A Escola é (n)o Parque: possibilidades espaciais para a Educação em Macaé/RJ

De modo geral, a cidade possui espaços formais e não formais de educação. Dentre as possibilidades, há o parque urbano, que muitas vezes não é plenamente aproveitado devido a problemas, como falta de uso e apropriação, ausência de manutenção e segurança, abandono, criminalidade etc. No entanto, se bem cuidado, ele pode proporcionar benefícios para a educação e para a cidade. Nesse contexto, o artigo objetiva apresentar um projeto de requalificação do Parque da Cidade em Macaé, caracterizando-o como um espaço educacional não formal de qualidade, de modo a potencializar seu uso e apropriação pelos cidadãos, inclusive a comunidade escolar, por meio da criação de áreas de convivência, recreação, esporte, cultura e outras. Para isso, a metodologia envolveu pesquisa bibliográfica e documental, pesquisa de campo e desenvolvimento projetual. Os resultados indicam que é possível criar espaços públicos urbanos que possam estimular o uso dos parques para fins educacionais.

Prevalência de mosaicismo cromossômico em 2.500 casos realizados em um laboratório de genética no Estado do Rio de Janeiro, Brasil

Mosaicismo cromossômico é definido como a existência de duas ou mais linhagens celulares com diferentes constituições cromossômicas em um mesmo indivíduo. Este trabalho tem como objetivo analisar a prevalência de mosaicismo cromossômico a partir de 2.500 pacientes que realizaram estudo citogenético em um laboratório de genética localizado em um município do Estado do Rio de Janeiro, RJ, no período de 04/2011 a 01/2020. Dos 2.500 exames de cariótipo analisados, 19 apresentaram mosaicismo cromossômico, sendo nove do sexo feminino, oito do sexo masculino e dois casos de sexo indefinidos. Em relação ao tipo da alteração cromossômica, 14 casos foram de alterações numéricas e cinco casos de alterações estruturais. Infertilidade foi a indicação clínica mais prevalente, totalizando sete pacientes. Dentre os 19 casos neste estudo, dois foram publicados em revistas científicas. O mosaicismo cromossômico pode apresentar linhagens de células com porcentagens muito variadas. Para uma maior segurança, sugere-se a contagem de um número maior de células para aumentar a chance de identificação destas alterações.

Cartographies of conflicts and collective action in Campos dos Goytacazes (Brazil) at the beginning of the 21st century

Based on a hemerographic survey carried out in the first two decades of this century, covering the North and Northwest regions of the state of Rio de Janeiro, this article proposes an analysis of conflicts and collective action, especially in the municipality of Campos dos Goytacazes (Brazil). With an emphasis on conflicts, collective subjects and their demands, the article demonstrates how the different interests present in local civil society are organized and their relationship with the State. It is observed that the first decade (2000-2009) was marked by social struggles over land use and those related to the universal realization of social rights and their expansion, in a context of flexible rights and reconfiguration of the State, considering the advance of mercantile logic under neoliberalism. Yet the following decade (2010-2017) was characterized by resistance to the advanced process of commoditization and privatization of cities, led especially by unions and popular action in the urban peripheries. In the case of Campos, the set of urban removals promoted by the “Morar Feliz” program stands out, with emphasis on the resistance of subordinates.

(Re)organization process of the Musculoskeletal Human Anatomy discipline to receive the first Deaf medical student in UFRJ-Macaé Medical School

Introduction: After the Law of reservation of vacancies for People with Disabilities, Macaé Medical School received the first Deaf Brazilian Sign Language (Libras) user medical student. Justification: We aim to report challenges and adaptations made on the Human Anatomy discipline to suit the Deaf’s learning process, considering the urgent need to create accessibility for the academic. Methodology: Research-Action conducted by the discipline team perspective on the process of reorganization and adaptation of didactic activities, such as theoretical and palpatory classes, practices, after-class support, visits to health services and exams. Development: Almost all activities were carried out with the help of a Libras Interpreter. Practical and palpatory lessons had an individual approach with Teaching Assistants, optimized lesson scripts and Photographic Atlas. Despite the visual teaching strategies, we recognize the difficulty of learning the contents, in particular, due to the linguistic barrier. Conclusion: We understand the need to consult members of deaf community to design better pedagogical methodologies. The creation of signs on the health sciences field is the next step to make medical training accessible to the deaf.

Avaliação do conhecimento da população do estado do Rio de Janeiro sobre a pandemia de Covid-19

En marzo de 2020 se registró el primer caso de Covid-19 en el estado de Río de Janeiro. La heterogeneidad de sus regiones es un aspecto notable de su demografía, lo que dificulta hacer frente a la pandemia. Debido al alto impacto de la pandemia en la sociedad, es fundamental comprender la percepción de la población sobre las medidas sanitarias propuestas y que se identifiquen las fallas en el proceso de información. Una población bien informada sobre una enfermedad se vuelve menos vulnerable. Este estudio investiga el grado de esclarecimiento relacionado con Covid-19 en la población de Río de Janeiro. Para la recolección de datos se utilizó un cuestionario en línea, aplicado a 857 residentes del estado. Entre los resultados, se observa que la mayoría de los participantes clasifican la situación de la pandemia en el estado como grave, y señalan la necesidad de ampliar las acciones de control e inspección. La población comprende que la investigación científica es importante para orientar las acciones de salud. Invertir en la comunicación directa y con un lenguaje accesible aumenta la conciencia, crea comportamientos favorables y permite abordar la pandemia de manera eficaz. Se infiere, por tanto, que es fundamental proceder con la planificación de la difusión de información.

Proposal of a risk matrix for risk management program in routine activities

Professional activities can cause injury to the worker and their occurrence varies according to the probability and severity. In face of the need of establishing a model that can help the risk manager to prioritize actions in routine work activities, this study, through the application of legal and regulatory context, social security laws, regulatory and research norms, proposes the application of a matrix risk assessment for factors and / or sources of occupational risk. The matrix includes analysis of probability (unlikely, probable and highly probable), severity (without injury, minor injury, serious injury or occupational and fatal illness or permanent disability) and the number of workers and results in four types of graduation: Critical Risk, High, Moderate and Low. Critical Risk Activities, takes priority in actions to eliminate risk, followed by high, moderate and low risk. Critical Risk activities, beyond the routine of work, should include a risk analysis, when this is not required by any regulations. Critical and high-risk activities should be part of periodic inspections.

The constructed risk: reflections on the disaster that occurred in Mariana, Minas Gerais State, in 2015

Risk is constructed by the specific time-territory interaction of two factors – threats and social vulnerabilities. From this perspective, this article analyzes the failure of the mining tailings dam located in the municipality of Mariana, in Minas Gerais, based on a theoretical discussion on disasters. This approach starts with the concept of social construction as well as considerations on the historically constructed risk and the implications of defining them as such. The methodology used in the study proposes the analysis of the inherent risks, the spatial distribution of the population, as well as the estimation of the affected population by analyzing the data available in regular grids determined by the Brazilian Institute of Geography and Statistics (IBGE), in reference to the Demographic Census (2010). Using grid cells, we estimate the affected population, an aspect that may be an important contribution to the post-disaster moment. Potential impacts were also estimated considering different distances related to water courses that were affected by the disaster.

Environmental mill: adaptive dynamics in the river mouth of the Paraíba do Sul

This paper was developed in the interdisciplinary field of research on Environmental Perception. The environmental issue increasingly requires expanding the debates on the relationship between human beings and their environment, especially when considering climate change, the perception of environmental changes, and human interference in this process. This article seeks to analyze the dynamics of struggle of residents of Atafona beach, district of São João da Barra (Brazil), taking as an example the coastal / marine erosion and floods that affect the daily lives and ways of life of residents. The objective was to develop an analysis of adaptive dynamics and the perception of residents on the “front line” of coastal / marine erosion, which occurs in Pontal de Atafona, in São João da Barra (Brazil). In this context, based on interviews with residents on the “front line” and research interlocutors, some of the adaptive dynamics and ways of coexistence are highlighted, focusing on human aspects in the process of organization and environmental perception.

There was a house in the halfway: floods and removals in Ururaí, Campos dos Goytacazes, Brazil

This article aims to discuss central aspects of the removal processes, through the “Morar Feliz” Program, to which the residentes of Ururaí, were susceptible, under the justification of the “risk” of floods. In this way, we presente the contradictions of the largest housing program developed in the interior of Brazil. We start from the premise that the centrality of “Morar Feliz” ins’t to ensure house in worthy conditions for resettled subjects, however, the main objective was to promote processes of expropriation, that allowed the revaluation of urban space and the opening of new valuation niches for capital, while exasperating a living condition pf the resettled people, who came to live with a framework of successive expropriations and denials of rights. For this, the discussion presented has as reference of analysis the database of Núcleo de Pesquisa e Estudos Socioambientais of Universidade Federal Fluminense (NESA/UFF Campos). We note that the program operates in a similar way to the historical trajectory of the materialization of brazilian housing policy, which is to remove the subjects that is found in arches of land valuation, highlighting the manufacture of consensus by the “risk” discourse.

The pandemic in a context of socioeconomic vulnerability: considerations about Campos dos Goytacazes, Brazil

  Considering the Covid-19 pandemic and its spread in the country, especially among the population living in the Brazilian peripheries and slums, black, poor and precarious from the perspective of work and access to fundamental rights, the article proposes a discussion of the challenges posed by the confrontation of this pandemic in the municipality of Campos dos Goytacazes, Brazil. Taking these challenges into account, the article emphasizes the current socioeconomic and political context of the country and the municipality, highlighting the growth of unemployment and precariousness. Paradoxically, the dismantling of social rights and social security policies promoted by neoliberal counter-reforms have not only aggravated social inequality but also hindered the implementation of the necessary responses to face this pandemic.

Appropriation of daily territories by graffiti. From social hazard to multi-territoriality

Social hazards, understood as one of the fields of study of Anthropic hazards, contains a variety and complexity of phenomena that encompass work, family life, social relations, among others. Anthropic cindinic sciences are faced with new challenges generated by everyday life, demanding territorial analysis in a multi-scale perspective. Furthermore, it is necessary to bear in mind the dynamics of the communities, concerning their way of living, interpreting, and acting, aspects that may lead to the development of social tensions and frictions. This paper aims to discuss social risks from a multi-territorial view, starting with the issue of social frictions related to graffiti and based on the case study of the University of Coimbra as heritage classified by UNESCO – World Heritage Areas. The number of tourists and visitors has increased impressively, having transformed the dynamics of the city and of the protected area, namely through the rehabilitation and preservation of buildings. Despite this, the University and the upper part of town have been the target of intense graffiti, raising epistemological, civic and institutional issues.

Adverse effects of makeup for the eye area and reports to NOTIVISA

Makeup for the eye area is used by many women around the world. Mascara, eyeliner, eyeliner and eye shadow are some of the cosmetics used. The objective of this study was to evaluate the knowledge of women in Campos dos Goytacazes (Brazil) about possible adverse effects of eye makeup, and whether they know and / or have already reported to the Health Surveillance Notification System (NOTIVISA) in case of such effects. An online form was sent via social media such as Facebook, Instagram and WhatsApp. A group of 196 women were interviewed, among them 159 residing in the city of Campos dos Goytacazes (Brazil). The survey revealed that 66.7% of the women interviewed are unaware of the adverse effects that can be caused by eye makeup, 79.9% do not know the NOTIVISA system, and 95.0% have never used it. The study suggests the development of ways of disseminating the NOTIVISA system, as well as awareness campaigns on the use of these cosmetic products, mainly because they are considered harmless to health.

Experiencing environmental changes with multiple players and taking a critical look

Our reflection on environmental changes analyzes the action of art collectives in alternative spaces in which subjects are affected by floods derived from rivers with hydraulic dams and by contamination of terrestrial and aquatic ecosystems by tailings arising from the rupture of an ore dam. Apart from affecting socio-economic activities (fishing in particular), they impact the lives of individuals as a whole. Risk situations regarding health, floods, and disasters will be treated with a cross-cutting approach of experiences that combine anthropology, art, and territory development. We will, therefore, contemplate two interventions: a Brazilian and a European one involving artists, anthropologists, and urban planners. Our questioning should enable a new reading of the challenges for the balanced development of the territories that will work together with the subjects (residents/fishermen of the Vila de Regência (Brazil), affected by the poisoning of the Doce river, in the Brazilian example, and the residents of a French medium-sized city, on the banks of the Loire River, submitted to the risk of flooding and participating in a risk prevention plan). In both cases, the participation of an artist collective allows an original and rich debate with local populations.

Professional Performance and Disasters: limits and recommendations

Professionals from various fields of knowledge have shown increasing interest in the topic of disasters, leading to an increase in actors at this field, whether linked to public or private institutions, NGOs or volunteering. This article aims to accomplish a critical reflection on three disasters that occurred in Brazil – Vale do Cuiabá (2011), Samarco (2015) and Vale (2019) as well as the possible contributions to professional performance in the area. For this, a bibliographic research on the disasters was done. The results show connections between the three disasters and highlights primary health care as a territory and resource in disasters. The work intends to contribute so that the actions of professionals and researchers can start from a demand focused on the affected people and communities, with necessary recommendations for action.

Daily mobility in times of uncertainty: a study in areas of environmental disasters

The daily mobility in space is one of the fundamental characteristics of contemporary times and it has been presenting itself as an essential mark of the connection of people with the world, with resources and opportunities. However, the social inequalities expressed in the space are also reflected in the conditions of moving around the city, which become more difficult, especially for social groups in areas with occurrences of environmental disasters. In times of growing uncertainty and new risks, the relationship between mobility and immobility in these areas becomes even more complex. Through qualitative interviews, the exploratory objective of this article is to reflect and collect empirical elements about the daily mobility to the work of people living in areas that have experienced the occurrence of disasters in Campos dos Goytacazes (Brazil). In these times of uncertainty aggravated by the pandemic of the new coronavirus, they face the dilemma of the simultaneous need to stay at home and go out to work.

Voices of those affected by disasters: experiences of organization in the state of Rio de Janeiro

Starting from an understanding of disasters as procedural and socio-historical phenomena, which trigger and are caused by multiple factors, this article will present a synthesis about the formation process and the struggles carried out by three movements in three different cities in the state of Rio de Janeiro that are crossed by different types of disasters or by speeches of “risks” of disasters. The methodology adopted in the elaboration of this article was based on the literature review on the theme and on the systematization of the reports that the representatives of these Movements and also authors of this text made at the II International Seminar on Risks and Disasters, in 2019, intending to show the ways through which disaster processes materialize in different spaces, in addition to giving visibility to the struggles of these movements, which are in the Serrana and Norte Fluminense region.  The narratives reinforce the construction and permanence of disasters - in space and time - and unveil the actions and omissions practiced by different agents that end up promoting such processes.

The new and old problems of the “New Fundeb”: analyzing the Constitutional Amendment 108/2020

This article brings a research whose method is based on historical materialism and dialectic and aims to exhaust the determinations of the object of analysis revealing its pseudo-concreticity until reaching its essence. The proposal of the New Fundeb, promulgated in the National Congress (EC 108/20), presents itself as a panacea for the ills of financing basic education in the country. However, the problems of Fundeb created by EC 53/06 are accentuated with the new EC 108/20. The capitalization of public basic education has found fertile ground in the new permanent funding mechanism. Among the most questionable elements are: the mercantile logic in the distribution of the ICMS (municipal tax) and the complementation of Fundeb (2.5%); the centrality in the elevation of the learning indexes – that can generate unfair dispute between networks with greater availability of resources and those with less; the consolidation of the meritocracy and of possible frauds in the indicators; the impracticability of the CAQ in face of the not generous complementation of the entity that collects more taxes in the country. Although filled with progressive terms, from a practical point of view, the New Fundeb will probably not universalize with quality the Brazilian basic education, as it happened with its predecessor.

Strategies for preventing environmental risks and disasters through the Social Assistance Policy

This article reflects on the performance of the Social Assistance Policy in contexts of environmental disasters - a notably fundamental theme to the debate today. To do so, we started with bibliographic and documentary research seeking to understand the performance of this Policy in relation to disasters, considering its institution in a society founded on the specific logic of capitalist accumulation. We identified that the Social Assistance Policy's response to environmental disasters has still been focused, based on emergency logic, disregarding the procedurality of the production of disasters, as well as the elements of the social structure that foster them. Considering this, we highlight the strategic function of the Social-Assistance Surveillance sector, demonstrating the importance of professional performance in the midst of these scenarios, as well as signaling strategies for this. As this sector works directly with the production of knowledge about reality, we have developed an argument explaining the relevance of this performance in actions to prevent environmental risks and disasters.
