O racismo estrutural como limite: às políticas públicas de combate à discriminação
This thesis analyzes the limits that structural racism imposes on the development of public policies concerned to the fight against racial discrimination. Its research problem is based on the necessity to verify how the articulation between structural racism and the ideology of whiteness makes it difficult to enforce racial equality policies in the area of public security. Therefore, it was established as a general objective to analyze the role and effects of these phenomena in such policies. As specific objectives were determined to understand how racism, in its most diverse manifestations, would influence the conception of that kind of public policies; to identify the importance of structural racism and the ideology of whiteness in the contemporary Brazilian society; to verify the effects of racism on legal order and to the police forces practice; to describe how the intersectionality of categories such as race, color, gender, class, income and origin would help to maintain racism and discrimination; and to determine rules that could help in the elaboration of public security policies that take into account such intersectionality. Based on the fact that the racialized organization of contemporary society brings us a pattern of values, customs and attitudes that are determined by an ideology aimed at maintaining whiteness as a pattern of sociability, this research is dedicated to identifying how the advantages and the privileges of the white race naturalize and justify economic inequalities, removing the perception that such conflicts would be due to the racial phenomenon and that it would be reflected in the modus operandi of the public security agents. With regard to the conclusions and results achieved, should be highlighted the importance of reducing personal decisions of public security agents in the execution of their legal duties, through the development of specific protocols to regulate their actions when carrying out activities that may result in violation of the rights of black citizens. Hence, it has been realized that structural racism and the ideology of whiteness in public security need to be done through public policies capable of identifying them and making them explicit, so that it will be possible to recognize their influence on the actions of police officers.

Laser de fibra dopada com érbio multifuncional
This work shows an Erbium doped-fiber Laser with many frequencies and many operation regimes based on integration of two paired arrayed waveguide gratings (AWGs) into a ring cavity. The AWGs are highlighted, since 2000, as key technology for multifrequencies lasers for optical communications, spectroscopy, image, astronomy and others applications. Fundamentally, gratings work splitting waveguide signal and since insertion in the cavity they allow simultaneous operating of tens of wavelength. We explore each one of these wavelength withing Erbium gain region, doing channels in different regimes of operation. These regimes may be continuous or pulsed. The advantage is that each channel may be modulated independently. Simultaneous operation with high repetition rates at 10 and 40 GHz were demonstrated, as continuous wave. The laser is stable, versatile and multifunctional. It is possible that more operating regimes, as passive mode-locking, be explored. We showed by this work efficient way to passive mode-locking by carbon nanotubes as saturable absorbers. Soon, the passive mode-locking is a potential regime for the demonstrated laser. As the new bi-dimensional materials, that look efficient for passive mode-locking and in the future, hybrid mode-locking, as graphene and black phosphor.

Os parâmetros curriculares nacionais e o ensino da língua inglesa: sintonia entre teoria e prática?
In 1998, the government launched a document called Parâmetros Curriculares Nacionais , (PCNs), to help teachers make their teaching practice more meaningful and relevant. The document emphasises the importance of a sociointeractional approach when it comes to teaching a foreign language. This research paper looks into the theoretical aspects of the document and tries to analyse up to what extent primary and high school teachers are able to put into practice the suggested approach.. A brief explanation of the development of the educational system in Brazil is given so that the reader can understand how the teaching of foreign languages has gotten to the point where it is nowadays. It reaches the conclusion that although the role of the teacher, in theory, has become more complex because it is expected that teachers take the part of facilitators and collaborators, when it comes to practice they still rely on the traditonal approach, transmitting skills and knowledge.

Desenvolvimento e caracterização de compósitos híbridos a partir de polipropileno reciclado, resíduos de borracha de pneu e carbonato de cálcio
The main objective of this work was study the possibility of using a fillers hybrid consisting of calcium carbonate, and micronized rubber waste obtained from discarded tires after use, dispersed in the matrix of recycled polypropylene. The composites were prepared with different concentrations of loads: 30% of rubber waste + 10% CaCO3 20% waste rubber + 7.5% CaCO3, 10% of waste rubber + 5% CaCO3; only 20% CaCO3, and only 20% of rubber waste. The composites were characterized by rheological tests, by measurements of flow index (ASTM D 1238) and dynamic-mechanical analysis (DMA), for mechanical tests of tensile strength (ASTM D 638), three point bending (ASTM D 790), Izod impact (ASTM D 256) and Shore D hardness (ASTM D 2240), heat deflection temperature under load (ASTM D 648), Vicat softening point (ASTM D 1525). Were also made images of the fracture surface by MEV (scanning electron microscope). Comparing the results of tensile strength tests, was observed that the use of these different loads, occurred a decrease of the tensile strength until failure. The flow index showed a considerable decrease with addition of loads, both in the composites as in the hybrids. The elastic modulus increased with the addition of calcium carbonate, the material became more rigid. The addition of rubber made the modulus decreased considerably, the material became less rigid. The images obtained by MEV could confirm the poor adhesion between polymer matrix and the particles of CaCO3 and waste rubber. The work showed that with the hybrid composites from different concentrations, occurred significant changes in the composites and hybrids properties. About the cost analysis, the study showed that the use of hybrid loads in recycled polypropylene thermoplastic resin becomes advantageous when the cost difference between the recycled resin, without charge, and the hybrid composites, is considerable. In point of view of environment preserving, the use of recyclable materials as raw for the production of new products, becomes a practical solution to obtain compatibility and harmony between development and environmental quality, in other words, sustainable development.
A remuneração do atleta de futebol através do direito de arena e direito de imagem
O presente trabalho tem por finalidade estudar a remuneração dos atletas de futebol através da captação do direito de arena e exploração do direito de sua imagem em decorrência da crescente globalização. Trata-se de um estudo sobre as peculiaridades dos direitos da personalidade, do direito de imagem e direito de arena, além de abordar o ordenamento jurídico brasileiro que disciplina essas matérias, bem como explicar a natureza jurídica de remuneração do direito de imagem e direito de arena. O trabalho também traz o entendimento jurisprudencial da Justiça do Trabalho acerca da classificação do direito de arena e direito de imagem. Além disso, é feita a análise de dois casos concretos, sendo um de competência da Justiça do Trabalho sobre o direito de imagem e outro na seara fiscal acerca do direito de imagem. Desta forma, este trabalho demonstra a relevância do direito de imagem e arena como complementação da remuneração dos jogadores profissionais de futebol.
Modificação do espaço e desenho urbano: a futura estação de metrô Santa Marina, São Paulo.
The Strategic Master Plan (PDE) of São Paulo and the laws that are part of the urban policy of the municipality have a direct impact on the urban design resulting from the city. However, it is observed that the urban scales addressed by these laws are abstract, generic and disregard the local specificities for the concretization of spaces. The omission of the particularities and the lack of articulation of the instruments at the different urban scales question the conception of the urban policies of the city, corroborating with Barbosa (2016) for whom urbanism in Brazil is conditional and has improvised results. The application of urban design strategies as spatial computer elements to subway stations appears as a relevant agenda because it can promote the understanding of how the process of materialization of urban space occurs and can occur in these places. In the first part of the dissertation is constructed the definition of urban design as well as the distinction with the related terms, urban design and masterplan. The analysis of two international urban design experiments in the second part proposes to validate the previously formed concepts and help in the formulation of the parameters that will be adopted in the investigation of the object of study. In the third part, the PDE 2014 urban planning instruments present in the region of the future Santa Marina subway station in São Paulo are examined, ratifying the assumptions previously assumed and demonstrating the deficiencies in the articulations between the instruments in the areas of influences determined by the axes of structuring urban. Finally, the last chapter aims to evaluate the potentialities and shortcomings of the case study from the point of view of urban design, seeking to propose recommendations to enhance and qualify the area evaluated and similar cases.

A máquina falha
Este trabalho discorre sobre o corpo se movimenta no espaço, se ocupa do espaço, reage ao espaço. Sendo assim, a arquitetura e o sujeito estão em constante interação, em constante jogo de sedução. A reflexão sobre o corpo no âmbito arquitetônico deve ir além das medidas. O controle é uma forma de poder, e suas lógicas formam uma máquina capaz de regrar mais do que somente o espaço. As máquinas de controle estão presentes nas sociedades como um todo, atritando sempre em seu ritmo, à espera de uma população superobediente, dócil; meras engrenagens que sincronizam com as rotações da máquina. Cabe então refletir sobre a reação ao controle, a emancipação do sujeito, e como o espaço, a cidade e os territórios são capazes de instigar os contra-atritos. No que seria uma retomada de um erotismo, recuos e avanços, no ato de contemplar e se deixar seduzir pelo espaço. O momento de suspenção em que há uma tomada de consciência do indivíduo, a curiosidade e o explorar o lugar, a fim de criar novos atritos, novas liberdades...

Desenvolvimento de um WebLab para estudo e caracterização de sistemas WDM
The advent of the Internet and the development of Information and Communication Technologies (ICT s)generated new spaces for communication and collaboration between groups of people in geographically distinct regions. The association of Web technology with instrument automation and control by computer has made possible the development of the so called Remote Laboratories or WebLabs - distributed environments that allow to access and control experiments remotely through a network or the Internet in real time and with the sensation of presence. In this work, a WebLab was developed for the study and caracterization of a WDM (Wave Division Multiplexing) system, aiming to support and complement activities in faceto-face and distance courses on Optical Communications. Drivers and graphic user interfaces (GUI s) were developed with the software LabVIEW for control and data acquisition of instruments used in a remote experiment to measure the basic features of a WDM system. An application was also developed with the software VPI for the numerical simulation of Bit Error Rate (BER) measurements. This work is part of the activities related to the participation of the Mackenzie Photonics Laboratory in the KyaTera Project of FAPESP s TIDIA Program.
A (des) construçăo de uma nova centralidade: Cidade Tognato em Săo Bernardo do Campo
The Greater ABC Paulista region, known for being the cradle of political unionism and accommodate large industries and car manufacturers, became after the end of 1950s an important economic centrality of the country. The region is under deep transformations since the late 1990s in their urban space involving urban renewal of large central areas, traditionally industrialized in degradation and spatial underuse process, the productive restructuring from some economic sectors consequences. The urban renewal of these areas, located strategically along the entire urban centralities the diversity of supply of services, shopping centers, culture and leisure are significant in drawing up a strategic urban planning to mitigate known issues these cities have inherited over the last 60 years of exclusive development as the slums, economic informality, poor or without access to essential services, environmental degradation, long journeys combined with high costs and poor quality of public transport. The urban renewal project discussed in this paper in greater depth, known as Cidade Tognato, is one of these cases, a large degraded area situated in a prime area of São Bernardo do Campo, with access to complete urban infrastructure, commercial and cultural centers and city services quality. The project Cidade Tognato, of private enterprise, had strong evolving and investment of local government to enable auxiliary infrastructure adding six works in São Bernardo Moderna Program and especially in articulating laws and establishment aid for debt conversion with the city public treasury of Tecelagem e Fiação Tognato into three lots, offered in four auctions. In this paper, we attempt to associate the concepts and best practices disseminated by academics works of urban projects fields by the Local Development Programme, in rebuilding and reinventing cities process, mainly european models assessing burdens and benefits associated to the large ABC within São Paulo metropolis.

A reatualização do mito de Peter Pan na modernidade
The Scottish writer James Matthew Barrie wrote for the first time about Peter Pan in a book called The Little White Bird, in 1902. In 1904, the writer enlarged the character s universe making, this time, a stage play called Peter Pan or The Boy that Wouldn t Grow up; however, the romance as we know it would only be constructed in 1911, when Barrie decided to rewrite and extend his original play. That is how one of the best well known classics of children s literature was born: Peter Pan and Wendy, a book that, today, is part of many people s childhood and life; the story has even created a myth: the myth of the boy who never grows up, the myth of the eternal and adventurous youth. This way, the romance gave origin to many post-texts, gaining numbers of adaptations since it was first published. By making analysis based on Mikhail Bakhtin s dialogism theory, on Julia Kristeva s intertextuality theory and on Gerard Genette transtextuality theory, the present essay intends to study three different readings and/or adaptations of the base-text Peter Pan and Wendy, in order to verify how the historical/cultural context modifies, increases or contradicts this 1911 version.The texts chosen for the proposed analysis are: Peter Pan, by Monteiro Lobato (1930); Peter Pan the animation from Walt Disney Pictures (1950); and Peter Pan the movie, from the Australian director P. J. Hogan (2003).
Benedicta Stahl Sodré: mulher protestante na educação brasileira
This research, while attempting to establish a dialogue between Science of Religion and Education, brings into focus the actions and attitudes of Benedicta Stahl Sodré (1900 - 1973), moved by a spirit of self-denial and non-conformity, she contributed to steer a different path to the Brazilian educational system in the 20th Century. This work can be divided into two sets of complementary actions: historical investigation and analysis of the material gathered. The first set of actions is comprised of: 1. a presentation of the Brazilian historical background, of that time span; 2. a historical recollection of the educational movements that culminated with the adoption of differentiated methods for teaching literacy and classroom reading; and 3. the organization of biographical data, gathered or inferred from extant documents that related to or belonged to the educator being researched. The second set of action is comprised of: 1. a formal and content-wise analysis of the books published by this educator; 2. an analysis of the sequence of content and exercises proposed in her books; and 3. a description of the resources, methods and strategies adopted in this work. Both sets of actions are built, as we intend to present in this thesis, on a foundational religious conviction, which finds its concrete form in a constant search for a holistic education of the individual person. In order to demonstrate this, it is made evident that the themes and the values, which are found in the Sodré materials, can be related to beliefs and attitudes. Therefore, this work represents and opportunity of recognition of Presbyterian contribution towards changes in the educational routes in the first half of the 20th Century.
Limites da atuação do tribunal de contas da união no controle da administração pública
O presente trabalho tem por objetivo analisar as competências e organização interna do Tribunal de Contas da União à luz da Constituição Federal de 1988, de modo a identificar possíveis limites à sua atuação, tanto no âmbito do controle prévio das contratações públicas, como também nos procedimentos de fiscalização dos ajustes em execução, considerando a discricionariedade intrínseca à administração pública na tomada de decisões, os impactos e prejuízos suportados pelos particulares contratados e pela própria administração pública decorrentes de determinações exaradas pela Corte de Contas que exorbitam de sua competência fixada na Constituição Federal de 1988. Espera-se analisar os limites da atuação do Tribunal de Contas em relação ao controle da Administração Pública, problematizando os perigos de um controle que desborde das competências constitucionais e infraconstitucionais.
