Reform and counter-reform of the Social Welfare in the contemporary Brazil

The article analyzes the changes that occurred in the brazilian social welfare system since in the middle of 90th .It searches to enhance the counter-reform of the Brazilian social protection constitucionl’s framework, through the 20th constitucional amendment analysis, setting of its consequences in the worker’s social rights regression.

The flânerie of an urban walker

This article analyzes the interaction between Alice, from Quarenta dias – a novel by Maria Valéria Rezende (2014b) –, and the city of Porto Alegre, in which she wanders like a contemporary flâneuse. The character, in fact, calls herself an urban walker, since she gradually becomes an inhabitant of the streets. The viability of a character such as a female flâneuse is discussed based on the writings of Janet Wolff (1985), Griselda Pollock (1988) and Lauren Elkin (2016). According to Elkin (2016), invisibility is a fundamental characteristic for someone to perform the flânerie, which would be unfeasible for a woman, who is always the object of male gaze on the streets. Alice, however, realizes she is invisible to others, due to her age, her origins and the fact that she becomes a homeless person for forty days. The novel also calls for a series of reflections about contemporary cities and the ways minorities occupy the urban spaces.

Political redefinition or depolitization? The conceptions of "third sector" in Brazil

In the scope of political changes that emerge in the context of reestablishing the democracy in the Latin American countries, a new idea of “civil cooperation” blunts as a privileged theme of the debate about the structural reforms of social relations. This work discusses the penetration of the idea of “Third Sector” into Brazil, its inscription in the debates about the State´s reform, and the reestablishment of new relations between the economic sector and the civil companionship. In addition, it is seeking to demonstrate that the possibilities of the emancipation of the civil society can not be reduced to the institucional instumentality in the Third Sector approaches. The metaphorses that the brazilian civil society undergoes in the 90´s, if in one hand seal its instrumentalization, in another hand show that new drives of democatization associated mainly with the introduction of new cultural values emerge from that society.

Brazilian social protection system as an instrument to fight poverty

This article discusses the importance of social protection systems (SPS) as tools to fight poverty and social exclusion. After a brief review of the history of these systems worldwide, the article presents the evolution of SPS in Brazil, highlighting the fact that the system has always been incomplete, particularly after the economic crisis of the 1980s and the neoliberal ideology guiding the policies during the 1990s. The study shows that the policies recently approved in President Michel Temer’s government represent a setback regarding the improvements in social protection in the country and the future of the nation.

The compulsory nature of the international technical standards in the multilateral trading system

Within the framework of the Multilateral Trade System, a basic criterion established by the World Trade Organization (WTO) for domestic technical standards and regulations do not become trade barriers is that they are based on international standards of recognized bodies. This criterion is considered in the TBT Agreement, the SPS Agreement and the GATS. In this sense, except in some situations, by imposition of these commercial agreements, it is considered that international technical standards are mandatory, even if, by definition,they are characterized as voluntary compliance. In this work, after analyzing the characteristics of the international standards, this hypothesis is analyzed in relation to each of these agreements.

The thinking of Hugo Grotius and the ideal of international justice rescued

The present work resumes the theoretical contributions of one of the founding fathers of Public International Law, Hugo Grócio. The objective of the work is demonstrate that the reflections of the Dutch jurist helped in the understanding of justice as a legitimizing foundation of the law, as a common ethical sense of humanity and as an obligation of responsibility and solidarity across borders. Through the hypothetical-deductive research method and the bibliographic research technique, is concluded that the resumption of the internationalist’s work reinforces the ideal of international justice, especially as human rights are slowly becoming a new ethos common humanity.

Liberal Egalitarianism and Private’s Law Structure

This article outlines the thesis that egalitarian liberalism (EL) may require certain structural features of private law (PL). These characteristics would be necessary if egalitarian liberal institutions were to remain sensitive to what Nagel (1991) refers to as a personal point of view. Even if the basic freedoms that EL treats as priorities are parsimonious in relation to property and that institutional conformity to one or more principles of distributive justice (what the article calls “egalitarian demand”) threatens to “disfigure it”, PL would maintain, under EL, a non-contingent status. Regarding method, the article is characterized as an “internal” investigation of EL, which accepts some of its basic premises (such as the priority of basic freedoms and distributive justice) to deal with the place of private law in this tradition.

The body in the classes of Physical Education: conceptions and pedagogical practices in the college of military olice

This study aims to investigate how the questions related to body have been developed in Physical Education classes in a Military Police School of Goiânia. It is a qualitative research, of exploratory character, with data collected by the semi-structured interview and analysis of the pedagogical practice of Physical Education teachers guide. It was possible to perceive that the relation between body and learning in the Physical Education classes are distant from the aspects of the language and the corporal expression, having as guiding axis, the sport. There is a concern with cross-cutting issues, but they tend to be treated as debates and not problematized in bodily practices. Despite the potential of these themes for a critical formation, they are neglected in the pedagogical praxis of Scholar Physical Education without systematized experiences. Therefore, there is no acquisition of various cultural manifestations knowledge that could emerge critically from the classroom.

The social and the common: neoliberalism, bio-politics, and universal basic income

Considering the context of rare possibilities to expand social protection in Brazil – especially after 2016 – the backbone for an effective political debate regarding social rights seems to be a reaction against the neoliberal reforms of the Brazilian state by restoring the pillars of the welfare state and its logic of workfare. This article proposes to use the guaranteed minimum income as a concrete instrument to move the center of the debate toward a positive political agenda, based on the concept of common, overcoming the traits of conditionality and focalism of traditional distributive policies. This issue is discussed based on context analysis and bibliographical research, in a theoretical framework built on the bio-political critique on neoliberalism (Lazzarato; Hardt and Negri; Dardot and Laval). The guaranteed minimum income is described as a bio-political line of attack capable of catalyzing an institution of the common, enclosing an alternative to the mystifying dualism between neoliberalism and welfarism.

Property Rights and Theory of Justice: the defense of property in distributive justice from the conception of John Rawls

Abstract: This article addresses the property right theme from John Rawls theory of justice. The objective is to analyze to what extent Rawls conception of justice accepts the defense of individual private property. In order to reach this objective, we first present the contours of the concept of property and discuss the understanding of property in the context of distributive justice. Finally, we analyze the defense of property from the conception of justice proposed by Rawls. It is intended to demonstrate that the right of property is a substantive liberty, to a certain degree and extent inviolable and unavailable, and that although Rawls does not consider that the right to property of the land deserves to be protected by the first principle, its formulation allows that right to be protected as a basic liberty, in addition to the second principle, to the extent that it enables the reduction of social and economic inequalities and the increasing of equal opportunities

A discussion about teacher education promoted by a federal university through the "Pedagogical Complementation for Unlicensed": the case of the professor of Physics

In this article we proposes to analyze the project (curriculum) of a graduate of Physics teachers training that aims at implementing the public policy "Pedagogical training for physicists no-teachers graduates" that is in progress at a public federal university. The analyzes intended to categorize and discuss the knowledge that make up this formative project based on the legal provisions in force and we follow the taxonomy: knowledge of the content (physics), general pedagogical knowledge and pedagogical knowledge of (physics) content. The analyzes show a discrepancy between the knowledge developed in the pedagogical complementation and the knowledge taken in the literature as necessary for the practice of the physics teacher, even when considering the previous formations (first graduations) of the students.

Social intervention and the turns in politics

This article presents the insights of research on the relationship between social intervention and processes of territoriality, deterritoriality, and politicization, conducted in the city of Paraná (Province of Entre Ríos, Argentina). The analysis of social intervention uses a historiographical perspective, based on documents and quantitative reports published by academic institutions and other centers of study and statistics. This article is a qualitative work that describes the operationalization of the key concepts in the empirical data researched, which covered the period of the re-democratization in Argentina, until December 2017. This article is a version of a previous work, revised and extended according to the concepts and the political and social events that have triggered new policy models imposed, since 2015, in most Latin American countries, particularly regarding social policies in Argentina.

Result of the dissertation defended by Marcelo Ribeiro Tavares under the guidance of Ludmila Mourão, the book "Mulheres em manchete: a potência da geração de voleibol dos anos 1980" (2016) records the importance of the presence of women in the development and consolidation of the modality in Brazil, highlighted by the trajectory of eleven athletes that represented the 1980s generation of Brazylian volleyball. Anchored in the theoretical-methodological contribution of Oral History, the work contributes to a useful reflection on histories and memories of bodies, through the insertion, permanence and retirement of women in sports.

From the treadmills to the streets: factors that take students from the gym to the street races

The study sought to know the factors that have contributed to the students of the academies to change the mats through the streets. To reach it, 10 male and 10 female runners were interviewed. The interviews were handled through the content analysis technique. The results revealed the composition of groups, the health discourse, the presence of competition and the culture of consumption as the factors that lead the students of academies to the practices of street races. Therefore, the study concluded that replacing mats on the streets is a multifactorial decision.

A proposal of didactic sequence to discuss ethnic-racial relations (Laws 10.639/03 and 11.645/08) in the classes of Sciences and Physics

One of the greatest challenges of the basic education in Brazil in the 21st Century is the implementation of Laws 10.639/03 and 11.645/08, which make compulsory to include the teaching of History of Africa, Afro-Brazilian and Indigenous Culture in the curricula of Brazil’s educational institutions, in the fighting for a more egalitarian society. However, from the practical point of view, the current debate around the cited Laws as well as the pedagogical and didactic practices developed in the schools are almost exclusively restricted to the initiatives made within the disciplines of the Human and Social Sciences. Anchored in theoretical references of Cultural Astronomy and Paulo Freire’s Dialogical Theory, the present work presents a diversified Didactic Sequence with the objective of allowing, in the classes of Sciences and Physics of basic education, although the Didactic Sequence can also be applied in higher education, a large discussion about the historical, cultural, and scientific assumptions of the African, Indian and so-called Western sky. Having constellations in various cultures as a starting point, the present work joins initiatives that seek to articulate the guarantee of human and social rights and respect for ethnic-racial diversity. It is, therefore, a simple example, through a virtual object of learning and a didactic material constructed in class, of how Science and Physics classes can contribute in the basic education, with a more critical, antiracist, emancipatory and diverse education, taking into account the different alterities, that is, the “other".

Teaching knowledge of Physical Education teachers about the dance content

This study has as general objective: to analyze the teachers' knowledge that Physical Education teachers have to teach the dance content. We develop a research based on a collaborative methodology, one of the modalities of action research, involving researchers and teachers, insofar as they recognize their educational situation, their context of action and are able to inquire and theorize the practice itself. The research was with two teachers, both licensed in Physical Education, in the city of Campina Grande-PB, through a semi-structured interview, being analyzed through the ontological and epistemological reflections. The knowledge identified in the speeches of the subjects allows us to point out that there is an appreciation of experiential knowledge, knowledge that constitutes these teachers as people who dance throughout their lives, in and out of school.

The National Observatory of Rio de Janeiro and the Tatuoca magnetic station in the state of Pará (1933-1972): An account of the implantation of an international magnetic station in the state of Pará

For centuries the Earth's magnetic field has been studied, and from the perception of its great influence on the planet and its habitants, a deepening in the polls it was necessary. From there began to be the first magnetic observatories deployed. This paper aims to make an analysis on the magnetic station Tatuoca and functioning. For this, we build a collection of information and analysis on the National Observatory and about the seasons and magnetic observatories. The National Observatory is the institution responsible for observatories and magnetic stations in Brazil. The construction of this work was through documentary analysis methodology, and discussions about the events that were part of the development of the study of the Earth's magnetic field. These cited documents are true relics coming from the discussion about the need to build a magnetic station in the region further north of Brazil until a more recent period, which describes the operation of the Centre.
