El propósito del presente artículo es analizar la práctica periodística d euna radio ciudadana y sus implicaciones sociales y políticas en el contexto en que está inserta.  El objetivo es conocer cómo esta práctica es realizada, quien la realiza, cuál es su especificidad y la contribución que puede ofrecer a la teoría del periodismo. Se tomó como caso de estudio a la emisora Politica & Rock'n'roll, que estuvo al aire en la ciudad de Hermosillo, Sonora, México, entre 2012 y 2014. Fueron tomadas como referencias teóricas la teoría del periodismo como construcción social de la realidad y las contribuciones conceptuales sobre el periodismo alternativo de Chris Atton y  Felipe Pena de Oliveira. La metodología consistió en una perspectiva cualitativa.

This article focuses on the relations between social reporting and the legitimation of ruling groups. Based on the study of the social itineraries of a group of columnists in the Brazilian State of Sergipe, the research sought to demonstrate how the development of their careers relies on a dynamic that involves, at the same time, the entertainment of intense relationships with dominant groups, and the need for identification and insertion in that universe. Being recognized as efficient professionals in the work of celebrating the elites, they must gather certain resources and skills consolidate their position. The achievement of a reputation, recognition and legitimacy by columnists depends directly on these resources, and can take more or less time and, even, never consolidate.

This article resulted from a qualitative research on newspaper publications around the children's drawing contest “How do you see Paris relesead?”, organized in 1945 by Beatrix Reynal, from Rio de Janeiro. This private initiative, launched through vehicles of the Associated Diaries, involved around six thousand children and was welcomed by the Ministry of Education. Understanding the individual and collective memory in interrelation and transforming newspapers into historical sources of the cultural practices that constitute them, it is possible to map traces of the communication process of a celebratory memory of the French Resistance and the Liberation of Paris, in formation at that moment. This memory is problematized, also as a social investment and a resource of distinction among the elites, in related with the persona Beatrix Reynal. This is the configuration of a Gaullist memorial framework, which is linked to the diplomatic policies and the importance attributed by the public of Brazilian artists and intellectuals to the French cultural legacy, betting on the reconversion of the recent past, in the face of the crises generated by the war.

O objetivo desse artigo é analisar as dinâmicas da representação política moldada por elementos de pertença religiosa. Para tanto, toma-se como corpus de análise as enunciações (discursos, postagens e imagens compartilhadas em redes sociais) encenadas por dois vereadores da cidade de Fortaleza durante a tramitação de um projeto de lei que versava sobre a liberdade de cátedra, entre outubro e novembro de 2019. Partindo de metodologias qualitativas combinadas às noções de campo e discurso políticos, com a análise de imagens compartilhadas em redes sociais, escolhidas como paradigmáticas pela carga semântica da ideia de “guerra ao inimigo”, pretendemos compreender como se engendrou, e se reforçou, o que consideramos como um pacto “político-religioso” entre os dois vereadores e o conjunto de seus seguidores, transformando-os, no exercício do mandato parlamentar, de políticos em “representantes da fé”; seus eleitores em “adeptos da fé”; e seus opositores em “inimigos da fé”. Assim, a leitura do texto possibilitará compreender uma das facetas mais importantes do conservadorismo político brasileiro contemporâneo: a legitimação do campo religioso cristão e a legitimação política a partir desse campo.

This article presentes na analysis of the electoral political performance carried out by the newspaper “Folha Universal”, belonging to the Universal Church of the Kingdom of God (IURD), during the First and Second Round of the Elections of 2018. Our focus of analysis was the editorials and the political/electoral reports printed in the “iurdianos” weekly. The survey reveals that support for Jair Bolsonaro only became blunt at the end of the First Round, When researchs indicated that he had a high chance of being elected. This support was not given with an exhibition of the candidate's name or requests for explicit votes, but because of the guidelines and symbolic elements of the published articles, in which Bolsonaro's campaign jargon was repeated, such as the need to end the “oldpolitics”, defend “traditional family values”and the need to move away from“communism”. Such conceptions, in the electoral context, demonstrated affinities with the candidacy of Jair Bolsonaro and his presence, appearing in a privileged way on Rede Record of television, also of the Universal Church, ratified the condition of being supported by the religious institution.

Uma divisão vem se processando no Espiritismo no Brasil, repartindo em termos da moral (sexual e reprodutiva) e de visão social suas lideranças e membros em posturas diametralmente opostas, classificadas como conservadoras e progressistas. Diante desta realidade, este texto pretende discutir as implicações destas concepções e atitudes dos espíritas, ditas dogmáticas ou heterodoxas, nos termos de sua doutrina, dentro do seu próprio meio e para a sociedade brasileira. Procurarei interpretar esta clivagem, através do exame localizado de uma controvérsia, que colocou de um lado, Divaldo Pereira Franco, um dos principais médiuns espíritas brasileiros, quando se pronunciou contra a chamada “ideologia de gênero” e o “marxismo”, reproduzindo um discurso moralista-conservador, e do outro, os chamados espíritas progressistas, que reagiram a estas declarações, fundamentando suas posições numa visão do Espiritismo afinado com as correntes inovadoras da sociedade brasileira. Como recurso para análise destas posições antagônicas em jogo faço um breve percurso na história do Espiritismo no Brasil no sentido de mapear a gênese e desenvolvimento de posturas ditas conservadoras e progressistas no seu seio. E a partir de uma perspectiva das Ciências Sociais procuro examinar como leituras da cosmologia e da doutrina espírita, que classifico de “providencialistas” ou “hermenêuticas”, terminam por fundamentar estas posições conservadoras e progressistas no Espiritismo brasileiro.

The African Matrix religions have always encountered difficulties in manifesting themselves in Brazilian territory and their practitioners have suffered from multiple adversities, such as religious intolerance and prohibition-criminalization of liturgies in protected areas (PA). Nowadays, with the new political-economic-religious institutionality of the extreme right in Brazil, adversities may be effervescing, generating threats to Afro-religious. In this sense, this article aims to verify if religions of African origin are at risk and / or limited by liturgical manifestation in PA. It was found that the new Brazilian institutionality, as it is characterized, is a generator of socio-environmental and religious risks, and has limited and placed at risk of loss the rights of Afro-religious manifestations, sharing and religious freedom in PA. From this, thinking about cultural ecosystem services in PA, such as those that bring religious and spiritual benefits to people, can contribute to the construction of democratic public policies, sharing the environment without restrictions, respecting the vision of a population generally excluded, valuing traditions, guaranteeing religious freedom and sustainable and human development with freedom.

This article presents an analysis on the relation between Religion and public sphere in Brazil. It analyses the influence of Damares Alves’ religious filiation on the Woman, Family and Human Rights Ministry that she commands, contextualizing her as an exponent of an ascending Christian Right. The paper is methodologically based on documental analysis of eight speeches given by the Minister as Brazil’s representative at the UN, collected by the ‘Lei de Acesso à Informação’. It debates how the Minister’s religious values relate to the constraints of a laique and secular social sphere. It concludes that a possible defense of religious values is constrained by the institutionality of Damares Alves role as State Ministry and also by the debate stance, though it is possible to visualize the influence of her religious values in some statements sustained on her speeches.

Neste artigo, buscamos analisar a atuação de grupos políticos conservadores e antidireitos a partir das proposições legislativas apresentadas na 56ª Legislatura (2019-2020) e que versam sobre o aborto e a forma pela qual a interseção entre religião, gênero e sexualidade se manifesta na política contemporânea brasileira. Trata-se de estudo descritivo com abordagem qualiquantitativa das proposições legislativas, considerando a região de origem, religião, gênero e o partido político dos parlamentares que apresentaram as proposições;  o eixo temático no campo da discussão dos direitos sexuais e reprodutivos no qual se inserem e em oposição a quais políticas públicas se posicionam. Na primeira seção do artigo abordamos a articulação entre religião, gênero e sexualidade no campo da política, apontando como através de determinada política sexual o discurso conservador do mundo religioso católico e evangélico “pró-vida” se vê reafirmado e reproduzido pelo conservadorismo político que compõe o cenário político contemporâneo no Brasil. Em seguida serão apresentados os resultados obtidos através da sistematização de dadas proposições legislativas, com algumas considerações teórico-metodológicas sobre as fontes utilizadas e a forma de composição dos dados.

This paper discusses how religious freedom is being presented at the Brazilian Parliament. First, a short conceptual discussion on secularization and laicité is presented, assuming that both categories refer to religious transformations in modernity, although with different meanings: whereas secularization regards a “split” between State and religion, laicité refers to multiples religious participation perspectives on public sphere – atheist included. The latter has become a constitutional principle through the institution of freedom of believe. Second, a qualitative analysis of 72 draft bills on religious freedom issues in course on the Brazilian National Congress is presented. Data suggests that both categories – the separation between State and religion, and religious participation on public sphere – are set by representatives in the name of freedom of believe, but specifically on christian axiological perspective. Therefore, religious pluralism, a fundamental principle to constructing laicité and religious freedom, has been put into question by legislative practice.

A questão do estatuto dos grupos racializados está no centro das discussões sobre os construtivismos: enquanto alguns argumentam que a existência socio-política de grupos racializados se refere a uma construção de coletivos realizada sob a influência de determinantes sociais (objetivismo), outros insistem em micro-processos subjetivos que levam a reivindicar ou negociar atribuições raciais. Nos dois casos, trata-se, primeiramente, de se opor a uma concepção essencialista de raça, segundo a qual todos os membros de um grupo racial herdam o mesmo conjunto de propriedades determinantes impossíveis de modificar, de perder ou de não transmitir. A posição essencialista, baseada em uma ontologia naturalista de raças, defende a ideia de um elevado grau de coesão social do grupo racial, fechado e homogêneo. Inversamente, as posições construtivistas devem levar em conta o estatuto de entidade coletiva do grupo racial construído, bem como sua função normativa em uma teoria da justiça social: trata-se então de abandonar tais categorizações para neutralizar seus efeitos ou de ajustá-los aos objetivos de justiça social que a consideração de tais entidades coletivas permite realizar? “Que tipo de grupo são as raças?” Essa é, pois, uma questão ontológica, cuja resposta é indispensável para resolver a questão normativa: “O que devemos fazer com os grupos racializados?”

This paper discusses the possibilities of establishing relations between regional planning and landscape planning, developments in the formation of open spaces, and opportunities to understand and operate in regional spaces in terms of processes that use scale interactions as a strategy for landscape planning and design. The paper starts out by providing an introduction and current definitions of the following concepts: planning, regional planning, landscape planning and design, open space, and scale interactions. It then questions the more usual arrangements and space criteria, and calls for more suitable procedures to understand the regional landscape as well as its peculiarities and obstacles. The article concludes by discussing the possibility and relevance of employing scale interaction for planning on this scale and for supporting landscape design.

This paper analyzes the application of the compulsory subdivision, construction, and utilization of land, which requires owners to comply with the social function of urban properties. The article discusses the structural regulatory framework under the Brazilian Federal Constitution and the City act (Federal Law n. 10257/01) governing this legislation, as well as the specific case of Santo André, a municipality in the São Paulo metropolitan region. In 2006, Santo André began to notify owners of vacant and underutilized land, using specific criteria and procedures in the regulation and application of the above legislation. By the end of 2008, nearly 26 percent of the owners of all selected properties were notified, with about 65 percent located in the area of the Tamanduateí Axis. The monitoring process that took place from 2006 to 2008 identified several hurdles in the application of this instrument, such as legal, title, and record issues, the governability of local stakeholders, and difficulties in combining requirements such as subdividing and building in restricted-zoning areas. The Santo André experience also provides material for discussion of the frailness of the pact built to apply this instrument during the preparation and approval phases of the city's master plan as well as for understanding several issues that might be common to the urban policies of cities opting to use this legislation.

Este trabalho analisa a produção de Habitação de Interesse Social (HIS) e Habitação de Mercado Popular (HMP), na subprefeitura da Lapa, a partir do Plano Diretor Estratégico (PDE) de 2002, quando passou a entrar em vigor as ZEIS (Zonas Especiais de Interesse Social). Busca dar subsídios aos diversos promotores de habitação de interesse social (governo municipal, iniciativa privada), para usar ou repensar as ZEIS. Estas, estudadas neste texto, embora sejam áreas ocupadas por favelas ou cortiços, estão próximas de áreas valorizadas da cidade. Pretende-se mostrar que as ZEIS localizadas em vizinhanças de melhor infra-estrutura urbana são cobiçadas e, muitas vezes, incorporadas pelo mercado imobiliário que, a despeito da obrigatoriedade de construir apenas para a população de baixa renda, tem intenção de realizar (e efetivamente tem realizado) incorporações para uma camada mais abastada da população.

Making use of strategic planning, within which large-scale urban projects of monumental urbanism and signature architecture are fostered, many cities have been greatly transformed in recent years. Bilbao is one of them. The Guggenheim Museum, designed by architect Frank Gehry, has prompted the so-called" Bilbao effect", projecting the city image internationally into the business world. The museum has become the main icon of the Spanish Bask capital. However, the city has also promoted other projects, by also signature architects, adding more symbolic value - and thus monopoly rents - to the city. Understanding the role of large-scale urban interventions - or a" monumental patriotic urbanism" - to Bilbao's urban development is the main objective of this paper.
