This thesis presents the interlaboratory program for aggregates and asphalt mixture characterizations within the Brazilian NORTH-NORTHEAST ASPHALT NETWORK, an arrangement of nine institutions leaded by Universidade Federal do Ceará (UFC). The main focus of this work is to contribute for the laboratories staff professional development and to improve the testing procedures accuracy. Asphalt binder and different aggregates samples were distributed for the nine institutions to perform the aggregates characterization tests and the asphalt mixture design following the Marshall procedure. The aggregates were characterized with respect to: (i) density, (ii) absorption, (iii) shape index, (iv) Los Angeles abrasion, and (v) sand equivalent. For the Marshall design, the results obtained for the aggregates characterization were used. Moreover, five samples of loose asphalt mixture were distributed for each laboratory, where they were reheated, compacted and weighed for air voids content determination. These samples were returned to UFC with the purpose of being reevaluated in terms of its volumetric parameters determination. The results were analyzed using different statistical methods such as: (i) ellipse of confidence, (ii) z-score and (iii) tests of Dixon and Cochran. It was observed that there was a variation between 4.5 to 8.0% in the optimum asphalt binder content determination when the same mixture was designed in different laboratories. The most frequent errors found in the various tests are related to: (i) calculations procedures, (ii) equipment calibration and/or (iii) lack of understanding of the technical standards. The program contributed to improve the tests reliability and credibility, and to promote a greater integration between the involved groups.

The transportation and traffic problems inherent to Brazilian cities are getting worse because of their growing urbanization process e the people life quality depends on management improvements. The 1988 Brazilian Federal Constitution law restored a new federative pact, placing the Cities and the States as parts of the Federation, and awarded autonomy to the cities to draw up and apply urban development public policies, including the traffic ones, based on the legal obligation of urban management, as established by the Brazilian Traffic Code. However, this power transition is not occurring with the expected speed and its results can be very harmful to the citizens due to the gap that is verified. The main objective of this research was to present a set of recommendations that supports and motivates the managers’ decision making to integrate the Brazilian cities to the National Traffic System (NTS). It was started by a contextualized discussion of the Brazilian traffic management law, based on its historical evolution. And next, it was presented a characterization of the evolution of the traffic management transfer process to the cities in Brazil, with a focus on its current status. Then, it was presented an institutional diagnosis analysis of the problematic involving the difficulties and challenges of the cities integration to the NTS, based on the analysis of the influence of variables related to the urban planning and developing level. The research was concluded with the presentation of a structured set of recommendations related to legal and institutional, financial, and management training aspects, to support the decision making by the cities integration to the NTS, aiming to contribute to accelerate this process in Brazil.

This work aims to contribute to the conception of a Pavement Management System (PMS) focusing unpaved roads. The evaluation approach involves two stages: the first one consists in the adaptation of an evaluation methodology created to the North America road surface conditions. That modified methodology was used in unpaved roads in the district of Aquiraz, in the State of Ceará, northeastern Brazil. The second stage aims at applying a multicriteria decision support method (MDSM) in the process of ranking maintenance investments in unpaved roads taking into consideration a group of key variables that were expected to influence the operation of those roads. The ranking method is supported by the Analytic Hierarchy Process (AHP) and it is based on interviews with engineering professionals specialized in the design and analysis of roadway projects. Those professionals were divided into five groups according to their professional skills: a group of students of a M.Sc. Course in Transportation Engineering; a group of professionals who already have obtained the M.Sc. degree in Transportation Engineering; a group of University lecturers; a group of professionals of the Department of Building, Roads and Transportation, of the Ceará State; and a group of consulting engineers. The Expert Choice Software was used to help in the application of AHP, mainly in the task of determining the logical consistency of the comparison matrices as well as in using sensibility analysis to find the most probable order of priority for maintenance investments in some roads of the study area.

This work presents a methodological proposal for selection of projects of Public-Private Partnership (PPP) in the ambit of the PPP Program of Ceará State and directed to the sector of highway infrastructure. The methodology is based on the feasibility studies of projects of PPP and the conditions established in the national law n° 11.079/2004 and in the State law n° 13.557/2004. With objective to facilitate an comprehension about the motives that carry out the Brazilian government to adopt the PPP as one alternative of financing in the sector of highway infrastructure, the work presents an explanation about the different sources of financing in this sector in Brazil as well about the international experience in the development of projects of PPP. To provide one better understanding of the methodology, the work still presents an explanation about the Public-Private Partnership related to: concepts and definitions; types of contract; benefits, conditions necessaries and restrictions; and feasibility studies of PPP projects. In addition, with the same objective, the main points of both laws 11.079/2004 and 13.557/2004 used in the evaluation of the projects to be included in the PPP Program of state of Ceará are highlighted and analyzed in the work.

The performance evaluation of urban bus companies is considered a difficult task. One of the reasons for that is the variety of aspects to be considered and the involved interests. Such complexity constitutes an obstacle for the structuring of an evaluation model that takes into account the majority of the important aspects. This work presents the development of a multicriteria model for the evaluation of the bus companies that operate the public transport system of Fortaleza. A Multicriteria Decision Aid (MCDA) methodology was chosen for the conception of this model, due to its capacity to aid the structuring and evaluation stages, as well as the ability to deal with objective and subjective aspects of the decision framework. This model identifies the aspects considered important for the companies’ evaluation, according to the judgment of the technicians of ETTUSA (the public company responsible for the management of the Traffic and Transport System of Fortaleza). Through this study, it is intended that the specialists start to notice and comprehend the evaluation process in a constructive way, allowing a more focused analysis of the Bus Transport System and, consequently, a more transparent evaluation of the service offered to the population.
