This research aimed to understand the process of acquisition of concepts by adolescents with congenital blindness. The guiding question was: How does the congenital blind child construct concepts? As a general objective, we sought to identify the characteristics of the perceptual pathways that propitiate this person to construct concepts. As a specific objective, delineate specificities regarding the perception for the acquisition of concepts by the adolescent with congenital blindness. The participants of the study were five adolescents between the ages of twelve and fifteen, chosen for having congenital blindness, enrolled in public schools in the city of São Paulo. It was a qualitative research, in which a semi-structured interview was used as a data collection instrument, which was started by asking the participants to talk about the things they knew about the world in which they lived. The recording was done through audio recording, which allowed to capture the immediate information, the way they were expressed. When necessary, the subjects were asked to deepen their speeches, giving more details on the subject. The theoretical framework adopted was based on Ausubel's theory of learning (1968, 2003) and on authors such as Masini and Moreira (1999, 2003, 2006, 2008, 2009); in the phenomenology of the perception of Merleau-Ponty (1971, 1975, 1990, 1992, 1997) and in authors who investigate visual impairment, such as Amiralian (1997), Bruno (1993, 1997, 1999), Ochaita ), Ormelezi (2000, 2006), Sacks (1995) and Vygotsky (1997, 2007); in studies on the learning of the visually impaired person, on the construction of concepts and perception. Data analysis was based on the content analysis proposed by Bardin (2010). As results, we find that the concept construction by the congenital blind adolescent happens from his own perceptive referential, from his experiences and according to the specificities of his perceiving, feeling, organizing and relating in and with the world.

The paperwork deals with offices, in particular, the limits imposed by legal system about at-will appointment to their candidate. The study starts from the analysis of public administration in Brazil, its characteristics and the implemented reforms over the years in order to improve it and to overcome rooted patrimonial practices in the Brazilian state. After examining the offices in general, the approach rests on the at-will appointments, the reason for its existence, the discipline afforded to them under national legal system, as well as the limits prescribed by law or arising from the constitutional principles on the appointment to their future occupants. This term paper deals with the control being exercised by the Public Administration itself, the Legislative (either directly or with the aid of the Court of Auditors) or by the Judiciary in relation to the appointment act and it seeks to identify possibilities of illegality (in the broadest sense) of that act, either for an offense against law or principles. The study points out that, unlike the understanding enshrined in binding precedent n. 13 of the Supreme Court, the appointment of relatives to offices, a practice known as nepotism, does not necessarily imply in offense to constitutional principles. The conclusion reached is in the sense that, in the absence of a formal law about the requirements to be met by the future occupant of an office, only the examination of the case peculiarities allows identifying potential harm to the Federal Constitution.

O presente trabalho aborda as particularidades do artigo 966, inciso I do Código de Processo Civil de 2015, e questões diretamente ligadas ao mesmo, para tanto, a priori foi necessário esclarecer premissas conceituais. No mesmo sentido, foi importante desenvolver pontos chave do objeto em estudo, como a entidade do juiz e a coisa julgada. Posteriormente, as condutas foram analisadas de maneira geral em seu cabimento e também individualmente. Após obtido o substrato doutrinário passou-se a pesquisa e análise jurisprudencial da questão. E ao final foi permeada a justificativa racional do dispositivo.

The prohibition of illegal evidences is a constitutional rule of thumb which guarantees a wide range of fundamental rights. Nonetheless, such rule is not insurmountable. Among the mechanisms available to soften the rule stated on Article 5, paragraph LVI, of the Brazilian Constitution of 1988, there is the so called proportionality criteria, which is responsible to measure and evaluate the interests involved in a concrete case. There are two main streams that study the proportionality criteria. The first stream preaches the protection of individual rights against abusive acts perpetrated by the State. On the other hand, the second stream envisages protecting the society, forbidding any flaws in the assurance of social rights guaranteed by the Welfare State. Originally, the first stream of the proportionality criteria demonstrates a greater relation to the negative garantism, reflecting a moment in time when the State adopted a more passive behaviour. However, in light of the atrocities committed during the Second World War, it became clear the need of an effective State intervention given tha t the governmental passive attitude, limited to the mere legislation of fundamental rights in a piece of paper, proved not to be enough. Combined with such paradigm shift, there has also been an evolution in the concept of legal garantism, which turned positive, enabling the rise of a second stream of the proportionality criteria, which aims to prevent abuses against fundamental rights. Considering this new historical environment, depending on the interests involved on the specific case, the criminal illegal evidence pro societate is admitted. Analyzing case law, it is evident that, sometimes, the need to protect core values of the society reveals to be preponderant. In such cases the proportionality criteria is not utilized, so that proofs that initially would be treated as illegal, become lawful, protecting by these means higher valuable social fundamental rights. Not only, but sometimes there is not even need to talk about collisions of values in the case and the lawfulness of proof is unquestioned. In this perspective, the case law admits certain institutes and theories - such as the random knowledge, for example - in order to relativize that proof that before could be considered illegal. Thus, it is precisely in this context that criminal illegal evidence pro societate finds shelter.

This research aims to analyse, in general terms, the digital environment in its essential technic and cultural aspects, so that, with this panoramic view, we ll be able to try ways to promote new content proposals, related to a powerful use of the media virtually composed. The specific-funtional focus surpasses itself as a metatextual content or just a decoder of processes and conditions that involve the search for a digital language. The focus reaches the pratical object: directing what was identified, apprehended and even speculated (why not?) about New Medias, to the digitalized television media like it´s been considered: an eminent real transformation. With the Digital TV introduction, we ll go into changes in many espheres. At least potentially this seems to be the most revolutionary incoming technology, with consequences in a large number of social aspects. It s not that potential can necessarily operate; the machine is not an end itself, but just a way to produce language. We can t say that potential as just a possibility is applied only to the social realities in development. Although the Digital TV is already in operation in the USA, Europe, japan and Canada, it is still no longer explored, even if compared with other digital medias (that are far from being examples os language investigation). Massive world; what s default here, seems to have its correspondent long distance. Technological collateral effect. The logic of this research is in the search for more questions that we are, in fact, used to. More links and non linear conections, interdisciplinarity and networks that we ve been able to dare with. Paying attention to the comunication treatment in the fluid space: our biggest resistance may be the most greatful indication of this work. Maybe it won t arrive to any solution, but working with doubts seems to be the virtual most compatible to real solutions digital based.

The textbook can be considered a speech, a text or, in the perspective of the enunciation, a enunciator. Thus, the textbook is a enunciator produced by a destinator (the author/this staff) for a addressee (teacher/student). As in every enunciative act, by means of the textbook is established a communicative relation between the author and the student. The characteristics of this relation are designed in the enunciated and in it, therefore, can be identified and analyzed. A textbook can to present characterize in the use, in the approach of the student, resources linguistic-speech that produce effects of informality and of proximity in the interaction. Furthermore, this book can also be marked by a language that produces effects of formality and distance between destinator and addressee. Assuming that the informality and the proximity are characteristics most common of the spoken interaction, that is, of the orality, and that formality and distance identify are more often in writen texts, we can, then, to analyze the textbooks, watching then an the presence of marks of the orality as the absence of then. This observation leads to identify effects of meaning that will may be determinants of success, in greater or lesser degree, of communicative relation between the destinator actor and the addressee-student. Based on these concepts, the objective of the research is analyzed, in a set of textbooks, the enunciated through which it establishes a relation of direct communication and explicit between these interlocutors, objectiving to describe these enunciations from the point of view of presence or ausence oif marks of orality and, based on that description, to argue aspects of the quality of communication between author and the student in the textbook.

The aim of this work is to remember the Brazilian countercultural movements that stand during the 1960s and 1970s. It is clear that in a country of continental dimensions such as Brazil there are several local cultural demonstrations that differ and intersect on one another. The main association made by the academy and the media about our counterculture is with the Tropicália movement, which brought external features adding to the local, in an hybrid art that led to its canonization. But there were other movements, although not exalted at the same level, have significant historical and cultural value. As an example there is Udigrudi in Recife, Raul Seixas from Bahia, Grã Órdem Kavernista centralized in Rio de Janeiro, the Rock and Roll and the Progressive Rock / Psychedelic especially in large urban centers, the so-called singers “Malditos” (damned), among others.
