Social development indicators: impacts on the illiteracy rate in the municipalities of Santa Catarina
The study aims to verify the impact of social development indicators, enrollment rates, students, teachers, and municipal education spending on the illiteracy rate of the Santa Catarina municipalities, 293 municipalities were analyzed. From the theoretical framework, research hypotheses were drawn, to validate the study. The research was descriptive and correlational; it was made through a document analysis with a quantitative approach, using the logistic regression technique. The survey results highlight that pre-school education and a high number of students per teacher affect the literacy rate, and increased spending on kindergarten can produce better literacy indicators. It is inferred that this confirms the theory that public spending and the form of management influence on teaching-quality indicators, particularly in pre-school education, which may show that the sooner the child enters school and the more the municipality invests in these children, better will be total literacy indicators of the population.

Commitment and entrenchment in public-sector careers: na exploratory and confirmatory study
This is an exploratory and confirmatory study on the Career Commitment and Career Entrenchment Scales. Our aim was to examine their dimensions’ constructs for validity evidence. The sample, formed by 650 federal civil servants, was randomly divided in two sub-samples. Results showed three factor structures corresponding to the theoretical dimensions proposed for each of the two constructs. Re-specifications were adopted for both scales in confirmatory factor analyses. The Commitment Scale was formed by 11 items and the Entrenchment Scale eventually comprised 10 items. We found differences between federal servant careers concerning the dimensions of commitment and entrenchment. These differences were significant for five factors: identity, career planning, resilience, career investments and lack of career alternatives.

New regulatory framework for the establishment of partnerships between the state and the CSOs - civil society organizations: innovation or a burden from the past?
Partnerships between CSOs and the state are a phenomenon observed in other countries, and in Brazil they have also become increasingly relevant for the provision of public services. Regulation of these relationships brings about a particular view by the state of civil society, with impacts on the design and implementation of public policies. This paper discusses the limitations and advances of this process, highlights how mobilization occurred to get to the new regulatory framework of partnerships, and systematizes the main points of change in it. It is argued that a new legal framework alone is not enough to change the course of public policy, or the absence of it. What is observed is a cultural background and an institutional and normative legacy that lean excessively towards control and that have been exacerbated in recent years by all levels of public administration. Despite the articulation of CSOs around the MROSC agenda, and a positive result being reached with enactment of Law 13, 204/15, many challenges are still being imposed for the continuity of this process, which can really enable the new legal framework to produce innovation in public management.

Administrative modernization in a subnational context: case study of Detran-SP
Like other State reforms in Brazil, the advent of New Public Management (NPM) took place more clearly at the federal level, but is less often discussed at the subnational (states and municipalities) level. Moreover, NPM [?] is generally discussed from a macro point of view, taking into consideration public administration as a whole, and is less frequently studied at the organizational level of analysis. The aim of this paper is to study, by way of a case study, the introduction of the values and practices of New Public Management in a state-level Brazilian public agency, which is historically associated with traditional bureaucratic procedures and vices. The agency studied is the São Paulo State Traffic Department (Detran-SP), which, having recently undergone a restructuring process, can be seen as a laboratory for understanding the most relevant NPM variables and challenges at the Brazilian subnational level.

Empowerment or a change in financial situation? a study on female Bolsa Família Program beneficiaries
Looking at Brazilian public policies on empowerment in the context of gender relations, we sought to examine whether the Bolsa Família Program impacts the empowerment of female beneficiaries in a mining town through how they are perceived. This research can be characterized as a descriptive field study with a qualitative approach, with the unit of analysis being female beneficiaries of the Bolsa Família Program and the research subjects being 12 beneficiaries. It was found that the changes triggered by the Bolsa Familia Program in women's lives were restricted to improvements in their financial situation and household consumption, and they ensured some financial independence for women. It was observed that the employment opportunities for these women are still small, but there is nothing driving them to reduce this inequality. Thus, it was concluded that, in a broad sense, the Bolsa Família Program has empowered female beneficiaries.

Cidades inteligentes no nordeste brasileiro: análise das dimensões de trajetória e a contribuição da população
Este trabalho teve o objetivo de identificar de que forma a população das cidades de Barbalha, Maranguape e Mauriti, pertencentes ao Nordeste brasileiro, percebem o caminho que podem seguir para se tornar mais inteligentes. Utilizou-se o modelo de Giffinger, Haindlmaier e Kramar (2010) para analisar as dimensões economia, pessoas, governança, mobilidade, meio ambiente e qualidade de vida. Realizou-se uma survey e aplicaram-se 575 questionários aos moradores das cidades. Os dados foram tratados por meio de estatística descritiva e análise fatorial exploratória. Dessa análise foram obtidos cincos fatores: dimensões relacionadas ao grupo social; dimensões relacionadas à vizinhança; dimensões relacionadas à cidade; dimensão sobre o meio ambiente; dimensões sobre mobilidade e tecnologia da informação e comunicação (TICs). Para implementar cidades inteligentes, observou-se ser necessário conhecer o contexto social, cultural e econômico do local, sendo essencial a avaliação desses fatores, pois o seu conhecimento é de extrema relevância para captar a possibilidade de se implementar uma cidade inteligente.

Environment and the public arena: environmental governance and its implications for public policies
The institutional framework of contemporary society has changed since the boundary between public and private spheres became increasingly fluid, with the State no longer the only actor to regulate the behaviour of social actors, nor indeed, the only actor to problematize what is public. Other actors have also begun to develop their own initiatives in relation to public matters, and this also applies to the environmental agenda. In this context, this article aims to develop an approach to public sector initiatives aimed at the environment by examining the experiences of the Public Management and Citizenship program database and the recent activities of the Friends of the Amazon Network. The conclusion is that such an approach should consider at least three elements: Transversality - environmental impacts involve different areas of knowledge and governmental action; No Neutrality - understanding environmental impacts involves negotiation in the public arena; Governance - environmental issues require coordination and relationships between different actors.

What is a court of account? A study from the people’s perspective in Curitiba/PR
The purpose of this paper is to analyze the perception of the term “court of account” by individuals from civil society in Curitiba/PR. After a quick overview of the concept of court of account, a theoretical perspective is presented that defines corporate reputation as a set of mental associations about an organization possessed by individuals outside the organization. A survey was conducted with a sample of 307 individuals, who answered the following question: “In your opinion, what is a court of account?” Content analysis was applied to analyze the answers and group them into categories. Results indicate that the most frequent categories mentioned by individuals about the court of account were, in order of frequency: a supervisory organ, a place to render accounts, a resource manager, an account analyst, an account problem solver, and a judge of accounts. We conclude that the court of account is seen predominantly as a supervisory organ, although there is a high level of ignorance about its function.

Ideas crowdsourcing for the open government: the case of the Military Police of Minas Gerais – Brazil
Aims to identify the results of a shipping platform ideas in terms of generation of innovations and strengthening of collaboration pillar of open government. ideas shipping platforms have been used by governments for the cooperation of society in solving public problems; however, the literature lacks studies on the absorption of ideas from citizens for producing innovation and the forms of two-way communication between public institutions and society. The case study is the application of PrêmioIdeia platform on the 8th Military Police Battalion of Minas Gerais (8ºBPMMG). It was concluded the platform contributed to the opening of the institution for the cooperation of citizens. Article complements the literature demonstrating the open innovation application with social purpose, to capture the perception of a group on a problem and citizen involvement in major public problem solving.

The origin and content of knowledge production on costs in the public sector in Brazilian theses and dissertations
The importance of cost management has become increasingly evident as its contribution to the decision-making process and its role in controlling, planning and increasing efficiency in the provision of public services have become more apparent. This paper aims to identify the origin and content of knowledge production in those Brazilian theses and dissertations that deal specifically with costs in the public sector. A total of 41 such theses were found following a bibliographic search through the Brazilian Digital Library of Theses and Dissertations. After analyzing the data, we found the following: From 2005 onwards, the quantity of research on the aforementioned theme experienced a significant increase; the majority of these theses and dissertations originated in the field of Management and Accounting; Healthcare and Education were the most popular fields for research development; most of this research used a similar format whereby a corporate diagnostic was carried out, information on costs was gathered and a cost accounting system was proposed. Finally, it was possible to identify certain gaps and opportunities that offered the potential to develop future research on the subject.

Trust for the maintenance of a democratic innovation: the participatory budget in Belo Horizonte
Given the growing importance of the internet as a means for governments to consult citizens about policies, this article presents a study on the feelings and perceptions of participants in the online forums of the Electronic Participatory Budgeting (e-PB) of the city of Belo Horizonte, Brazil. This case is particularly interesting for such analysis, as the number of participants decreased significantly between editions, allowing us to investigate the reasons for this withdrawal. We analyzed the content of all messages posted in the forum in the 2008 and 2011 editions (N = 2370) in order to identify citizens' feelings about the initiative, their perceptions of the effectiveness of their own participation in decision making, their perceptions of being well represented, and the use of storytelling to support arguments. Results indicate that the expression of citizens' feelings in online forums may be fundamental to assess policies and the participation tool itself. In addition, we reflect on the harm from not considering the opinions and feelings expressed by citizens.

The concept of rural territory and public policies and its historical evolution in the FHC and Lula administrations
The present article aims to reflect on the concept of rural territory as a category of analysis of spatial dynamics, as well as its dependence on and implications for public policies, in order to recover the history of its improvement in the administrations of former Brazilian presidents Fernando Henrique Cardoso (a.k.a. FHC) and Lula. From a review of the literature, the article seeks to compare rural territory development strategies in both administrations, thus contributing to the discussion about the territorial aspects of regional development in Brazil. Our results show that there were advances, despite the enormous challenges still to overcome, among which are a greater participation and qualification of social actors and a political disposition for democratic administration by government actors.

Local human development: a multivariate analysis of small municipalities in Minas Gerais
This paper aims to provide a comparative analysis of the socioeconomic reality of small municipalities in the Brazilian state of Minas Gerais from the perspective of municipal human development, based on data from 2000 and 2010. To that end, we used cluster analysis and regression by OLS. The classification of municipalities in the cluster analysis revealed three clusters or groups, namely, low, intermediate and high local human development. Results indicate a relative importance of local economic conditions, as well as municipalities’ income concentration level and fiscal capacity, for increasing human development rate. Therefore, the study reinforces the importance of seeking balanced development by strengthening the links between economic growth and human development.

A Multicriteria Performance Analysis: the case of State Supreme Court
The present study has developed a model of performance evaluation that is both aligned with the interests of public administrators and able to support their decisions. The studied context is a strategic administrative sector of the Supreme Court of the State of Santa Catarina (TJSC), Brazil. Data were obtained and analyzed using the Multicriteria Decision Aid – Constructivist (MCDA-C) methodology as it allows decision makers to build knowledge about the context they are addressing based on their perception. The results of the study include: (i) the development of a specific performance evaluation model; (ii) the presentation of four Fundamental Viewpoints (PVFs); (iii) six Internal Management PVF indicators covering aspects that decision makers consider relevant; (iv) that urgent action is required regarding one of the Internal Management PVF indicators; (v) that the model we built can aid managers in their decision making process concerning performance management in their sector; (vi) the feasibility of replicating the procedure to build a suitable model for the other sectors forming the TJSC.

Is Direct Participation in Co-production Democratic? Dengue Vector Control in Campo Grande – MS
The co-production approach considers the active participation of public service users to be essential in policy implementation. The greater direct influence of citizens on public policies that is sought in this approach appears to be aligned with the principles of democracy. In order to better understand the relationship between user participation and democracy in co-production, the goal of this paper is to characterize public service users participation in the co-production of dengue vector control in Campo Grande – MS, Brazil. Data collected in five districts of the municipality were analyzed using content analysis. Findings revealed that in the five cases studied, service users (i) are included in the production relationship with public service professionals, (ii) are capable of producing policy results, and (iii) are benefited by the results produced. However, if full democratic participation in co-production is to be achieved, users have yet to exert influence on other policy processes, not limiting their participation to merely executing actions proposed by the public authorities.

Productive microcredit in Brazil: recent history and conditions of development
This article aims to analyze the elements determining the action of different institutional models of productive microcredit. We used a multilevel model to investigate the relationship between interests and negotiation processes among groups involved in microcredit. The empirical study was conducted with three units of analysis: a public bank, a company the provides credit for micro entrepreneurs and small businesses (SCMPP), and a civil society organization of public interest (OSCIP) operating in microcredit. Results show that focus on managing the implementation of the Oriented Productive Microcredit methodology is a condition to achieve good results. Partnerships with government agencies, as well as the participation of microfinance institutions in public policy processes, are a major challenge and a major potential to enhancing the microcredit sector.

Technological change and prospects for the democratic management of public policies
This essay explores the prospects brought for the democratic management of cultural policies in Brazil by technological changes revolving around ubiquitous computing, mobility, digital convergence and increasing access to public data. It builds on ideas from Social Construction of Technology and explores the interaction between technology and social processes. Based on these ideas, the essay presents reflections about emerging possibilities of new technological artifacts for the democratic management of public cultural policies. These possibilities are studied in two ways. The first concerns the adoption of technology and its usage patterns. The second is related to the production processes of those artifacts. In the former, the paper analyzes the literature and examples from it and from a structured inspection of websites to explore emerging possibilities, either already delivered or potential ones. These possibilities are grouped under the following categories: participation in the management of cultural policies; sharing of data and information related to cultural management; and transparency and social control in the management of cultural policies. In the latter, the paper explores the emergence of new actors and processes of production of technological resources in civil society. The paper concludes by presenting a set of issues that deserve the attention of researchers in future works.
The role of the university in initiatives aimed at information, citizenship and accountability in Cordoba and São Paulo
The aim of this research is to identify different roles universities can perform when participating in civil society-led initiatives to promote information, citizenship and social accountability in Latin-American cities, especially the initiatives of Rede Nossa São Paulo and Red Ciudadana Nuestra Córdoba. The context for this work takes into consideration the challenges Latin American cities face nowadays, the potential roles of universities to deal with these challenges and the differences between the participation of universities in the two initiatives studied, both of which are members of the Latin American Network for Fair, Democratic and Sustainable Cities and Territories. Based on a descriptive and exploratory research conducted in 2015 in Córdoba and in São Paulo, this work identifies different roles, the motivation around them and the effects of the interaction between the university and the initiatives operating in the cities.

An analysis of the implementation process of organizational reforms in public organizations: the cases of Poupatempo and Detran-SP
This article aims to understand the implementation process of organizational reforms in the public sector, focusing on two emblematic cases in the government of the State of São Paulo: the structuring of Poupatempo and the reform of Detran.SP. Based on the literature about policy implementation, it seeks to identify the variables and determinants that affect the implementation processes of organizational reforms. Thus, the goals, values and principles that guide them were analyzed, as well as the way they are carried out from several variables such as actors, their role, profile and performance. The categories used for the analysis allowed to identify the variables that determine these reforms, identifying issues common to both studies and the elements important to their success.
