O público e o privado na gestão das potencialidades e das Fragilidades turísticas no município de Sacramento-MG

The doctoral thesis titled "Public and private of management tourism potentiality and tourism weaknesses in Sacramento-MG" presents the results of four years of work, since literature review to interlacing information obtained on fieldwork and data analysis. It was identified that due to Sacramento s political structure there is an influence in the application of public resources allocated for tourism management. There is also a gap between projects planning and its realization public managers are selling a tourism that does not exist. The creation of tourism in Sacramento came from appropriation of cultural, historical, anthropological, architectural aspects and also the local cuisine. However, this occurs in an uncompromising way: the public and private tourist managers used their image in order to promote specific events to attract visitors without worrying about the city infrastructure. The city has its potential natural tourism registered by several waterfalls, natural swimming pools, belvederes and caves. In the historical aspects there are the records of Desemboque District. In gastronomy there is typical food; in architecture there are buildings of churches, mansions and colonial farms. In the cultural aspects there are religious and popular festivals. Despite the city potential tourism, the offered infrastructure is weak considering the available resources. The tourist facilities are limited, making necessary to respect the ability of occupation, especially in major events like carnival that strangles the local hotels structure. The Sacramento's resident identifies the tourists in daily contacts. However, the Sacramento's resident is worried about the convivence with these tourists as there are negative records about tourists who do not respect the local way of life. In rural areas the residents are also concerned. Most natural tourist attractions are in these properties and some are being visited without the owner's authorization. Considering the perception of visitors (tourists), the downside is the equipment offered, absence of 24 hours services and commerce without extended hours. Thus, there is tourism potential, there are tourists and there are residents open minded to this practice. However, the public administration and private initiative need to rethink their activities - not only the economic aspect, but respect the environment and the limits of these resources. Therefore, we will only have tourism in Sacramento when its limits were respected by public and private practices in dealing with the attractions and insert the community in these proposals.

A mobilidade urbana nos enredos do serviço de mototáxi em Ituiutaba-MG

This paper addresses the urban mobility through the service of motorcycle taxis, as a way to bring up a system of sustainable circulation, justifying therefore the urgent need to know these new occupants of the public space. For in such a way, it was chosen city of Ituiutaba, in the interior of the State of Minas Gerais, for the accomplishment of related study, aiming to specifically meet the urban mobility on two wheels, to evaluate the legalization process that focuses on the theme, given that it was activity protected by municipal statute and since July 2009 by federal statute, to characterize the social reality of this means of transport in Ituiutaba, since its use is quite significant, and to understand the service of motorcycle taxis while a new challenge for the transport, possible of if becoming integrant factor of the sustainable development and the territory, resulting in an inclusive form of economic model. However, for both, it is recommended to be necessary to know the actors involved in this service in Ituiutaba, under penalty of not achieving the desired mobility sustainable and inclusive. Regarding the methodology used was based on literature, reviews the theoretical and conceptual and methodological, and also by critical analysis of the real situation of the taxi motorcyclists in Ituiutaba, through qualitative assessment, in its descriptive form, either using of scientific interview.

Conflitos de trânsito em áreas de polos geradores de tráfego e instituições de interesse social: a educação para o trânsito como alternativa

This study emphasizes how the evaluation and analysis of the implementation of Generators Poles of Traffic and Institutions of Social Interest in Uberlândia can attenuate the disorders on circulation in the adjacency of these establishments. In this way, it s proposed an Education to the Transit as an alternative of reduce the conflicts while transit, with the aim to change attitudes and values that prioritize the respect for life and ensure safety and comfort for access the desired places in the urban areas. It also aims to understand the conflict established on the urban mobility, relating it to the behavior, values and attitudes of the public road users, like a driver, pedestrian, cyclist and motorcyclist that surround closed to the Generators Poles of Traffic and Institutions of Social Interest. These undertakings attract a high number of trips and offer services to people of different age groups and physical conditions. To reach the proposed objectives, were developed the following methodological procedure: reference survey of theoretical and conceptual about the issue thematic, realize of unstandardized interviews, photographs registers, production of maps, questionnaires application, volumetric counting of vehicles and pedestrians. The analysis of the results of the research revealed the impacts generated by the undertakings to the road system in the area of its influence and of the relationship between the misconduct of persons when circulate, disrespecting the standards movement and undermining the displacement and access to the selected areas to study on this work.

Análise geoambiental da bacia hidrográfica do Ribeirão Borá: Sacramento/Conquista (MG)

This research aimed to make a geoenvironmental analysis in the watershed of Ribeirão Borá, seeking to establish categories through the integration of natural variables. To this end, we applied the Theory of Geosystems which, among other purposes, seeks the conservation, rational space s use and sustainable development. The watershed is located in the region ( mesorregião ) of Triângulo Mineiro and Alto Paranaíba (MG), and it drained some land parts in the counties of Sacramento and Conquista, and it occupied an area of 357.81 km². We used cartographic documents by IBGE, GEOMINAS, EMBRAPA and CPRM; images of the Satellite ETM+/Landsat 5; socioeconomic data; bibliographic searches and field surveys. The work methodology followed the Libault s proposal (1971), which defines four levels of approach, namely: compilation, correlation, semantic and normative. The geoprocessing techniques were applied with the use of various softwares. The Formation Serra Geral main geological basement of the watershed (61%) associated with the semi-humid tropical climate leads to the formation of soils with the predominance of the class Oxisols, stands out Ustox (60% of the area) that, in general, has good physical structure for agricultural use, requiring only a few corrections chemicals, such as the use of lime. This framework interacts with an embossment predominant of Topo Plano (54%), without big ripples, that also facilitates agricultural activities and contributes to the maintenance of water resources in the subsoil. The land use and vegetation cover, between 2002 and 2009, revealed that, respectively, 70 and 72% of land in the watershed were occupied predominantly by human activities (grazing and agriculture). Moreover, we observed that 95% of the watershed s land has a high potential for economic use. However, we checked that part of agricultural activities also occupy areas of higher slopes (20-45%), this is not indicated, because the environmental legislation required that such areas should be preserved or designated to the legal reserve, in addition to being unfit for any use, according to the classification of land in the use capacity's system. Some suggestions were planning to adopt conservation practices with the intention to contribute to maximizing the potential of the watershed.

A influência dos fatores geográficos nas variações térmicas e higrométricas na área urbana de Caldas Novas (GO)

The aim of this research was to investigate the genesis and the features of the thermic and hygrometric field of the air in the city of Caldas Novas. From a geographical point of view, it was searched to understand the relation between the urban space with the climatic elements, starting from a topoclimatic and microclimatic characterization in the area of study. It is involving thus a diagnosis supported for the whole of information, essential for the elaboration of possible prognostics. It was searched a theoretical backup in the jobs developed by several researchers of the subject, specially in Monteiro (1975) and Mendonça (1994; 2003). The data collection in field enclosed the installation of fixed stands and mobile taking and it was done in two stages: the first one in the winter, was extended between July 21st and 30th of 2.008 (mobile transect) and September 6th and 7th in the same year (fixed stands). The second stage was realized in the summer of 2.009, between March 9th and 18th (mobile transect) and between March 21st and 22nd (fixed stands). The meteorological station of INMET located in Morrinhos (GO) was used as local controller of the climatic elements. The obtained data were analyzed in a comparative way, in chronological sequence, considering the meteorological of the day, associated to the kind of weather and the space features. The results permitted to detect that the urban area of Caldas Novas not always shows higher temperatures in regard to its rural environment or the peripheric areas to the city. In the internal space occurred modifications in the variations of the climatic elements between districts and streets, sometimes associated to urban features (buildings size, density of soil occupation, presence or not of vegetation, etc.), sometimes to natural factors (topography, orientation of declivity, atmospheric systems, kinds of weather etc.). So, it was verified that the structure and the special arrangement of the consonant districts in the local features and the air circulation influenced in the environmental quality and of thermic well-being of the city.

O caminho das águas: impactos ambientais da drenagem de águas pluviais na bacia do Córrego Liso na cidade de Uberlândia-MG

The observation of the effects caused by the superficial outlet of rain waters in the area of Córrego Liso Bay, in the city of Uberlândia-MG, has motivated the accomplishment of this work. Those effects, very often represented by intense erosive processes, being more visible in the Permanent Preserving areas, could have a relationship with all the system of drainage nets of rain waters and not only with the superficial outlet. With the aim in finding the possible interferences and the generator agents of the environmental impacts on the Córrego Liso Bay, it was done over different ways, such as: analysis of projects, pictures and direct observation on the studied area, questionaires applied to experienced professionals in Urban Drainage and to employees from the local Public Power. Once identified the problems, it was then found a lot of interferences from the urbanization into the drainage system, finally defining the shocking agents: Public Power, population, engineering professionals, rain waters drainage system, plots enterprisings. It can be added to the impacts caused by these agents, the fragility of the natural resources of the area, like the soils that are very susceptible to erosions or the lack of vegetation. At the end of the work it was presented a series of suggestions in an attempt to control and recover those effects, including facilities for the Public Power action. It s believed that it is imperative to form a group action for the environmental education for those agents in order to generate a changing in attitudes that can move them towards the preservation and prevention, without letting the Public Power work by itself.

Entre a escola e a sociedade: bases para a formação continuada de professores de Geografia na perspectiva da inclusão escolar de estudantes com baixa visão e cegos, em Uberlândia-MG

The 1990 s in Brazil is considered a landmark on the Education for All. Since then, the education of students with special educational needs has been a fashionable topic of educational public policies. These policies reflect the neoliberal logic, overcoming the economic to the social. So, the state has responded minimally to the needs and aspirations of the education sector, so it s possible to consider the existence of an Inclusion in reverse . In other words, it is ensured the right to equal access to education, but there are no effective conditions for the permanence of these students in the teaching and learning process. This fact becomes more significant when the target public are people with disabilities (physical, intellectual, sensory or multiple). Indeed, the school inclusion is a movement that has demanded definition in practical order, both in infrastructural and organizational level. Therefore, we can notice the mismatch between the educational legislation and the real conditions of practicability of the project, given the current landscape of the Brazilian educational system. There are several inconsistencies; for example, the idea that Inclusive Education and Special Education are contradictories. There is consensus, however the need to (re)consider the teacher training, promoting the transformation of traditional educational practices for education to be accessible to all, but also having quality. In this context, this research aims at knowing the continued education of the Geography teacher in Uberlândia- MG in the face of new requirements imposed by public policy in the context of School Inclusion of People with Visual Handicap. The data reveals: considering the twenty four institutions of support/assistance/education in the area of Visual Handicap (10 are municipal schools and 08 are state schools), we can infer that in spite of the difficulties observed, municipal reality is relatively more structured than the state education system, especially when we consider the work of the Specialized Educational Assistance (SEA) in Multifunctional Resource Classrooms. Also, we can say that the main obstacle in the context of inclusive education is due to the existence of crystallized educational and social practices. It still remains the idealized conception of students as subjects whose individuality is not respected and, above all, valued. Therefore, knowledge areas traditionally valued in the mainstream school have been reproduced in the processes of schooling people with disabilities, limiting diverse experiences of teaching and learning.

Política de mobilidade sustentável e inclusiva em Ribeirão preto, SP: uma análise do transporte público por ônibus

Urban Mobility is an attribute associated with the city and reflects the ease of moving people and goods in the space. The purpose of this research is to study the Public Transportation (operated by bus) and Urban Mobility in Ribeirão Preto-SP-Brazil, with emphasis on the concept of Sustainable Urban Mobility, discussed and adopted by the Ministry of Cities, Brazil. The public policies of the mobility in vigor were analyzed to identify and evaluate the works that have been made and how it has been applied by the government of the municipality. For this analysis we investigated the process of urbanization and urban restructuring. We believe that not understanding the process of urbanization and urban dynamics make the understanding of the implementation of public policies on mobility impossible. Thus, we considered the urban planning and the tools and resources that the government has to intervene in the area and then proceeded to examine the Plano Diretor and its supplementary laws. The research began with the process of theoretical and methodological refinement, with the understanding of the concept of urban sustainability and social inclusion, in addition to theoretical knowledge about the object of study and defined area which is the municipality of Ribeirão Preto- SP. At the same time, we analysed the data acquired, in the City Hall and on websites of the government, system-related and public transport, but also on the characterization and distribution of the population and socioeconomic data required to understand urban dynamics. We used the empirical method: using field work with the questionnaire, which was answered by users of public transportation by bus, Ribeirão Preto. Apart from general questions to find out what is the assessment system, the questionnaire also addressed questions about urban mobility and other modes of transportation, and issues that will present us with some significant data on the situation of the municipality of Ribeirão Preto. Through these data, superimposed on others, such as the distribution of trade and services centers that generate traffic, you could map where flows occur with greater intensity and, thereby, to find alternatives based on inclusive and sustainable urban mobility and the public transportation, which currently has the system and its operation to be delayed toward the central area where the municipality has already stimulated by the Plano Diretor, encouraging the creation of subcenters. This study helps to strengthen the scientific research that is being made on the Geography of Transport in South America, as in North America, specifically in the United States but also in some European countries like England, Spain and Holland, the study of this area of the Geography dates from the fifties of the twentieth century, based on Geography Theoretical-Quantitative. The interest in Geography of Transport is now appropriate to the problems faced in urban centers with high population density, because the urban mobility in the geographic space interacts with other socio-economic, which contributes to the efficiency or otherwise of the city, mainly in the economic and with regard to quality of life and social inclusion. Thus begins the studies in this area, to understand the urban and regional restructuring in its dynamics and consolidation, noting the current standards required in the search for a sustainable city, as well as in understanding the mobility of people and goods in urban area, which has been integrating a few decades the largest concentration of people.

Zoneamento ambiental da bacia do alto curso do rio Uberaba - MG como subsídio para gestão do recurso hídrico superficial

This work was developed in the drainage-basin from higher course of the Uberaba River, located in the county of Uberaba - Minas Gerais. This river, in all its extension from its water spring to the mouth of the Rio Grande River runs 140 kilometers. The environmental Protection Area (EPA) State Law 13183 (01/20/1999), is part of study that reaches an area of almost 53,500 hectares, marked among the geographical coordinates 19°30 and 19°45 south; and 47°38 and 48°00 west of Greenwich. The catchment area of water of the city of Uberaba is located in this space. They show an average flow of 1,200 liters per second and a legal flow by IGAM of 900 liters per second for the supply of the city. The aim of this research was to perform divisions of this area in environmental zones to subsidize future works concerned with the protection of the surface and underground sources of this drainagebasin. The analysis and perception of the landscape in this area was very important to understand the physical, social and economical factors that interfere in the quality and quantity of produced water in the area of study. This research was performed through data from a field survey for the characterization of the physical, social and economical aspects such as geology, salience, soil, the average flow of water and the use of soil, along with the use of topographical letter, satellite image and geomorphological maps. The obtained results were represented through a series of cartographic papers. The integration of these documents enabled a map of environmental zone of this area. Considering the analyses of the obtained information we can state that it is necessary to elaborate a handling plan to this area supported in three main parts: maintenance, restoration of the damaged areas and balanced use of its sources. This work is supposed to stimulate new researches involving this area of the Uberaba River, especially in the higher course, in order to study the issue more deeply.

Educação em saúde: analise do sistema de serviços de saúde em Uberlândia

The following research was carried out in order to investigate the actions of health education which are undertaken in the Municipal Health system in Uberlandia, Minas Gerais. Health Education aims to articulate the technical and popular knowledge, and mobilize institutional communitarian, public and private resources. It is a dimension of health promotion which has become the great possibility to ensure people have quality of life. The study discusses the interaction of geography and health in the interpretation of the effects of the environment on human health, analyzes the history of public health in Brazil that led to the creation of the Unified Health System - SUS and researched the process of training health professionals. Health Promotion means organizing the human presence in space; providing a healthy environment; ensuring the provision of health services and encouraging the adoption of healthy habits. This is a complex process that goes beyond the scope of the health sector, demanding Intersectoral action. The study aims to understand how the Intersectorial action has been implemented; it reviews the health-disease process from the classical theories since Herodotus and Hippocrates to Health and Medical Geography, which have been studying the relationship between environment and human health. In examining the case of public health in Brazil, it is clear that the Constitution of 1988 which resulted in the Health System - SUS ensured health to all Brazilians as a citizenship right. But during these last 23 years, the structure of the assistance network had problems related to the conception of the process professional formation and social inequalities found in the country, and many of these have been worsen by the intense urbanization over the last 50 years. The study showed that the city of Uberlandia, has its Network Health Care already structured, especially in Primary Service. The official figures show that the other services that make part of the urban infrastructure are also satisfactorily delivered. However, health education, essential for promotion of healthy behaviors, the study found little interaction with community initiatives developed in the public field. In the public field, preventive actions are more easily noticed, addressed to the individual and specific groups by specific professionals. On the other hand, the administrative area was modified in 2009 by creating specific coordination on the management structure to deal with the issue.

To characterize and define the meso-climate of the Triangulo Mineiro / Alto Paranaiba and also the surroundings of the Serra da Canasta, this work was divided into three chapters. Physical characterization of the study area was covered in Chapter 1, being divided into geology, geomorphology, vegetation and hydrography. Chapter 2 is divided into two items, population and economic activities. The climatic characterization of the region is discussed in Chapter 3, where the estimated temperature for all areas of the region together with the precipitation is analyzed by various weather maps. It was developed in this paper a detailed topographic map with the use of SRTM 15 images on a scale of 1:250,000, covering the entire region, and tens of distribution maps of climatic elements in the study area isotherms (temperature) and isohyetal (rainfall). At the end of the work is proposed a climatic classification for the study area, with a higher level of detail regarding the most used classifications in the country, expanding to the temperate climate region.
