For the past 150 years Portugal suffered from a structural deficit of education and qualifications. This imbalance vis-à-vis the rest of Europe is the consequence of a systematic underinvestment in human capital until 30 years ago. The article shows the strategic relevance of a sustainable investment in overcoming this educational gap and in the reversal of this “long cycle” of disqualification. Moreover, it refers to countries and systems where such an “educational revolution” was made possible. Hence, the case is made in favour of a new educational paradigm: education as a service – proximity – as opposed to the concept of a training factory – industry mode of operation. ‘New Opportunities’ – the government initiative under scrutiny – is also an excellent opportunity to reorganise an inclusive supply that works closer to the real needs of the demand for human advancement. The article closes offering a renewed mission for education, one that elicits the discovery of the immense treasure that dwells in the inner Portugal and in the Portuguese soul. Ultimately, education aims at making people happier and assisting them in discovering the treasure that inhabits deep in the meaning of life.

This article has two main goals. The first is to provide an overview of the preelectoral polls conducted before the 2005 local elections in Portugal, analyzing their technical and methodological characteristics and the way their results were published in the media. The second goal is to describe and explain the level of accuracy of those polls, comparing the estimates they provided with what ended up being the electoral results. Several hypotheses are tested about the factors that explain variations in accuracy.

A Emissora Nacional: das emissões experimentais à oficialização (1933-1936)

In Portugal, the birth of public radio took place during the 30s, after a period in which all the initiatives concerning the development of radio had been led private groups. The first years of Emissora Nacional were coincident with the period in which the New State was consolidating its structure. For this reason, at the beginning there was an intense struggle for the control of the radio station. During the experimental period it was possible to identify inside Emissora Nacional several tendencies that, inside the political regime, tried to define which should be the role of radio broadcasting as a mean of promotion of the New State’s political ideology. These political tendencies are identified in the present article which furnishes also data concerning the several types of programming that were offered by the public radio station.

This article analyses the John Updike novel The Terrorist, strictly from the semiotic point of view. We emphasize the narrative structure of this novel, which reveals both the strategy and the value system on which it is based. The Terrorist is, after all, a deceptive narrative, i.e., a narrative without resolution. In fact, the great merit of this novel is that it discusses the question of terrorism without resolving it.

A ira dos espectros inúteis: o terror em duas variações contemporâneas do Macbeth, de Shakespeare

We begin with the idea of wrath as a motor of history, as developed by Peter Sloterdijk in his article “The New Grapes of Wrath: Post Communism – Neoliberalism – Islamism” (in O Estado do Mundo, Lisbon: Fundação Calouste Gulbenkian, 2006). Given the holistic centrality of contemporary capitalism, I follow Sloterdijk’s claim that the threatening and regulatory potential of the Communist “thymotic energy” is outdated. The wrathful spectrums which, on the contrary, fed the European social model have thus been transformed into “useless spectrums” (Richard Sennett), marginalized by a constant threat of assessment. Islamic terrorism does not, therefore, renew a productive wrath, but rather constitutes another side of this new emptiness (a concept which has led to the need for intersubjective recognition, here related to two recent variations on Shakespeare’s Macbeth).

Brasileiros e ciganos no prime-time português: estudo de caso

This article presents some data on the representation of Brazilian and gipsy people on Portuguese prime-time TV, with reference to a sample of the three main Portuguese channels (RTP1, SIC and TVI) from 4 March to 22 May 2004. Applying a multidisciplinary content method analysis with SPSS, the conclusion is that Brazilian images depend on the agenda and the media events, such as Euro 2004 and Rock in Rio Lisboa, and that the few gipsy images presented on Portuguese television are framed in a negative view.

The concept of identity is becoming increasingly important in debates related to the current cultural and political changes occurring in societies due to new forms of interaction resulting from globalisation. The concept of heritage – closely linked to the concept of identity, as it is in the past that we find the roots which define our identities – has also been subjected to all sorts of manipulation and has acquired new shapes that largely surpass the old definition related to its physical and spatial centralities. Nation as narration: the (de)construction of “Yugostalgia” through Kusturica’s cinematic eye

This essay explores Kusturica’s cinema, mainly Underground (1995), in order to unearth the processes of identity construction and deconstruction in the Yugoslavia of the 1990s. It must be located at the specific crossroads where international (political) studies meet cultural studies according to a renewed interest in social ontologies, i.e. for identity and ideational phenomena at large as producing a web of intersubjective meanings which ultimately give substance and texture to the social world. I therefore draw on Cohen-Séat’s elaboration of film in terms of cinematic fact in order to clarify Homi Bhabha’s theory of the nation as a form of cultural elaboration and narrativity. Given that mass communication is nowadays integral to an understanding of a nation’s horizon, the mind’s eye of the filmmaker consequently becomes a first order mediator in reading and narrating the nation.

Congressos partidários: o modo como os jornais os tratam

The article analyses news coverage of party congresses in Portugal in 1994, 1995, 2000, and 2001, coinciding with the end of each governmental mandate. Five daily and weekly newspapers are analysed. The main objective is to verify whether the news coverage of these congresses follows a model of serious, sensational or light information. One of the principal conclusions indicates the importance of party congresses in the news agendas of the press, largely due to the fact that these events are a fundamental element of any country’s democratic practice.

The main objective of this study is to analyse a set of discursive and political representations as well as the values contained in the slogans used during the Portuguese presidential elections from 1976 (the first presidential election after the 1974 revolution) to 2006. This will focus on analysing the discursive, political and ideological differentiation contained in the campaign slogans. In methodological terms, this study is based on the technique of content analysis, supported by a qualitative and inferential view, and focused on the informational contents under consideration.

Politicians have traditionally availed themselves of the media in a conventional manner during electoral campaigns. At their disposal, they have free airtime on radio and TV for their programs, and the possibility of paid spaces in newspapers. At least in Brazil, this has been the format adopted. However, with the advent of digital technology, the internet and all the consequences of these events, the models employed today face the need of a makeover. This article seeks to foster discussion on these changes by highlighting the main characteristics of the conventional media and digital technology while also focusing on the history, culture and language of communication media.
