understanding such approaches as promising to analyse the differentiated relationship pattern between State and social movements observed in the (re)formulation of the policies in focus. It also uses the ideas of state permeability and institutional transit, evidencing its proximity to the notions of policy entrepreneurs and policy brokers, associated with some of the analysed actors. It is evaluated that the used frameworks present promising theoretical interfaces to analyse processes of agenda setting and creation of public policies.

Astronomy learning in Facebook groups
In this article we bring the results of a research that aimed to analyze the learning of astronomy in groups of Facebook. It was analyzed the posts of three Amateur Astronomy groups, represented by 9 dialogues, in order to characterize the virtual actions performed by its members during the exchange of messages. 225 virtual actions were identified, accommodated in 22 action categories, separated into personal and technical actions. The most representative actions were: praise photo, inform, explain, comment, express opinion, ask question, provide data and post link. Based on the Strands of the Scientific Learning, it was possible to verify direct evidences of learning of astronomy related to the knowledge, practice, reflection and community. Concerning the two focuses that did not appeared in the dialogues – interest and identity – we were able to demonstrate, through complementary data (interviews), that there are indications about their existence in more experienced members of the groups. We can conclude that, in fact, social networks, in particular Facebook, can give important support to learning communities, whose members share common interests on a certain subject. That is, the Amateur Astronomy groups can be considered as informal and lifelong learning environments.
